The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on September 23, 1963.

The meeting was called to order by the Chairman.
The first order of business being the consideration of application submitted by
G. W. Simmons for license to operate a taxicab.
C. W. Elrod, owner of the Sanford Transit Company, next appeared and requested the
Commission to withhold action on the application until his attorney, M. N. Cleveland, Jr.,
returned from the special session of legislature in Tallahassee.
After discussion, Commissioner Baker moved to table action until the next regular
meeting. Seconded by Commissioner Wilson and carried.~
R~quest next submitted by Touchton Drug Company for a loading space on Magnolia
Avenue for customers to pick up prescriptions, and after consideration, Commissioner ~pps
moved to approve the request with an annual rental fee of $90.00. Seconded by Commissioner
Wilson and carried over the dissenting votes of Commissioner Raborn and Commissioner Baker.
Letter next submitted by the City Manager from the General Services Administration
of the U. S. Government inquiring if the City would be interested in purchasing fifty-five
feet of vacant property abutting the old post office site on the west, and after discussion,
Commissioner Raborn moved to authorize the City Manager to submit an offer of $6,000.00 for
said property. Seconded by CommisSioner Baker ~ud carried.
Consideration next Eiven to the installation of parking meters at the southwest
corner of Park Avenue and Second Street, and after discussion Commissioner Raborn moved to
install 2 meters on the Park Avenue side and i meter on Second Street, with an additional
space reserved for loading, and further to install curb and gutter and level sidewalks at the
aforesaid locations and also at the southwest corner of Park Avenue and Commercial Street,
and providing an entrance to the parking at rear of St. John Realty Building. Seconded by
Commissioner Baker and carried over the dissenting votes of Commissioner Wilson and
Commissioner Crapps.
Commissioner CrappS moved to table the aforesaid action until after a meeting with
the Downtown Merchants Association. Seconded by Commissioner Wilson, and same failed to
carry over the dissenting votes of Commissioner Baker, Commissioner Raborn and Commissioner
McDonald.
The City Manager next submitted a request from the Seminole County School Board for
the City to take over operation of the sewer lift station at the location of the Seminole
High School.
After consideration, Commissioner Raborn moved to approve the request, contingent
on the condition of the lift station being brought up to the specifications of the City
Manager and Engineer, and provided that the City receives an easement for the operation of
said lift station with an easement of ingress and egress to the location. Seconded by
Commissioner Crapps and carri~ed.
Consideration next given to the use of the Municipal Stadium by the various schools

for athletic activities and the expense of oDeration for same and the cost of the conversion
from baseball to football use, and on motion of Commissioner Baker, seconded by Commissioner
Crapps and carried, same was tabled.
Commissioner Baker next moved to hold a meeting as soon as possible with the School
Board and School Officials pertaining to the use of Municipal Stadium and costs for same.
Seconded by Commissioner Crapps and carried.
Letter next submitted from Mrs. Gladys E. Olliff pertaining to Condemnation Report
No. 63-85 covering Lots 6, 7, 8, 9 and 10, Block 2, Tier 7, Trafford's, and requesting an
extension of the Condemnation Time which is to expire January l, 1964, and same was taken
under advisement.
Recommendation next submitted from the Zoning and Planning Commissionto zone as
C-1 (Neighborhood Commercial) District that area in Druid Park Amended plat lying south of
Twenty-seventh Street which was annexed by Ordinance No. 807, and on motion of Commissioner
Baker, seconded by Commissioner Wilson and carried, a public hearing was authorized to be
held on October 14, 1963, to consider same.
Attorney S. J. Davis, Jr., next appeared and stated that due to the crowded condi-
tions at the present Library and the need to expand the present volume that alternative
action should be considered as follows:
1. Expand the present site
2. Move to another area
3. Utilize the old Post Office Building

Said Resolution No. 982 being in words and figures as follows:
A RESOLUTION OF THE CITY OF SANFORD,
FLORIDA, APPROPRIATING UNEXPENDED CASH
SURPLUS ON HAND AT THE END OF THE FISCAL
YEAR 1962-1963 TO THE DEPARTMENT OF GENERAL
GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR
1963-1965 FOR USE FOR THE ORDINANRY PURPOSES
IN OPERATING EXPENSES OF SAID CITY.
WHEREAS,.the City Commission of the City of sanford, Florida, deems it necessary,
expedient, and for the best interest of said City that any unexpended cash surplus as of
September 30, 1965, of the operating revenues of said City for the fiscal year 1962-1963,
be appropriated for the ordinary purposes and operating expenses of said City in the budget
for the fiscal year 1963-196#.
NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
Florida, that any unexpended cash surplus as of September 30, 1963, of operating revenues of
said City for the fiscal year 1962-1963, be and the same is hereby appropriated to the
Department of General Government of said City for the ordinary purposes and operating e~nses
of said City for the fiscal year 1965-196~, and said cash surplus shall be incorporated in
the budget of reVenues and expenditures of said City for said fiscal year 1963-1965 for the
ordinary purposes and operating expenses of said City.
BE IT FURTHER RESOLVED that this Resolution shall become effective as of the first
day of October, A. D. 1963.

ADOPTING A BUDGET OF REVES~ES AND
EXPENDITURES FOR THE CITY OF SA~ORD,
FLORIDA, FOR THE FISCAL YEAR BEGINNING
OCTOBER l, 1963, AND ENDING SEPTEMBER
30, 196~.
WHEREAS, in accordance with Section 62 of the Charter of the City of S~uford,
Florida, the City Manager of the City of Sanford, Florida, has made and submitted to the
City Commission of the City of Sanford, Florida, an estimate for budget of revenues and
expenditures of the City of Sanford, Florida, for the fiscal year beginning Octobe~ l, 1963,
and ending September 30, 1964, such estimate or budget having beenmade with particular
application to the various departments of the City, a true copy of which is hereto attached
and by reference made a part of this Resolution, and
WHEREAS, each and every item contained and set forth in said budget prepared by the
City Manager has been carefully considered by this Commission,
NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
Florida, that said budget as prepared and submitted by the City Manager to the City Com-
mission be, and the same is hereby adopted as the budget of the City of Sanford, Florida~ for
the fiscal year beginning 0ctober'l, 1963 and ending September 30, 196~.
BE IT FURTHER RESOLVED that upon collection of any revenues of said City, the City
Clerk shall allocate from each dollar collected and received, the several amount~ to the
respective funds for purposes for which the same are hereby authorized and appropriated..
BE IT FURTHER RESOLVED that this Resolution shall become effective as of the first
day of October, A. D. 1963.

On motion of Commissioner Baker, seconded by Commissioner Crapps and carried,
minutes of regular meetings of August 26 and September 9, and special meeting of
September 16, 1963, were next approved.
Letter next'submitted from J. P. Daniels, owner of Lots 9 .and 20, Cottage Hill
Subdivision, objecting to the proposed closing of an alley abutting said lots, and same was
taken under advisement.
On motion of Commissioner Wilson, seconded by Commissioner Crapps and carried, the
City Attorney and City Clerk were next authorized access to Safe Deposit Box 177 at the
Sanford Atlantic National Bank.
