The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on October 28, 1985.
Present:

The meeting was called to order by the Chairman.
The first item of business was the consideration of requests for extensions or
waivers from the requirement of Resolution No. 1364A for multiple family residential units
in the downtown area to be brought into compliance with the building and other technical
codes by October 24, 1985, tabled from the Regular Meeting of October 14, 1985.
Those persons present to oppose the extensions and waivers were as follows:

Florence Gilmartin, 520 Oak Avenue
Martha Yancey, 2100 Cordova Drive
Edward Yancey, 2100 Cordova Drive
After discussion, Commissioner Mercer moved to refer the extensions or waivers to
the Building Official for prompt referral to the Code Enforcement Board. Seconded by
Commissioner Thomas and carried. Commissioner Smith announced that he had interest in
property in the area and abstained from the vote.
On recommendation of the City Manager, Commissioner Farr moved to approve proper
contracts for health insurance coverage effective December 1, 1985 as follows:

The next item of business was the consideration of Amendment 6 to a contract,
authorizing Conklin, Porter and Homes, Engineering Consultants, to assist the City in
working with the financial advisors for the water and sewer bond issue, in analyzing rates
and revenues, and the preparation of an engineering report for the bond "official
statement".
Commissioner Farr moved to authorize the City Manager to execute same. Seconded
by Commissioner Smith and carried.
The Commission considered Amendment 7 retaining Conklin, Porter and Holmes for
engineering services during construction of Sanford Sludge Handling Facility.
Commissioner .Farr moved to authorize the execution of same. Seconded by
Commissioner Smith and carried.
On recommendation of the Board of Bond Trustees, Commissioner Thomas moved to
appoint Mrs. Elizabeth S. Ganas to same. Seconded by Commissioner Smith and carried.
The City Manager submitted a letter of commitment for a line of credit up to
$8,000,000 from Sun Bank. Commissioner Farr moved to table discussion until Regular Meeting
of November 11, 1985 and to authorize the financial advisor M .G. Lewis Company to seek
additional commitments from other institutions. Seconded by Commissioner Thomas and carried.

The Commission considered a request from the Campbell-Lossing American Legion Post
53 to solicit donations November 5 through November 10, 1985, inclusive while holding a
carnival, immediately adjacent to the Post Home.
Commissioner Farr moved to approve same provided the requirements are met as
follows:
1. Ail facilities be set back from Route 17-92.
2. Upon arrival, carnival personnel provide proof of requisite insurance.
3. Sufficient personnel be provided to insure orderly and legal parking, crowd
control, etc.
Seconded by Commissioner Smith and carried.
On recommendation of Police Chief Harriett, Commissioner Mercer moved to approve
the request from the Sanford Seminole Jaycees for a parade permit for the purpose of a
Christmas Parade to be held on December 14, 1985 starting at 10:00 A.M. Seconded by
Commissioner Thomas and carried.
On recommendation of the City Manager, Commissioner Farr moved to approve the
request for the installation of a street light at the intersection of 24th Street and Maple
Avenue. Seconded by Commissioner Smith and carried.
Commissioner Mercer moved to approve the purchase of a backhoe for the Water
Division, estimated in amount of $24,942 with $10,162 in the 1985-86 budget and balance of
$14,780 to be financed for one year, and further, to authorize the Finance Director to
obtain the best interest quote for same. Seconded by Commissioner Smith and carried.

Permits with Seaboard System Railroad. Commissioner Farr moved to authorize the Mayor to

On recommendation of the City Manager and Public Works Director, Commissioner
Mercer moved to accept low bid meeting specifications in the amount of $108,082 from
Transtat Equipment Company, for the purchase of two Refuse Packer Trucks. Seconded by
Commissioner Farr and carried.
On recommendation of the City Manager and Public Works Director, Commissioner
Mercer moved to accept low bid meeting specifications in the amount of $2,744 from Alliance
Products, Inc., for the purchase of a High Power Washer. Seconded by Commissioner Farr and
carried.
Petition for annexation was submitted from Benny S. and Louise L. Austin, Viola H.
Kastner, William L. Greenlee, Trustee, and the Central Baptist Church of Sanford, for a
portiOn of the property lying between S. R. 46 and Jewett Lane and between Rand Yard Road
southerly extension and Bevier Road, described as follows:

Commissioner Smith moved to authorize the City Attorney to prepare the proper ordinance to
annex said property. Seconded by Commissioner Mercer and carried. Commissioner Farr
abstained from the vote.

property lying between Jewett Lane and Seaboard Coastline Railroad Right-of-way and between
Upsala Road and Old Monroe Road, described as follows:

Commissioner Farr moved to authorize the City Attorney to prepare the proper ordinance to
annex said property. Seconded by Commissioner Mercer and carried.
Request from All Souls Catholic Church to close Oak Avenue from 8th Street to 9th
~treet for their annual "Fall Festival".
Commissioner Farr moved to approve said request for the dates and times as
1. Thursday, October 31 from 6:00 P. M. until 11:00 P.M.
2. Friday and Saturday, November 1 and 2 from 11:00 A. M. until 11:00 P. M.
3. Sunday, November 3 from 11:00 A. M. until 5:00 P. M.
Seconded by Commissioner Thomas and carried.
The Commission approved request from Ed Welsh, co-owner of the Holiday Inn, to
appear at the Workshop Session on November 4, 1985 to present a proposed use of a portion of
Lot 1 of the Marina.
The Chairman announced receipt of invitation from the City of Lon~wood to join
them in their annual Christmas Parade. The Commission tabled discussion to the November 4

Workshop Session.
The Mayor announced receipt of a letter from Jose Napoleon Duarte, President of E1
Salvador, requesting participation in a Plan of Cooperation for contributions to the people
of his nation.
The City Manager submitted request from Horne Properties for a street light
installation, and on motion of Commissioner Mercer, seconded by Commissioner Smith and
carried, same was referred to City Manager and Staff to handle.
There being no further business, the meeting was adjourned.
