092880 MINUTES ~, .- September 28 at 8 P.M. 50 City Commission, Sanford, ~onaa, ................................................................. 19 H-40750 The City Commission of the Oity of Sanford, Florida, met in adjourned regular session at the City Hall in the City of 8anford, Florida, at 8:00 o'clock P. M. Present: Commissioner Andrew Carraway, Mayor " Randall Chase " F, A, ~yson " John Krider " W.H. Stamper City Attorney A. Edwin Shlnholser City Manager Clifford McKibbin, Jr., City Clerk H. N. Sayer September 28, 1950. Meeting called to order by the Chairman. Mr. Lea R. Lesher, Assistant Manager of Seminole County Chamber of Commerce, next appeared with further reference to request that their appropriation from the City be increased to $?,O00.00 for next fiscal year to help defray the cost of their proposed special advertis- ing program, which would consist of mailing a copy of Sanford Herald's Mail-away edition to approximately 150,OOO inquiries furnished by the State Advertising Commission. Thereupon after considerable discussion it was felt that the City could not be Justified in making such increase in the appropiration for advertising, and on motion duly adopted, the appropriation for Seminole County Chamber of Commerce was ordered placed at $6,000.00. Communication next read from Ozier-Weller, Inc., advising that it would be necessary to re-plat the lots under option to them in Bel Air Subdivision into larger lots and install street markers to identify the streets, in order to secure Federal Housing Administration ap- proval of their proposed housing project to be erected on said lots. Thereupon Commissioner Chase moved that an expenditure be authorized for the aforesaid purpose. Seconded by Commissioner Krider and carried. In connection with the State R(l~d Department's proposal to widen and reconstruct French Avenue during next fiscal year, Commissioner Chase next introduced Resolution No. 781, and after being read in full, moved its passage and adoption. Seconded by Commissioner Btemper and carried by the following vote of the Commission: Commissioner Carraway Aye " Chase Aye " Dyson Aye " Krider Aye " Stamper Aye Bald Resolution No. 781, entitled: A RESOLUTION RECOGNIZING THE HAZARD TO STUDENTS OF SANFORD SENIOR HIGH SCHOOL AND OTHER PEDESTRIANS CROSSING FRENCH AVENUE IN THE VICINITY OF SAID SCHOOL, RESULTING FROM THE HEAVY TRAFFIC ON SAID AVENUE AND ITS DESIGNATION AS AN ALTERNATE TRUCK ROUTE AND REQUESTING SENATOR LLOYD F. BOYLE TO REQUEST THE STATE ROAD DEPARTMENT FOR ASSISTANCE IN CON- STRUCTING AN UNDERPASS OR OVERPABB AT SAID LOCALITY; Mr. Vollie A. Williams, owner of property abutting the alley between Park and Magnolia Avenue and 2nd and 3rd Streets, next appeared with further reference to his request that the alley be re-graded and paved, and requested that funds be appropriated in next fiscal year's budget for this purpose. He stated that water from the alley flooded the back of his store build- ing during excessive rains and that it would be necessary to lower the grade and pave it in order to correct this condition. Mat~er taken under advisement, to be considered in the appropriation for new pavement in the 1950-51 budget. The Commission next proceeded to a further study of the estimated budget of revenues and expenditures for fiscal year 1950-51. Williams 300.00 " " Mrs. Mary Brewerton 100.CO " Consideration next given to the proposed summer recreation program for 195l, of which the estimated cost amount to $1,940.00. Thereupon Commissioner Chase moved that $1,650.00 be placed in the Contingent Fund appro- priation and ear-marked for the summer recreation program. Seconded by Commissioner Stemper and carried. Consideration next given to request of Seminole County Junior Chamber of Commerce that their appropriation be lncreated from $1,200.00 to $2,400.00 for next fiscal year, and after considerable discussion, Commissioner Chase moved that it be increased to $1,800.OO. Seconded by Commissioner Stemper but defested by the following vote of t~e Commission: Commissioner Carraway Nays " Chase Aye .
