The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on November 11, 1985.
Present:

The meeting was called to order by the Chairman.
The first item of business was the consideration of proposals to lease a portion
of Lot 1, Sanford Riverfront Project.
Mr. Fred Humphrey, architect, and Ed Welch appeared to present a site plan and
conceptual view of proposed facilities to be constructed on a portion of Lot 1, Sanford
Riverfront Project.
Mr. Gerald Gross, architect for John Smith, appeared to support a actual proposed
site plan for the Harbor Front Village, a development proposed to be constructed on a
portion of Lot 1, Sanford Riverfront Project.
Commissioner Mercer moved to accept the John Smith plan for the Harbor Front
Village. Seconded by Commissioner Thomas and carried. Mayor Smith abstained from the vote
because Mr. Smith is her son.
The Commissioner next considered Amendment 8 to the Conklin, Porter and Holmes,
Engineering Consultants' contract for engineering services in support of incremental sewer
collection system rehabilitation contracts A, B, & C under State Grant ~586100.
Commissioner Farr moved to authorize same. Seconded by Commissioner Thomas and carried.
Commissioner Farr moved to approve Amendment 9 to the Conklin, Porter and Holmes,
Engineering Consultants' contract for engineering services for support of the "core" sewer
collection system rehabilitation contracts A, B, & C under the Environmental Protection
Agency Grant #C120586080. Seconded by Commissioner Thomas and carried.
The Commission considered the proposed "Agreement for Services" from Bryant,
Miller and Olive, P.A. to perform as Bond Counsel for the anticipated issuance of Series
1985 Water and Sewer Certificates. Commissioner Mercer moved to authorize same. Seconded
by Commissioner Thomas and carried.
On recommendation of the City Manager, Commissioner'Farr moved to adopt personnel
classifications, regrades and changes for Buyer and for Chief Accountant. Seconded by
Commissioner Thomas and carried.
The City Engineer submitted a report of Downtown Rezoning Enforcement Actions and
Notices of Violation and letters regarding parking which were sent to the owners of all
properties known to be in violation of technical codes and off-street parking requirements.
The Chairman announced the City Commission Workshop Session of November 18, 1985
~ill be held at 4:30 P.M. at the Margaret Reynolds Student Museum, 301 West Seventh Street.
Mr. Kenneth C. Cone, District Manager of Florida Power Corporation, appeared to
request a franchise for service in the Sanford area.
Commissioner Mercer moved to authorize the City Attorney to prepare the proper

ordinance for same. Seconded by Commissioner Thomas and carried.
On recommendation of the Director of Recreation and Parks, Commissioner Farr moved
to approve request for use of the Sanford Civic Center with alcoholic beverage from four (4)
organizations. Seconded by Commissioner Mercer and carried.
Mr. Rick Dunn, representative of the Kiwanis Club, appeared to request
reconsideration of free use of the Sanford Civic Center for their annual "Kiwanis Pancake
Day".
The Commission authorized the reconsideration of the Civic Center policy to be
discussed at the next Workshop Session.
Request submitted from Bennie L. and Faye O. Henderson for a.90-day extension for
condemned property at 421 East 9th Street, Group 78, Report 84-1125.
On recommendation of the City Manager and the Zoning Inspector, Commissioner Farr
moved to authorize same. Seconded by Commissioner Thomas and carried.
Request submitted from Mrs. Lorene F. Fossitt, representative of the Seminole
Junior Footbal Team (of the Seminole Youth Sports Association [SYSA]), to use a portion of
Fort Mellon Park for a yard/bake sale on Saturday, November 16, 1985 from 7:00 A.M. to 3:00
P.M.
On recommendation of the City Manager and Director of Recreation and Parks,
Commissioner Farr moved to deny the request for use of Fort Mellon Park, and authorized the
use of Centinnial Park. Seconded by Commissioner Thomas and carried.
The City Manager submitted a letter from Dr. Thomas L. Largen requesting a waiver
to construct a ground sign in front of his office complex at 819 East First Street, in a
RMOI District. The Commission had no objections.
The Commission next considered a Traffic Signal Maintenance Agreement for
installation of traffic signal at U. S. Highway 17 & 92 and Americana Boulevard. Under this
agreement the Department of Transporation turns over maintenance and operation of the signal
to the City, and advises that this agreement and resolution will in the future eliminate the
need for individual maintenance agreements for each new signal to be installed by D.O.T.
Commissioner Mercer. moved to approve the execution of same. Seconded by
Commissioner Farr and carried.
On motion of Commissioner Mercer, seconded by Commissioner Fart and carried,
Resolution No. 1428 was adopted by the Commission. Said Resolution being in words and
figures as follows:

A RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
AUTHORIZING THE EXECUTION OF A TRAFFIC SIGNAL
MAINTENANCE AGREEMENT BETWEEN THE STATE OF
FLORIDA DEPARTMENT OF TRANSPORTATION AND THE
CITY OF SANFORD.
WHEREAS, the City of Sanford, Florida deems it in the public
interest to provide for the maintenance and operation of certain
traffic signals along the State Highway System within Sanford, and
to enter into the attached agreement with the State of Florida
Department of Transportation.

of North Brevard Environmental Action Committees, requesting support of the bottle bill.
On motion of Commissioner Mercer, seconded by Commissioner Farr and carried,
Resolution No. 1429 was adopted by the Commission. Said Resolution being in words and
figures as follows:
RESOLUTION NO. 1429
A RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
URGING THE STATE LEGISLATURE TO PASS BEVERAGE
CONTAINER DEPOSIT LEGISLATION.
WHEREAS, the City of Sanford, Florida, actively supports
policies which promote and protect the well-being of its citizens
including specifically such areas as beautification, safety,
sanitatin, conservation of energy, salvaging valuable resources, and
providing monetary savings where possible; and
WHEREAS, -the citizens of the City of Sanford, Florida,
believe that throwaway beverage containers are unsightly,
unnecessarily hazardous, grossly wasteful of energy, materials and
money, and contribute nothing to quality of living in the community;
and
WHEREAS, beverage container legislation will be introduced
in the 1984 legislative session in Florida which is comparable to
the container legislation passed and enjoyed by Oregon, Vermont,
Maine, Michigna, Iowa, Connecticut, Delaware, Massachusetts and New
York which requires beverage container deposits and discourages

unwanted throwaways; and
WHEREAS, studies and experience with the new
container deposit legislation procedures show that more

Notice is hereby given that a Public Hearing will be held in
the Commission Room at the City Hall in the City of Sanford,
Florida, at 7:00 o'clock P. M. on November 11, 1985, to consider
the adoption of an ordinance by the City of Sanford, Florida,
title of which is as follows:

AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
CLOSING, VACATING, AND ABANDONING A PORTION
OF DEPOT AVENUE LYING BETWEEN WYLLY AVENUE
AND VACATED LEMON STREET AND ABUTTING THE
WESTERLY RIGHT-OF-WAY LINE OF SEABOARD COAST-
LINE RAILROAD RIGHT-OF-WAY, RESERVING A
UTILITY EASEMENT; PROVIDING FOR SEVERABILITY,

A copy shall be available at the Office of the City Clerk
for all persons desiring to examine the same.
Ail parties in interest and citizens shall have an
opportunity to be heard at said hearing.

final reading. After being read by title, the Chairman announced that the Commission would
hear from those persons present to speak in favor of, or in opposition to, the proposed
ordinance. No one appeared.
Commissioner Farr moved to approve the passage and adoption of Ordinance No. 1786.
Seconded by Commissioner Thomas and carried.
Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, has passed and adopted said Ordinance No. 1786, entitled:

Petition for annexation was submitted from Diane Watson, for a portion of the
property lying between Celery Avenue and the Seaboard Coastline Railroad Right-of-way and

Commissioner Mercer moved to authorize the City Attorney to prepare the proper
ordinance to annex said property. Seconded by Commissioner Thomas and carried.
Commissioner Farr abstained from the vote because the owner being his client.
The Planning and Zoning Commissioner submitted recommendations of meeting dated
November 7, 1985, as follows:

1. Recommended the final plat of Sanford Central Park, a 49 lot industrial park
located N. & E. of Upsala Road in a RI-1 zone. Owner: Sanford Central Park
2. Ask the City Commission to renegotiate signalization at Seminole Centre with
DOT as to the location of a signal at the Seminole Centre entrance versus one
at Americana Blvd.
P & Z is concerned with public safety at the main entrance way.
On recommendation of the Planning and Zoning Commission, Commissioner Farr moved
to approve final plat of Sanford Central Park and authorize the execution of same. Seconded
by Commissioner Thomas and carried.
The Commission expressed concern about the traffic at entrance to Seminole Centre

and requested information from Florida Department of Transportation regarding the criteria
controlling traffic lights in this area.
The City Manager submitted a request from Attorney William C. Hutchison, Jr.,
representing Dr. Javier H. Londono, requesting a waiver of the barbed wire fence regulations
for property lying south of Sanora and east of Sanora South.
On recommendation of the City Manager, Commissioner Farr moved to deny the
request and to authorize Commissioner Mercer to meet with Mr. Hutchison to discuss
alternatives. Seconded by Commissioner Thomas and carried.
On recommendation of the Sanford Airport Authority, Commissioner Farr moved to re-
appoint John Y. Mercer and James A. DeGanahl to said board for four year terms beginning
October 1, 1985. Seconded by Commissioner Thomas and carried.
The Mayor submitted letter from Congressman Les AuCoin of the House of
Respresentatives, urging the issuance of the City's version of a resolution calling upon
Americans to join together in support of the Geneva summit between President Reagan and
General Secretary Gorbachev by lighting porchlights and other lights on November 19 and 20,
1985.
On motion of Commissioner Mercer, seconded by Commissioner Farr and carried,
Resolution No. 1430 was adopted by the Commission. Said Resolution being in words and
figures as follows:
RESOLUTION NO. 1430
A RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
INVITING CITIZENS TO LIGHT PORCHLIGHTS OR
OTHER LIGHTS FROM DUSK TO DAWN ON NOVEMBER 19
AND 20, 1985.
WHEREAS, the United States and the Soviet Union: among ~all
nations lead in the development and accumulation of weapons with the
ability to devastate and possibly end human life on Earth; and
WHEREAS, the increased speed and accuracy of nuclear
weapons on both sides greatly increase the danger that nuclear war
will occur; and
WHEREAS, scientific evidence suggests that the detonation
of even a small number of nuclear weapons already in existence would
result in dramatic climatic changes which likely would end human life;
and
WHEREAS, President of the United States Ronald Reagan and
General Secretary of the Soviet Union Mikhail Gorbachev share
responsibility for the avoidance of nuclear war, the peaceful
resolution of global conflict and the instigation of joint cooperation
projects; and
WHEREAS, leaders of the National Council of Churches of
Christ in the USA, the World Council of Churches and the United States
Catholic conference have called upon citizens everywhere to light
po~chlights and other lights on November 19 and 20, 1985, from dusk to
dawn to openly display their desire for world peace.

NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE CITY
OF SANFORD, FLORIDA:
SECTION 1: That the City invites all citizens to light porchlights or
other lights from dusk to dawn on November 19 and 20, 1985, while
President Reagan and General Secreatry Gorbachev meet in summit in
order to openly express their deepest hope that President Reagan and
General Secretary Gorbachev will heed the desire of people around the
world to work, raise children, build communities and pursue a quality
of life free from the threat of war -- by reaching an understanding on
an arms control agreement which significantly cuts nuclear stockpiles
and makes strides toward halting the arms race between the United
States and the Soviet Union.
SECTION 2: That this Resolution shall become effective
immediately upon its passage and adoption.
PASSED AND ADOPTED this llth day of November, A.D. 1985.
The Commission authorized a contribution in the amount of $500 to the Greater
Sanford Chamber of Commerce to be earmarked for a special project by the Downtown Business
Association to raise $5,000 for television advertising including renovations to the downtown
area of the city, in lieu of decorations in the downtown area this Christmas season.
Letter submitted from Jack Holt commending Officers Sargent Tom Bernosky and James
Murphy regarding their son, Tim.
Letter submitted from Charles L. Burt, University of Arkansas, commending Sergeant
Gene Pharis and son for humanitarian courtesy giving while Mr. Burt was vacationing in the
Sanford area during the summer of 1985.
Commissioner Mercer suggested the Commission review the approval of All Souls
Catholic Church permit for a fall festival in the future. Commissioner Mercer explained All
Souls Catholic Church, in the past, had community participation, but this year had retained
the commercial services of a carnival with rides, and same was held for further
consideration.
Commissioner Mercer inquired to the replacement of the 48 oak trees destroyed
during the summer of 1985 and the Mayfair pine trees struck by lightning. The Commission
authorized discussion at a future Workshop Session.
Mr. Ned Yancey reported unsafe conditions for pedistrians at Palmetto Avenue and
First Street due to vehicluar parking, u-turns, etc. The Commission authorized discussion
at the next Workshop Session.
There being no further business, the meeting was adjourned.
