Williams in regular session at November 13, 1950. Mayor the City Clerk H. N. Sayer Meeting called to order by the Chairman. Monthly reports of Streets,. Sanitation, Health, Water, Police, Fire, Airport and Library Departments for month of October 1950, submitted and examined. Financial statement and statement of revenues and expenditures for month of October 1950, submitted and examined. Bank statements in al]. accounts for month of October 1950, properly reconciled, sub- mitred and examined. On motion of Commissioner krider, seconded by Commissioner Dyson and carried, current invoices and payrolls for month of October 1950, as evidenced by Voucher Nos. 5285 thru 5426, were next approved subject to approval of Finance Committee. Mr. Paul Chesterson, owner of Lots 22,23,32 and W.%6 ft of Lot 33 of Block l, Highland Park, comprising all the property abutting on that portion of a paved circle with radius of 75 ft of Editha Street, next appeared and requested that the circle portion of said street be vacated and abandoned in order that Lots 22 and 23 can be used for building purposes. He offered to re-plat the aforesaid lots so ali of them will have a frontage on Editha Street after the circle portion is closed and vacated. Thereupon after careful study of the plat of the aforesaid property, Commissioner Dyson moved that the necessary ordinance be prepared vacating and abandoning the circle portion of Editha Street. Seconded by Commissioner Krider and carried. Consideration next given to the matter of treating the Municipal ~ster Supply with Sodium Fluoride for the prevention of dental decay, of which the cost of installing fluorida- tion equipment is estimated st $1,500.00, and the cost of applying sodium fluoride amount to appro×imately .12~ per capita per year. A proposal was then submitted from Chas. A. Black Laboratories, Gainesville, offering to ma~e an analysis of the water and design and prepare the plans and specifications for fluoridation equipment, for approval by the State Board of Health, at a fee of $300.00. Thereupon after considerable discussion, and on advice that the local Dental Associ- ation will approve and end)rse the fluoridation of the water supply, Commissioner Stamper moved that Chas. A. Black Laboratories be employed to design and orepare the necessary plans and specifications for fluoridation eou~pment at a fee of $~00.00. Seconded by Commissioner Krlder and carried. On motion of Commissioner Stamper, seconded by Commissioner Chase and carried, the City Manager was next authorized to a8vertise for bids to furnish the fluoridation equipment, upon receipt of the plans and specifications from Black's Laboratories and the approval of State Board of Health. Mrs Fred E. Cooper next appeared and requested the City to close and vacate the dead- end alley extending from Magnolia Avenue one-half block west between 17th and 18th Streets, MINUTES City Commission, Sanford, Florida, November 1.3 at 8 I~...M. .19 50 The proposed new Lease Agreement with National Exhibition Company (New York Giants), cover- lng properties and facilities nov; under lease to them, next submitted for consideration. Thereupon Commissioner Dyson moved its approval and that the Mayor and Clerk be authorized to execute same on behalf of the City. Seconded by Commis~ioner Stamper and. carried. Commiseloner Krider not voting. Tr~e proposed Agreement for Lease with National Exhibition Company covering the Municipal Memorial Stadium now under construction, was next submitted for consideration. Thereupon after considerable discussion and on motion of Commissioner Dyson, seconded by Commissioner Stemper and carried, same was approved subject to satisfactory negotiations for maintenance of the property. Commissioner Krider not voting. The City Manager next reported that no bids were received in response to the advertisment for bide for constructing two concrete shuffleboard courts, and on motion of Commissioner Dyson, seconded by Commissioner Stamper and carried, the Manager was authorized to call for bids for construction of the courts. Further request next received from R. D. Priest for installation of a street light at inter- section of Sanford Avenue and 26th St., and on motion of Commissioner Krider, seconded by Com- missioner Stamper and carried, same was authorized. The reques~ that steps be taken to reduce traffic accidents at intersection of 15th Street and Elm Avenue was next taken under advisement. Request next received for installation of street light at intersection of 7th Street and Jessamine Avenue, and on motion of Commissioner Stamper, seconded by Commissioner Chase and carried, action was deferred until development of the low-rent housing project in that area. The City Manager next reported that he had contacted all of the owners of the property abutting on north Summerlin Avenue relative to paying two-thirds of the cost of paving that portion of said street, and that all of them had agreed to pay their pro rata of such cost except S. W. Roberts, owner of 137 ft. frontage, who does not want to pay any of the cost now, nor have it assessed against his property with the privilege of paying later in in- stallments. Thereupon after considerable discussion, Commissioner Chase moved that said street paving be tabled for further consideration. Seconded by Commissioner Stemper and carried over the dissenting vote of Commissioner Dyson. In response to the request for one-hour parking on west side of Park Avenue from Com- mercial Street north to Fulton Street, and on recommendation of Chief of Police Williams, Commissioner Krider next moved that parking meters be installed at said locations and that an investigation be made relative to instal]~ing parking meters on east side of Park Avenue in same block. Seconded by Commissioner Stamper and carried. Request next received from Presbyterian Church to borrow chairs from the airport that were formerly used in Yacht Club Building, and on motion of Commissioner Stamper, seconded by Com:uissioner Chase and carried, same was authorized. The City Manager next reported that the At]antic Coast Line Railroad Co~any had agreed to lower the culvert under their new main line right-of-way near the municipal cemetery, and by constructing a ditch and installing approximately 100 ft. of storm sewer with catch basin, the City could drain the low section in the cemetery, and on motion of Commissioner Dyson, MINUTES City Commission, Sanford, Flofida,._N..9.~(~..m..ber...~:.~....~.~;. .~....~.t.l~..t ........... 19 50 Request next received from Mayfair Inn for permit to move their Neon Sign from northeast corner of Park Avenue and Seminole Boulevard, to the southeast corner, and on motion of Com- missioner Chase, seconded by Commissioner Stemper and carried, same was referred to the City Manager and Chief of Police for investigation as to Traffic hazard, and recommendations to the Commission. Commissioner Dyson next introduced Ordinance No. 480, entitled: AN ORDINANCE AMENDING SECTION 123 AND 138 OR ORDINANCE NUMBER 133 OF THE CITY OF SANFORD, FLORIDA, PASSED AND ADOPTED JULY 28, 1926, SAID ORDINANCE ESTABLISHING A PLUMBING CODE FOR THE CITY OF SANFORD, FLORIDA, SAID SECTION 123 RELATING TO SOIL AND WASTE STACKS AND SAID AMENDMENT MODIFYING THE REQUIREMENTS AS TO SUCH STACKS IN CERTAIN INSTANCES AND SAID SECTION 138 RELATING TO BRANCH AND INDIVIDUAL VENTS AND SAID AMENDMENT MODIFYING THE REQUIREMENTS OF SAID SECTION AS TO SUCH VENTS. and same was placed on iZs first reading and read in full. Thereupon Commissioner Dyson moved the waiver of the requirements of the second reading of ssi8 Ordinance No. 480, and that same be olace8 on its final passage and adoption. Seconded by CommisSioner Krider. Thereupon the question recurred uoon the waiver of the second reading. The roll was called and the vote stands as follows: Commissioner Carraway Aye " Chase Aye " Dyson Aye " Krider Aye " Stemper Aye Thereupon the Chairman announced Zhat the City Commission of the City of Sanford, Florida, by unanimous vote had Gassed and adopted said Ordinance No. 480, entitled: /~N ORDINANCE AMENDING SECTIONS 123 AND 138 OF ORDINANCE NUMBER 133 OF THE CITY OF SANFORD, FLORIDA, PASSED AND ADOPTED JULY 28~ 1926, SAID ORDINANCE ESTABLISHING A PLUMBING CODE FOR THE CITY OF SANFORD, FLORIDA, SAID SECTION 12~ RELATING TO SOIL AND WASTE STACKS ~ND SA~AMENDMENT MODIFYING THE REQUIREmeNTS AS TO SUCH STACKS IN CERTAIN INSTANCES AMD SAID SECTION 138 REI,ATING TO BRANCH AND INDIVIDUAL VENTS AND SAID AMENDMENT MODIFYING THE REQUIREMENTS OF SAID SECTION AS TO SUCH VENTS. On motion of Commissioner Stemper, seconded by Comnlaslonem Chase and carried, the Commission next authorized the refund of 1950-51 Occupational License Tax in amount of $30.00 paid by J. P. Wilson on October 13, 1950, Zo engage in business of retail grocery store. Said license refunded because Mr. to physical eOndition of his wife. Wilson was unable to engage in such business due On motion of Commissioner Stemper, seconded by Commissioner Krider and carried, the Commission next authorized cancellation of one-half of the 1950 Personal Tax in amount of $59.16 assessed against St. Johns Electric Company, upon payment of balance of taxes. The St. Johns Electric Comoany having gone out of business in June Of 1950 and all orooerty dis- posed of. There being no further business the meeting then adjourned until 8:00 o'clock P.M.
