The City Commission of the City of Sanford, Florida, met in regular adjourned session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on November 4, 1965. Present: Gommissioner Thomas S. McDonald, Mayor " Joe B. Baker " J.H. Crapps " M.L. Raborn, Jr. A.L. Wilson City Attorney William C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Deputy Clerk Rosa M. Rotundo Police Chief R. G. Williams The meeting was called to order by the Chairman. Consideration next given to relocating the City Public Library from Fifth Street to the old post office building on First Street, and after discussion, CommissionerCrapps moved on the approval of same and to transfer $4,000.00 from Contingency Account No. 8150 to Library for renovating said building in accordance with the City Manager's estimated costs. Seconded by Commissioner Wilson and carried. The City Manager next reported that United States Government Services Administration had rejected the Commission's offer to purchase 55 feet of property west of the old post office for $6,000.00, and further that they would entertain an offer in excess of $10,000.00. AfSer discussion the City M~uager was authorized to negotiate for a more favorable price. After discussion, Commissioner Baker moved that since members of various City boards live outside the City Limits and that in consideration that all other available master electricians who live within the City Limits are now serving, therefore, to appoint C.. L. Hopkins to the Electrical BOard from November 4, 1963, to January l, 1964~ to fill the vacancy created by the resignation of Modesto Velez. Seconded by Commissioner Raborn and carried. Harold H. Kastner, a member of the Sanford Shrine Club, next 'appeared and requested the cooperation of the City Commission to bring the Bahia Temple Ceremonial Activities to Sanford on April 24 and 25, 196~, and after discussion, Commissioner Crapps moved that the City give the Sanford Shrine Club full cooperation in their effort. Seconded by Commissioner Raborn and carried. John pope of H.B~ Pope Company, Inc. next appeared on behalf of the letter written by H. B. Pope requesting a loading zone in the northernmost space on Park Avenue in front of his place of business, and after consideration, Commissioner Crapps moved on the approval of the request. Seconded by Commissioner Baker and carried, On motion of Commissioner Crapps, seconded by Commissioner Raborn and carried, a transfer of $6,902.97 was approved from Water and Sewer Revenue Fund to Water Utility Sinking Fund "Series BBond'" Account. Recommendation next submitted from K. W. McIntosh, Municipal Judge, to amend judgment and sentence of Wayne H. Duffey, Docket Case No. 68776, sentenced to pay a fine of $200.00 and $7.50 cost or 85 days, and 5 days straight time', to be amended to read a fine of $100.00 and $7.50 cost or 55 days, and 5 days straight time~ and on motion of Commissioner Wilson, seconded by Commissioner Baker and carried same was approved. Recommendation next submitted by the Zoning and Planning Commission to rezone M-1 (Light Industrial) District to C-2 (General Commercial) District, Lots 6 through ll, Block~3, Tier 6, E. R. Trafford's Map of Sanford, and after discussion Commissioner Crapps moved to authorize a Public Hearing to be held on November 25, 1963, to consider same. George Cambridge next appeared and requested another taxicab license~ and on recommendation of Chief of Police, Commissioner Crapps moved to'approve same, after inspection and upon approval of the vehicle and insurance. Seconded by Commissioner Wilson and carried. Commissioner'Raborn next introduced Ordinance No. 817, entitled:, AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 621 OF SAID CITY, AS AMENDED, SAID ORDINANCE ADOPTING A POSITION CLASSIFICATION PI~N FOR EMPLOYEES, SAID AMENDMENT PROVIDING FOR INCREASE IN WAGES OF THE POLICE DEPARTMENT THEREUNDER. and same was placed on its first reading and read in full. Commissioner Raborn then moved on the waiver of the requirement of the second reading of Ordinance No. 817, and that same be placed on its final passage and adoption. ADOPTING A POSITION CLASSIFICATION PLAN FOR EMPLOYEES ~ SAID AMENDMENT PROVIDING FOR INCREASE IN WAGES OF THE POLICE DEPARTMENT THEREUNDER. Commissioner Raborn moved to authorize the City Attorney to prepare a Resolution urging the County Commissioners to acquire a wider right-of-way for future expanded use of Grapeville Avenue as a perimeter road and further to commend the Commission for the mainten- ance and resurfacing of said road. Seconded by Commissioner Baker and carried. Recommendation next submitted by the Zoning and Planning Commission as follows: (a) No angle parking be allowed on either side of Third Street from French Avenue to Sanford Avenue (b) Study of no parallel parking on either side of Third Street (c) Particular attention to angle parking in front of Winn-Dixie (d) Angle parking on south side of First Street from Oak Avenue to Sanford Avenue be eliminated After discussion, Commissioner Raborn moved to take under advisement for further study items a, b, and d and further to authorize the Police Chief to change the Third Street parking spaces in front of Winn-Dixie Food Store from angle parking to a parallel loading zone. Seconded by Commissioner Crapps and carried. Further recommendations next submitted by the Zoning and Plan~ing Commission as follows: (a) Study of Parking on both sides of Park Drive. (b) Installing curbing on the east side of Park Drive at McReynolds MINUTES November ~ at 8 P. M. Further recommendations next submitted by the Zoning and Planning Commission as follows: (a) Install sidewalk on north side of Commercial Avenue from Park Avenue to Sanford Avenue. (b) Close to vehicle traffic Rand Avenue from~First Street to Commercial Avenue and develop same as a park or mall. After discussion, Commissioner Crapps moved to authorize the City Manager to develop extimated costs and to discuss the beautification program with abuting property owners and to urge their participation in the project. Seconded by Commissioner Raborn and carried. The Zoning and Planning Commission further recommended that consideration be given to earmarking parking meter collections for future purchasing of property for off- street parking lots, and after discussion, Commissioner Baker moved to transfer to Off Street Parking Sinking Fund Account No. 8191 the anticipated revenue budget appropriation of $22,000.00 from Capita~ Improvements Fund Account No. 8192 and to set up the same in Public Projects Fund Off Street Parking Account on monthly basis as parking meter revenue is collected. Seconded by Commissioner Raborn and carried. The Zoning and Planning~Commission further recommended that the four drive-up parking spaces that the Sanford Atlantic National Bank rents from the City on an annual basis be returned to the public for their use. After discussion, Commissioner Crapps moved to take same under advisement for study. Seconded by Commissioner Raborn and carried. Consideration next given to the proposed lease for the use of the Municipal Stadium by the School Board, and after discussion, the City Attorney was authorized to prepare a lease to be presented at the next Commission meeting. Request next submitted for two street lights in the 1700 block on West Fifteenth Street and one on Thirtieth Street west of Park Avenue, and on recommendation of the ~Chief of Police and on motion of Commissioner Wilson, seconded by Commissioner Crapps and carried, same was authorized. Request next submitted by the Atlantic Coast Line Railroad Co. to vacate a portion of an east-west alley abutting Block 6 on the North, Block 2, Tier 5, E. R. Trafford's Map of Sanford, and on motion of Commissioner Wilson, seconded by Commissioner Crapps and carried, a Public Hearing was authorized to be held on November 25, 1963, to consider same. Request next submitted by Dr. Starke for a permit to construct an off-street parking area on the street right-of-way on the ~outh side of lO11 South Sanford Avenue, and after discussion, Co~missioner Baker moved to authorize same. Seconded by Commissioner Wilson and carried. Commissioner Crapps next introduced Ordinance No. 818, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 771 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT PLACING CERTAIN TERRITORY IN C-1 (NEIGHBORHOOD COMMERCIAL) DISTRICT. ~nd same was placed on its first reading and read in full. On motion of Commissioner Raborn, seconded by Commissioner Crapps and carried, minutes of regular meeting of October 15, 1963, were next approved. N. 4,87 After discussion, and on motion of Commissioner Baker, seconded by Commissioner Crapps and carried, the Mayor and City Clerk were next authorized to execute a Quit Claim Deed to John William Epps and Joan Conway Epps, his wife, on the condition that henceforth the recipient will maintain the lands and bulkhead included in the description of property as follows: All that certain area lying between the nor~.herly right of way line of Seminole Boulevard and the waters of Lake Monroe, constituting a portion ~ of the municipal bulkhead lying northerly from and adjacent to Lots i and 2, Block 5, Second Section of Marvania, according to plat there6£ recorded in Plat Book 5, page 88, ~eminole County Public Records After discussion of complaints of dogs running loose without vaccination tags, Commissioner Raborn moved to transfer $50.00 from Contingency Account No. 8150 to ~blic Health and Sanitation Account No. 3009 to provide for a series of Notices in the newspaper informing the owners to have their dogs vaccinated or the dogs will be picked up. Seconded by Commissioner Crapps and carried. Commissioner Wilson moved to adjourn the meeting until November 6, 1963, at 12:00 o'clock.
