Bayer Police Captain Roy Tlllis met in regular session at the City M. September 25, 1950. Mayor Absent: Chief of Police R. G. Williams Meeting called to order by the Chairman. Mr. Porter Lansing, representing the Florida Wildlife Federation, next appeared before the Board and requested the City to place an advertisement in the convention issue of their publi- cation, the cost of such advertisement being $100.00 per page. Thereupon Commissioner Chase moved that the City underwrite one-half the cost of a page advertisement jointly with the Chamber ~Commerce or County. Seconded by Commissioner Btemper and carried. The City Manager next reported of commitment from Florida State Bank of loan for financing the stadium project, and of Sanford Atlantic National Bank not having acted upon the Cltyts application. Thereupon Commissioner Krider mo~ed that the contracts for constructing the stadium and furnishing and installing the field floodlights be executed by the City. Seconded by Commissioncr Dyson and carried over the dissenting vote of Commissioner Stemper. The following bids next submitted for constructing ?~O lineal feet of curb and gutter on nort~ Bummerlln Avenue: T. B. Crawley, Banford $2,146.00 Hubbard Construction Company, Orlando 1,258.00 Thereupon Commissioner Dyson moved that all bids be reJected because of being too high. ~econded by Commissioner Krider and carried. The City Manager next reported that Phillips Properties had agreed to pave Orange Avenue between 2~th and 25th Streets according to City's specifications, 24 feet in width with mixed- in-place asphalt and 5" x 18" combination curb and gutter, provided the City furnish clay for the base and pay $2,000.00 ~oward the construction cost, instead of paying for one-half of cost of curb and gutter as originally agreed upon. Thereupon Commissioner Chase moved that t~e City accept the foregoing proposal of Phillips Properties for paving Orange Avenue, and that the Manager and City Attorney work out the pro- cedure for advertising for bids. Seconded by Commissioner Stemper and carried. Commissioner Stemper next moved that the City open 2~th Street between Orange Avenue and Mellonville Avenue when necessary. Seconded by Commissioner Krider and carried. The City Manager next reported that the rental for Ship's Service Building at Airport amount to $100.00 per month, computed on square foot area basis, which is satisfactory to Florida Fashions, Inc., Thereupon Commis~oner Dyson moved the approval of rental of aforesaid building to Florida Fashion~ Inc., at $100.00 per month, and that the lease be drafted for approval. M....1950 Zoo and Legion Hut, for wnlch they propose to request assistance from State Road Department to- wards making the improvements. Thereupon Commissioner Krider moved that the City sanction the aforesaid project. Seconded by Commissioner Chase and carried. In response to request of Sanford Housing Authority that the area between main line of Atlantic Coast Line Railroad and 4th Street and Pecan Avenue and Pomegranlte Avenue be re-zoned for colored occupancy, the following recommendation was next received from the Zoning Board of Appeals: That this arearemain as zoned for single family white occupancy since it is too far removed from the colored business community on 13th Street, since it would create an additional stream of cross-town traffic with attendant hazards, since the proposal has been strenuously ob- Jected to by residents in the area and in adjacent areas, with about 40 objectors being present at the Board's meeting and a petition containing about 200 names ~aving been filed objecting, and since the proposed two colored areas would have to be connected at several additional points by street crossings of the railroad. Thereupon Commissioner Chase moved the acceptance of the recommendation of the Zoning Board of Appeals. Seconded by commissioner Stemper and carried. ~equest next received from W. P. & T. B. Ball for transfer to them of lease to J. G. Robertson covering part of the water plant property on French Avenue, and on motion of Com- missioner Chase, seconded by Commissioner Krider and carried, same was authorized, subject to approval of Mr. Robertson. Application next received from Robert Young, colored, for permit to place two additional taxi-cabs back in service that have been out of operation for the past year, and on motion of Commissioner Chase, seconded by Commissioner Stemper and carried, same was authorized. Request next received from Miss Isabella Simon for an additional 30 days extension in which to repair or demolish her condemned store building at 108 Sanf ord Avenue, and same was denied by the Commission. Ordinance No. 475, entitled: AN ORDINANCE OF ~HE CItY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 347, PASSED AND ADOPTED JANUARY 24, 1944, SAID ORDINANCE REQUIRING THE PAYMENm OF AN ANNUAL LICENSE TAX ON DOGS AND PRO- VIDING FOR ~HE DISPOSITION OF DOGS UPON WHICH A LICENSE TAX HAS NOT BEEN PAID, AND SUCH AMENDMENm REDUCING THE AMOUNT OF THE LICENSE wAX FR~ ~HE SUM OF ONE DOLLAR, AB REQUIRED IN SAID ORDINANCE, ~O ~HE SUM OF ~WENmY-FIVE CENTS. introduced and placed on its first reading at regular meeting of August 14, 195©, was next placed on its final reading. AMENDING ORDINANCE NUMBER 347, PASSED AND ADOPTED JANUARY 24, 1944, SAID ORDINANCE REQUIRING THE PAYMENT OF AN ANNUAL LICENSE ~AX ON DOGS AND PRO- VIDING FOR THE DISPOSITION OF DOGS UPON WHICH A LICENSE TAX HAS NO~ SEEN PAID, AND SUCH AMENDMEN~ REDUCING THE AMOUNT OF ~HE LICENSE ~AX FROM THE SUM OF ONE DOLLAR, AS REQUIBED IN SAID n~nv~Awn~ mn mW~ ~TT~ O~ mWENmY-MIVE CENTS. In accordance with regulations governing the holding cf Municipal Elections, and on motion of Commissioner Krlder, seconded by Commisdoner ChaBe and carried, the Mayor was next authorized to issue an election proclamation calling a Municipal General Election to be held on November ?, 195O, for the purpose of electing two City CcmmlBslonere for terms of three years each, to fill the vacancy to be created by the expiration of terms of office of Commissioners Randall Chase and John Krlder; the following being designated as officials of said election: For Clerk: Mrs. F, E, Roumillat For Inspectors: Mrs. Ralph Austin Smith, Edward F. Lane, and Floyd A. Palmer There being no further business the meeting then adjourned until S:O0 o'clock P. M.
