110485-Workshop Session MINUTES City Commission, Sanford, Florida November 4, 227 19 85 ! The City Commission of the City of Sanford, Florida, met in Workshop Session in the City Manager's Conference Room in the City Hall in the City of Sanford, Florida, at 4:30 o'clock P. M. on November 4, 1985. Present: Mayor-Commissioner Bettye D. Smith Commissioner John Y. Mercer Commissioner Milton E. Smith Commissioner David T. Farr Commissioner Bob Thomas City Manager Frank A. Faison City Clerk H. N. Tamm,' Jr. Absent: City Attorney William L. Colbert The meeting was called to order by the Chairman. Ed Welch, Wallace Schoettelkotte and Fred Humphrey, architect, appeared to present a site plan and conceptual view of proposed facilities to be constructed on a portion of LOt 1, Sanford Riverfront Project. John Smith and Gerry Gross, architect, appeared to submit actual proposed site plan for the Harbor Front Village, a development proposed to be constructed on a portion (135' x 431') of Lot 1, Sanford Riverfront Project. Meade Marston and Fred Zercher from Matrix Realty and Development Services, Inc., appeared to support Mr. Smith's development, stating they had a lot of preliminary interest being shown and felt there would be more clients attracted than space would be available. The Commission authorized the consideration of both proposals to be placed on the next regular meeting agenda. The City Manager submitted a report from the City Engineer analyzing Amendments 8 and 9 to contracts with Conklin, Porter and Holmes, Consulting Engineers, and same was authorized to be placed on the next regular meeting agenda. , The City Manager and City Engineer made reports pertaining to alternatives to the proposed increase in the Water and Sewer rates as set forth in Ordinance No. 1784, placed on first reading at meeting of October 28, 1985, and same was authorized to be considered at the next regular meeting. Mr. Duval Hunter appeared to oppose the increase in water rates. The City Manager submitted a proposed agreement for services from Bryant, Miller and Olive, P.A., to preform as Bond Counsel for the anticipated issuance of Series 1985 Water and Sewer Certificates and same was authorized to be placed on the next regular meeting agenda. The City Manager submitted report from the Director of Administrative Services recommending consideration of Personnel Classification, Regrades and Changes and same was authorized to be placed on the next regular meeting agenda. The City Manager reported that the County Administration Office had called to set up a joint meeting with the City and County Commissioners on December 18, 1985. The Commission authorized the City Engineer to report at the next regular meeting on violations of the City Codes by multi family residences in the downtown area.
