121685-Special Session268 MINUTES City Commission, Sanford, Florida __December 16~ 19 85 The City Commission of the City of Sanford, Florida, met in Special Session in the City Hall in the City of Sanford, Florida, at 5:30 o'clock P. M. on December 16, 1985. Present: Mayor-Commissioner Bettye D. Smith Commissioner John Y. Mercer Commissioner Milton E. Smith Commissioner David T. Farr Commissioner Bob Thomas Acting City Attorney Thomas E. Whigham City Manager Frank A. Faison City Clerk H. N. Tamm, Jr. The meeting was called to order by the Chairman. A~nin~tration/Planning 130,000. 100 The City of Sanfc~d plans to minimize displacement of persons as a result of planned CDBG funded activities in tl~ followin9 manner, occupied structures will be demolished only as a last resort in the event that r~habilitation is not econcmically feasible. Temporary relocation wi// be minimized by allowing the occupant to remain ~n site if at al/ possible. If any persons are displaced as a result of these planned activities, the City will assist such persons in the following manner: relocation benefits will be in accordance with the Uniform Act for Relocation and ~isition or tl~ ~mford Relocation Policy or whic~er is higP~r. Hickory Avenue on the West F~st 7th Street on the North Orange Avenue East 8th Street Bay Avenue on tl~ East East llth Street on the South MINUTES City Commission, Sanford, Florida December 16, 269 The Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to, the proposed program. Mr. James R. "Pat" Patterson, representative of Candeub, Fleissig and Associates, appeared to report that the City's application for CDBG funds in the amount of $650,000.00 would enable the rehabilitation of substandard homes of low and moderate income families. He further explained the procedure for the site selection for the project, the personnel requirements set forth in the program, and presented a roster for all persons present to sign. Those present were as follows: Kim Smith, Director of Administrative Services, expressed appreciation for the cooperation of Mr. Patterson, the committee and the survey team. No one appeared in opposition to the program. On motion of Commissioner Mercer, seconded by Commissioner Thomas and carried, Resolution No. 1432 was adopted by the Commission. Said Resolution being in words and figures as follows: RESOLUTION NO. 1432 A RESOLUTION OF THE CITY OF SANFORD, FLORIDAi AUTHORIZING THE MAYOR TO SUBMIT AN APPLICATION UNDER THE COMMUNITY DEVELOPMENT BLOCK GRANT HOUSING PROGRAM, AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the State of Florida Department of Community Affairs is administering a small cities Community Development Block Grant program; and WHEREAS, the City of Sanford has certain areas of distress within the community; and has designated a target area which has a concentration of low and moderate income persons and is a locally designated blighted area, and; 1985 MINUTE S City Commission, Sanford, Florida December 16, 19 85 WHEREAS, the City proposes to submit an application under the housing program in the amount of $650,000.00. NOW, THEREFORE, OF SANFORD, FLORIDA: SECTION 1: The BE IT RESOLVED BY THE PEOPLE OF THE CITY Mayor is authorized to submit said application to the State of Florida Department of Community Affairs. SECTION 2: The Resolution shall become effective and in full force and effect immediately upon its passage. PASSED AND ADOPTED this 16th day of December, A.D. 1985. On motion of Commissioner Farr, seconded by Commissioner Smith and carried, two additional members were appointed to the CDBG Advisory Committee, as follows: Ms. Katie B. Sanifer Reverend Robert Doctor Commissioner Smith moved to authorize a refund to the Sanford Housing Authority in amount up to $12,253.32, pursuant to letter dated December 30, 1982, from Donald E. Odenthal, Director, Housing Division, 4.6H, H.U.D. and Sanford Housing Authority auditors, Greene and Dycus, C.P.A., as set forth in the audits for 1981 and 1982 for improper payment of rent. Seconded by Commissioner Thomas and carried. On motion of Commissioner Smith, seconded by Commissioner Mercer and carried, discussion of an advisory board dealing with the City's growth was placed on the agenda for the next regular meeting.
