100950-Regular Session148 MINUTES City Commission, Sanford, Florida,....(~C1;°bet 9, at 8...?.M. ..1950 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. October 9, 1950. Present: Commissioner Andrew Carraway, Mayor " F.A. Dyson " John Krider " W.H. ~temper City Attorney A. Edwin S~lnholser City Manager Clifford McKibbin, Jr., · City Clerk H. N. Bayer Chief of Police R. G. Williams Absent: Commissioner Randall Chase. Meeting called to order by the Ohalrman. Minutes of regular meeting of September ll, adjourned meeting of September 18, regular meeting of September 25, and adjourned meeting of September 28, 195©, approved. Monthly reports of Streets, Sanitation, Health, Water, Police, Fire, Airport and Library Departments for month of September 195©, submitted and examined. Sank statements in all accounts for month of September 195©, properly reconciled, sub- mitted and examined. On motion of Commissioner Krider, seconded by Commissioner ~yson and carried, current invoices and payrolls for month of September 1950, as evidenced by Voucher Nos. 5147 thru 5285 were next approved subject to approval of the Finance Committee. Mr. E. F. Lane, Realtor, next appeared and submitted an offer of Geo. H. Stitzer to pur- chase Lots D, 14 and 15 of Block 2, and Lot 8 of Block 5, Mayfalr, at a price of $1,6OO.OO, wnlch was $200.00 less than the sale price of $1,8OO.OO established by the City. Thereupon after considerable discussion, Commissioner Dyson moved the sale of the aforesaid lots to Mr. Stitzer at price of $1,6OO.OO, subject to deed restriction that sub- stantial commencement of construction of dwelling thereon be started within six months from date of conveyance of title, or, at a price of $1,8OO.OO without the deed restriction. Seconded by Commissioner Krider and carried. Mr. S. A. Allen, operator of Sanford Transit Lines, which were discontinued last spring next appeared and requested re-ins~atement of his Bus franchise and advised of plans to place three buses back in operation on November l, and on motion of Commissioner Krlder, seconded by Commissioner Dyson and carried, same was granted. The following bids next submitted for treatment of City Hall and Library buildings for exterminating termites: Orkin Exterminating Co. Walker Chemical Go. Treatment by fumigation Plus annual Ins. Premium Treatment by liquid chemicals Plus annual insurance premium City Hall Librar~ $1,615.OO $615.OO .OO 20.00 630.00 250.00 35.00 15.oo Thereupon after comparison of prices submitted and the process of treatment bid upon, Commissioner Dyson moved the acceptance of low bid, that of Walker Chemical Com!~ny. Seconded by Commissioner Krlder and carried. Consideration next given to completing the reconstruction of 9th Street baseball park, which was commenced during l~st fiscal year, the estimated cost being $750.00. Thereupon after considerable discussion, Commissioner Stemper moved the authorization for an expenditure for the aforesaid purposes. Seconded by Commissioner Dyson and carried. M ................ 19 50 149' Commissioner Dyson next introduced Ordinance No. 4?8, entitled: AN ORDINANCE AMENDING SUB-SECTION (f) OF SECTION 103.4 OF ORDINANCE NUMBER 465, OF THE OITY OF BANFORD, FLORIDA, PASSED AND ADOPTED THE 13th DAY OF FEBRUARY, 1950, SAID ORDINANCE ESTABLISHING A BUILDING CODE FOR THE CITY OF BANFORD, FLORIDA, SAID BUS-SECTION RELATING TO COSTS INCURRED BY THE CITY IN DEMOLITION OR REPAIR OF UNSAFE BUILDINGS, AB DEFINED IN SAID ORDINANCE, AND SAID AMENDMENT PROVIDING FOR THE MANNER OF COLLECTION OF SUCH COSTB INCURRED BY THE CITY. and same was placed on its first reading and read in full. On motion of Commissioner Krider, seconded by Commissioner Dyson and carried, the Commission next authorized and directed that H. W. Prescott, watchman at Airport, be placed on pension and paid on basis of one-half of his nighest rate of salary, effective November, and that C. D. Culberhouse be transferred from the Street Department to the Airport to replace Mr. Prescott. Mr. Prescott having been in the employ of the Oity for past fifteen years and become disabled because of ill health. The Commission next declined an offer of W. F. Duggan of Pan American Animals Exhibits to lease the dock warehouse at rental of $75.00 per month for wintering his animals in Sanford from November l, to March l; to use the deer pen in back of American Legion Hut in connection therewith; and to allow the City to exhibit several of the animals at the Zoo provided the City feed all exhibited animals. Request next received from 12 residents within vicinity of lO~h Street and Holly Avenue that a street light be installed at said intersection, and same was denied because of street lights being located at intersections of Holly Avenue and 9th and llth Streets. On motion duly adopted the City Attorney, City Manager and Commissioners were next authorized to at~end the annual convention of Florida League of Municipalities to be held in Lakeland on November 12-14, the expenses in connection therewith to be borne by the City. In connection with City's agreement to purchase certain lo~s from the County and re- sell to Sunshine Homes, Inc., of Phillips Properties, Commissioner Klrder next in~oduced Resolution No. 784, and after same was read in full, moved its passage and adoption. Seconded by Commissioner Dyson and carried by the following vote of the Commission: Commissioner Carraway Aye " Dyson Aye " Krlder Aye " Btemper Aye said Resolution No. 784 being entitled: A RESOLUTION OF THE CITY OF BANFORD, FLORIDA, AUTHORIZING THE SALE OF CERTAIN LOTS IN SANFO PARK TO SUNSHINE HOMES, INC., AND ASSUMING MAINTENANCE OF PORTION OF ORANGE AVENUE IN CONNECTION THEREWITH. WHEREAS, SUNSHINE HO~EB, INC., a corporation, with its principal office in Orlando, Florida, offered the sum of TWO THOUSAND ~IVE HUNDRED ($2,500.00) DOLLARS for the following described lots in the City of Sanford, Florida, owned by said City, Lots 1 ~o 22, inclusive, and Lots 26 28, 30, 3a, 34, 36, 3~, 40, 4Z, 44, ~6, 48, 50, 52, 54, 56, 58, 60 and 62, all in SANFO PARK according to plat thereof recorded in Plat Book 5, Page 62, of t~e Public Records of Seminole County, Florida. to-wit: and, + WHEREAS, it appears that said lo~s herein described are not needed for municipal purposes, and that t~e price offered for the same is fair and reasonable, and that said offer should be accepted by the City of Sanford, Florida, and WHEREAS, it appears that the property to be sold hereunder abuts on Orange Avenue 150 MINUTES City Commission, Sanford, Florida,..~}9~F ? ~} ~ ~t 195© NOW, THEREFORE, BE IT RESOLVED that the Mayor and City ~lerk be, and they are hereby authorized to execute and deliver to SUNSHINE HOMES, INC., a corporation, a deed conveying all of the property herelnabove described to said SUNSHINE HOMES, INC. upon payment of the sum of TWO THOUSAND FIVE HUNDRED ($2,500.00) DOLLARS cash. BE IT FURTHER RESOLVED t~at maintenance of the specified portion of Orange Avenue to be improved as above recited be, and the same is hereby assumed by the City. Shames tendering hie resignation as a member of t~e Board of/Truetees because of having to move to New York City, and on motion of Commissioner Stemper, seconded by Commissioner Krider and carried, same was accepted with regret. Letter next read from Colored Welfare League requesting the City to refund them the amount of $~50.00 they paid for the property described as the 8. 132 ft. of W. 1OO ft. of Block ll, Tier 16, E. R. ~rafford's Map, whicl% they conveyed to the City for colored recreation purposee and an outdoor skating rank was constructed thereon by the City. The Sanford Housing AUthority having since selected this property as part of the site for the low-rent houetng project and the City agreed to convey it to them for the sum of $1,227.00. Thereupon the Commission directed that tt~e Colored Welfare League be advised that the City will reserve the money to either apply toward acquiring another recreation site or for recreation facilities. Commissioner Dyson next introduced Ordinance No. 4?9, entitled: AN ORDINANCE REQUIRING ALL REGISTERED VOTERB OF THE CITY OF SANFORD, FLORIDA, TO RE-REGISTER BETWEEN NOVEMBER 15, 1950, AND DECEMBER $O, 1950, PRESCRIBING, THE QUALIFICATIONS OF SUCH VOTERS FOR RE-REGISTRATION, pROVIDING FOR NOTICE OF THE RE-REGISTRATION H~EBY REQUIRED AND FURTH~ PROVIDING THE MANNER IN WHICH SUCH RE-REGISTEATION SHALL BE CONDUCTED. and same was placed on its first reading and read in full. On motion of Commtssion~r Dyson, seconded by Commissioner Stemper and carried, the City Attorney and Commissioner Krider were next suthorized to prepare a new lease agreement with National Exhibition Company (New York Giants) covering the new baseball park and the facilities under the existing lease.
