111885-Workshop Session244 MINUTES City Commission, Sanford, Florida November 18, 19 85 The City Commission of the City of Sanford, Florida, met in Workshop Session at the School Board of Seminole County Student Museum and Center for the Social Studies, 301 West 7th Street, Sanford, Florida, at 4:30 o'clock P. M. on November 18, 1985. Present: Mayor-Commissioner Bettye D. Smith Commissioner John Y. Mercer Commissioner Milton E. Smith Commissioner David T. Farr Commissioner Bob Thomas City Manager Frank A. Faison City Clerk H. N. Tamm, Jr. Absent: City Attorney William L. Colbert The meeting was called to order by the Chairman. Mr. Kenneth Echols and Ms. Leslie Blaugh addressed the persons assembled and welcomed the participants to a tour of the facilities and use of the meeting room. Police Chief Harriett gave a video presentation on the parking problems in the downtown area, submitted a parking fine survey of o~her local communities, recommended adoption of an ordinance to increase fines for parking violations and use of a vehicle immobilizer for repeat offenders. The Commission authorized same to be placed on the agenda for the next regular meeting. The Director of Recreation and Parks ·submitted a proposed two-year lease for a portion of a building on East First Street in the amount of $800.00 per month. Said building to be used for ceramic classes. The Commission authorized the Recreation Director to survey use of other City structures and submit alternate ideas, and not execute the lease. The City Manager submitted a tentative schedule for activities and public hearings to obtain a CDBG grant for 1985, and outlined possible target areas as follows: 1. North of West 18th Street and West of the Middle School. 2. From 10th Street to 13th Street and between Olive Avenue and Pomegranite Avenue. 3. From 7th Street to llth Street and between Cypress Avenue and Bay Avenue. The City Manager stressed the immediate need for a survey team and consultant, who would prepare the application and guide the City to obtain the grant. The Commission authorized same to be considered at the next regular meeting. The Mayor announced a Special Meeting to be held at 4:30 P.M. on November 21, 1985 in the City Manager's Conference Room at the City Hall to consider proposals for a line of credit. The Commission considered complaints on the designation of the crosswalks on First Street by Touchton's Drug Store and a request from the Downtown Business Association to hang baskets of flowers on the lamppost and same were referred to staff. Request considered from Dr. Londono to put in a barbed wire fence on his property south of Sonora Boulevard and same was authorized to be placed on the next agenda. The Commission considered the signalization of the entrance to Wal-Mart? Seminole Centre, and to Americana Boulevard, and requested representatives from Wal-Mart Company and Florida Department of Transportation to be present at the next regular meeting to discuss same.
