121685-Workshop Session MINUTES City Commission, Sanford, Florida December 16, 267 1985 The City Commission of the City of Sanford, Florida, met in Workshop Session in the City Hall in the City of Sanford, Florida, at 4:30 o'clock P. M. on December 16, 1985. Present: Mayor-Commissioner Bettye D. Smith Commissioner John Y. Mercer Commissioner Milton E. Smith Commissioner David T. Farr Commissioner Bob Thomas Acting City Attorney Thomas E. Whigham City Manager Frank A. Faison City Clerk H. N. Tamm, Jr. The meeting was called to order by the Chairman. The City Manager reported on a certificate of projected borrowings filed with the Florida League of Cities First Municipal Loan Program for financing in the total amount of $3,058,000.00 for proposed Street Paving and Resurfacing Program and Construction of a Fire Station, in the amounts of $2,558,000 and $500,000, respectively. The City Manager stated the funds were to be repaid over a 10 year period from the Local Option Gas Tax for the street program and the 2¢ Cigarette Tax for the fire station, with the loan to bear interest based on a variable percent based on the prime rate. The Director of Engineering and Planning submitted a list of streets needing resurfacing in the next year, three years and five years. The Commission authorized same to be placed on the next regular meeting agenda. The City Manager and Director of Administrative Services reported on the status of the Community Development Block Grant (CDBG) Application. Mr. James R. "Pat" Patterson, Candeub, Fleissig and Associates, appeared to reported on the proposed target area and surveys conducted. The City Manager and Director of Parks and Recreation submitted a report on replacement of dead trees and prices from four nurserys for replacement costs, along with alternative methods of planting and caring of the trees. The Commission authorized same to be placed on the next regular meeting agenda. The City Manager and Director .of Parks and Recreation reported on the policy for free use of the Sanford Civic Center.
