121885-Special Session MINUTES 271 City Commission, Sanford, Florida ~ 18: 19 85 The City Commission of the City of Sanford, Florida, met in Special Session in the Board of County Commissioner's Conference Room (N300) in the Seminole County Services Building at 1101 East First Street in the City of Sanford, Florida, at 4:30 o'clock P. Ken Hopper, County Administrator Larry Sellers, Director of Public Works ~ Jerry McCollum, County Engineer Tony VanDerworp, Planning Director Jim Bible, Director of Environmental Services Nikki Clayton, County Attorney Woody Price, DCA/Development Chairman Sturm announced that this was a Special Joint Meeting with the City of Sanford Commissioners to discuss items of interest to both bodies of government. Tony VanDerworp presented a Comprehensive Plan Development, including Additional Plan Elements for Conservation (Groundwater) and Capital Improvements, Plan Element Requirements, Inventory Requirements, Rule Adoption Schedule, Plan Update Schedule, and City/County Joint Planning Coordination. Mr. VanDerworp referred to Florida Statutes Section 163.3171 which explained that joint planning is possible if the municipalities agree on the boundaries, procedures for joint action, adoption procedures, and procedures for iadministration of land development regulations. Mr. VanDerworp noted that joint coordination in planning is even more important in the areas of roads, groundwater supply ~nd surface water supply. ~ Mr. VanDerworp acknowledged receipt of the City's Interim Land Use Plan and ~uggested proceeding first with determining what basic studies would have.to be met by rules and regulations and particular attention should be paid to the 9J5 Rule. Mr. Hooper reported that Staff could review the City's Interim Land Use Plan and have comments back in approximately eight weeks. Mr. VanDerworp, Mr. Hooper, and Mr. Bill Simmons, Director of Engineering and Planning, City of Sanford, agreed to meet in eight weeks to discuss more idata for inventory and analysis requirements and comments of the interim plan. Jerry McCollum appeared to discuss drainage coordination between Seminole County and the City of Sanford. Larry Sellers appeared to discuss Road an~ Traffic Planning, and presented a list of projects of a 5-Year Work Program - FY 85/86. He discussed road projects including Lake Mary Boulevard exit of Interstate 4, Lake Mary Boulevard from Markham Woods Road to U. S. Highway 17 & 92, Red Bug Lake Road from S. R. 436 to S. R. 426, and Sanford Avenue from Lake Mary Boulevard exit to Airport Boulevard. Traffic signals at intersections of Celery Avenue and Mellonville Street, Upsala Road and S. R. 46A, left turn lane going South on Mellonville Avenue at Celery Avenue were MINUTES City Commission, Sanford, Florida December 18, 272 19 85 discussed and suggestions for improvements were made. Ken Hooper commented on the Land Development Codes and will send a copy to the City, also a copy of the County's Wet Lands Ordinance. Mr. Hooper spoke of the sidewalk along 25th Street being completed by February or March, 1986 ~ .... · Mr. Hooper discussed a Hydrant. Agreement using ~mutual aid and testing agreement allowing the Fire Chiefs to work Out same, also water .system interconnect, and primary response Mayor Smith encouraged the joint meeting of the Fire Chiefs for a beginning. Commissioner Farr expressed interest to the Seminole County and Staff of their feelings of the City of Sanford inviting citizens to annex their property into the City in the areas in the southern portions of sanford, presently creating enclaves and/or pockets. Commissioner Kirchhoff stated it was the City's PrerogaEive to do so. Commissioner Glenn commended Police Chief Harriett~'f°r his inspiring speech to the Police Academy graduating class held at the Seminole Junior College.
