City Commission, Sanford, Florida,
The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on October 14, 1963.

The meeting was called to order by the Chairman.
The Chairman announced that the first order of business was a Public Hearing to
consider changes and amendments to the :Zoning Ordinance as proposed and described in the
following legal notice published in the Sanford Herald on September 18, 1965:
NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the Commission Room
in the City Hall in the City of Sonford, Florida, at 8:00 o'clock P. M., October 14, 1963,
to consider the following changes and amendments to the Zoning Ordinance of the City of
Sanford, Florida.
Article III; Section 2, Paragraph (2) in R-lA One Family Dwelling
Districgs Conditional Useslmay be granted as follows:
(~) Public Schools, nursery schools and kindergartens
is propOsed to be amended to include Tennis and
Swimming Tutoring.
All parties in interest and citizens shall have an opportunity to be heard at
said hearing.

The Chairman then announced that the Commission would be glad to hear from anyone
in favor of or against the amendment as advertised in the foregoing notice.
Mrs. T. A. Stiles, 809 East Twentieth Street, next appeared to object to the
proposed amendment.
The Chairman then announced that the petitioner had withdrawn the request and no
action was taken by the Commission.
The Chairman announced that the next order of business was a Public Hearing to
consider the rezoning of~the property as proposed and described in the following legal notice
published in the Sanford.Herald on September 27, 1965:

easterly 250 feet of said Lots l, 2, 3 and # and excepting also the follow-
ing described parcel of land, to-wit: From the norhtwesterly corner of Lot 3
of the amended plat of Druid Park as per map recorded in Map Book 7, pages
5 and 6, run thence south 30 degrees 16 minutes west along the easterly
right of way line of State Road 15 a distance of 29.52 feet to the point of
beginning; run thence north 88 degrees 8 minutes east parallel with and 25
feet south of the north line of said Lot 3 a distance of lg0.7 feet to a
point 588 feet west of the east line of said Lot 3; run thence south i degree

objections registered and after discussion, Commissioner Baker moved that the property be
rezoned as advertised and to authorize the City Attorney to prepare an ordinance pertaining
to same. Seconded by Commissioner Crapps and carried.

zoned as advertised and to authorize the City Attorney to prepare an ordinance pertaining to
same. Seconded by Commissioner Ba~er and carried.
The Chairman of the Junior Chamber of Commerce Library Committee next appeared and
presented the Commission with a Resolution requesting relocating the public library in the
old post office building on East First Street.
Mrs. William Gramkow, Sr., President of the Woman's Club, next appeared and pre-
sented a letter from their club with signatures requesting relocating the public library in
the old post office building on East First Street.
Jim Lee, a member of Board of Directors of the Sanford Lion's Club, ne~ appeared
to state that his club endorsed the Resolution of the Junior Chamber of Commerce.
After further consideration, Commissioner Crapps moved to authorize the City
Manager to prepare detailed cost to utilize the old post office for a library and to report
at the next meeting. Seconded by Commissioner Raborn and carried over the dissenting vote
of Commissioner Baker.
Request next submitted by Rex Liquor Store for transfer of license for sale of
alcoholic beverages from llO-112 West First Street to 2701-A Orlando Drive, and on the
recommendation of Chief of Police and on motion of Commissioner Crapps, seconded by
Commissioner Baker and carried~ same was approved.
Dr. Jesse C. Dietz, J. G. Clark and Cal Conklin of Clark, Dietz, Painter and
Associates, Engineers, next appeared and presented plans for the proposed water improvements
and estimated costs as follows:
(a) Wells at Golf Course $ 40,800.00
(b) Booster station at old well field site 148,000.00
(c) Transmission Lines 332,700.00

After consideration, and on motion of Commissioner Baker, seconded by Commissioner Crapps
and carried, the Commission next authorized the engineers to present the above plans to the
State Board of Health for their approval and further authorized the preparation of bid
documents for advertising.
Mack N. Cleveland, Jr., Attorney representing a group of local business men, next
appeared and requested a 30 year lease on bandshell property for a proposed marina.
After discussion Commissioner Crapps moved to authorize the City Manager and the City
Attorney to meet with the group and discuss a plan to be presented to the Commission at the
next meeting. Seconded by Commissioner Raborn and carried.
Mack N. Cleveland, Jr., Attorney representing Charles W. Elrod, President of Sanford
Transit Company, appeared and requested the Commission to defer final action on the request
of G. W. Simmons for a license to operate a taxicab from the Greyhound Bus Terminal and same
was taken under advisement.

Orlando
John Fitzpatrick, officer of the FGH Investment Company, next appeared to request
the transfer of a license for the sale of alcoholic beverages for consumption on premises
from Firs. Ruby Ginder, d/b/a Fi & R Drive In, 2603 Orlando Drive. After consideration of the
other principals of the corporation, Commissioner Raborn moved to table approval of the
reques~ until completion of investigation by the Chief of Police. Seconded by Commissioner
Baker and carried.
The next item of business was the further discussion of the Public Hearing held
on September 9, 1963, to consider a request to vacate, close~ and abandon a l# foot alley
running from Washington Street south 129 feet, thence west to Glenway Drive, and on motion
· of Commissioner Raborn, seconded by Commissioner Baker and carried~ the request was denied.
Request next submitted for waiver of occupational license fee for Sanford Naval
Academy, and after consideration and on motion of Commissioner Baker, seconded by Commissioner
Rabo~n and carried, the request was denied.
Request next submitted from Bill Lee d/b/a Tri-Me Grocery for license for sale
of beer and wine, for consumption off premises at ll03 West 13th Street, and after discussion
and recommendation of Chief of Police, Commissioner Crapps moved on approval of same.
Seconded by CommisSioner Baker and carried.
Request next submitted by Goldsboro Elementary P. T~, A. for larger street lights
and added police patrols, and after discussion, the City Manager was authorized to write a
letter explaining the light standards throughout the City and of the additional police
patrol now on duty.
Request next submitted for a street light in the 1600 block on West 13th Street,
and on motion of Commissioner Baker, seconded by Commissioner Crapps and carried, same
was approved.
Request next submitted to close and vacate East Street between Cypress Avenue and
Pine Avenue, and on motion of Commissioner Baker, seconded by Commissioner Raborn and
carried, a Public Hearing was authorized to be held on November 25, 1963, to consider same.
Consideration next given to the proposed leasing, of the municipal stadium to the
School Board and the City Attorney was authorized to prepare a lease pertaining to same.
On motion of Commissioner Raborn, seconded by Commissioner Baker and carried, a
salary reclassification was authorized as follows:
Henry D. Faint from 25-D ($4,710.00 a year)
to 25-E ($4,872.00 a year)
On motion of Commissioner Baker, seconded by Commissioner Crapps and carried,
minutes 0f regular meeting of September 23, 1963, were next approved.
On motion of Commissioner Baker, seconded by Commissioner Crapps and carried,
current invoices and payrolls were next approved as evidenced by General Fund Florida State
Bank Vouchers Nos. 6334 through 6557, General Fund Sanford Atlantic National Bank Vouchers
Nos. 8554 through 8657, Water and Sewer Revenue Sanford Atlantic National Bank Vouchers
Nos. 700 through 719, and Construction Fund of 1962 Florida State Bank Vouchers Nos. 164.
Request next submitted by Mrs. Laura Dasinger, 635 West 25th Street, for the City
to participate with the County to the extent of furnishing the material for $25.00 and the
County to furnish the labor to repair her driveway removed during the reconstruction of
West 25th Street, and after consideration, Commissioner Baker moved on the approval of the
request and to authorize a transfer of $25.00 to Seminole County for same. Seconded by
Commissioner Crapps and carried.

Request next submitted from the Sanford Male Chorus for use of the Civic Center
for a performance at which admission would be charged, and on motion of Commissioner Baker,
seconded by Commissioner Raborn and Carried, same was denied.
Consideration next given to appropriation in the Street Department Surface
Drainage Account No. #780 for culverts at 14th Street and Mulberry Avenue in the amount of
$994.00 and 18th Street between Oleander and Mulberry in the amount of $818.00 and after
consideration, Commissioner Baker moved to transfer the total amount out of Street Department
Budget and add it to Contingency Account No. 8150. Same died for lack of a second.
Commissioner Raborn moved to transfer $818.00 from Street Department Surface
Drainage Account No. 4780 to Contingency Account No. 8150 and to leave $994.00 in the Street
Department Drainage Account No. 4780 for culvert at 14th Street and Mulberry. Seconded
by Commissioner Crapps and carried.
Request next submitted by Jim Jernigan, Recreation Director, for the development
of a playground area abutting Pinehurst Subdivision on Twenty-second Street and on motion
of Commissioner Baker, seconded by Commissioner Crapps and carried, a transfer of $2,137.87
was authorized from the Contingency Fund for the following:
500 pounds of Argentine Bahia
Playground Equipment
Picnic Shelter
2 carloads of clay
2 Tennis courts complete with fencing

Request next submitted by A & P Food Store for transfer of license for sale of
beer and wine for consumption off premises from 200 Magnolia Avenue to 2701-D Orlando Drive
to be effective October 23, 1963, and on motion of Commissioner Crapps, seconded by
Commissioner Baker and carried, same was approved, on the recommendation of the Chief of
Police.
Mitchie City Publishing Company next submitted, a proposed contract to recodify
the City ordinances for $~,600.00 for 100 copies, and after discussion, Commissioner Baker
moved to decline the bid. Seconded by Commissioner Raborn and carried.
Consideration next given to the recommendation of the Recreation Director to
permit Joseph H. Jasek to teach tennis lessons on Saturday afternoons and use the City's
tennis court with expense to be paid direct by students, and after discussion, same was
approved at no cost or responsibility to City.
On motion of Commissioner Baker, seconded by Commissioner Crapps and carried, the
City Manager was authorized to advertise for bids on the following:
(a) reconstruction of shuffleboard courts
(b) two police cars
(c) fire department car--standard size
(d) two pick-up truck replacements
(e) two l~ ton trucks
(f) recreation department car--compact
(g) parks tractor
After discussion, Commissioner Baker moved to increase the Police Departments
Salaries 2% across the board. Seconded by Commissioner Crapps and carried over the
dissenting vote of Commissioner Raborn.
Commissioner Raborn next introduced Resolution No, 984, and after being read in
full, moved on its passage and adoption. Seconded by Commissioner Baker and carried by
unanimous vote of the Commission. Said Resolution No. 984 being in words and figures as
follows:

A RESOLUTION OF THE CITY COMMISSION
OF THE CITY OF SA~ORD, FLORIDA
SUPPORTING SCHOOL BOND PROVISIONS
IN NOVEMBER 5, 1963, ELECTION.
WHEREAS, at the general election to be held November 5, 1963, the voters of
Seminole County will have an opportunity to consider and vote upon the issuance of bonds
of the State of Florida applicable to school construction, which said issue in part is to
be used for financing the proposed East Central Florida University, and
WHEREAS, the voters of Seminole County will also have an opportunity to consider
authority of Seminole County to issue bonds for the purpose of acquiring of sites for such
university upon further approval by the freeholders of Seminole County, and
.WHEREAS, the City Commission of the City of Sanford, Florida deems both such
considerations vital to the future economic and growth potentials of the City of Sanford
and Seminole County,
NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
Florida, that all electors of said City and Seminole County, be and they are hereby urged
to vote in the November 5, 1963, general election, and in addition thereto, to vote
favorably for the issuance of bonds by the State of Florida, and to vote favorable in
authorizing Seminole. County to issue bonds for the acquisition of college sites.

Consideration next given to the "Salute to Space Science Achievement" dinner to
be held in Orlando and after discussion, Commissioner Baker moved to authorize the Mayor
to attend with expenses paid by the City. Seconded by Commissioner Raborn and carried.
Consideration next given to the October 28, 1963, meeting and due to a majority
of the City Commissioners and the City Manager attending the Florida League of Municipality
meeting in Tampa, from October 27 through October 29, 1983, Commissioner Baker moved to
adjourn the meeting until November 4, 1963, and to appoint Finance Director as Acting City
Manager from October 27 through October 29, 1963. Seconded by Commissioner Crapps and
carried.
There being no further business the meeting adjourned.
