M. 19. 65 #89 The City CommisSion of the City of Sanford, Florida, met in ~egular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on November ll, 1963. Present: Commissioner Thomas S. McDonald, Mayor " J.B. Baker " J.H. Crapps " M.L. Raborn, Jr. " A.L. Wilson City Attorney Wm. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm~ Jr. Police Chief R. G. Williams The meeting was called to order by the Chairman. The first order of businesss was the further consideration of request submitted by George ~. Simmons for a permit to operate a taxicab, and after discussion and on motion of Commissioner Crapps, seconded by Commissioner Raborn and carried, same was approved on the recommendation of the Chief of Police. Howard Hodges, John Krider and John Burton, next appeared as spokesmen for a group of downtown businessmen, to present a community effort to encourage the establishment of a reputable cafeteria on ~eminole Boulevard in the downtown area. Mr. Krider further pointed oUt that a cafeteria had been determined as a prime need for this area. Mr. Burton stated that two sites had been selected, the area west of the Municipal Zoo and the Municipal Parking Lot east of the Court House, and further that the Parking Lot was the preferred site, On motion of Commissioner Baker, seconded by Commissioner Crapps and carried, the Commission expressed a favorable impression of the Committees' presentation and ideas and encouraged the continuance and development of further ideas and plans. Commissioner Raborn clarified that the aforesaid motion should not be misunderstood as converting the Municipal Parking Lot to business pnrposes at this time, and the effects of such a change on the downtown parking must first be established. Lee Mansfield, 2012 Grandview, next appeared and offered to purchase for $1,000.00 or to lease for $50.00 per year for 5 years, that area of City owned muck land lying east of segment block storm sewer and south of Grandview Avenue. Mr. Mansfield stated that if purchased or leased, he would clear the land and put in grass or shrubs to be used in landscaping. After discussion, the request was taken under advisement for further consideration at the next meeting. City Attorney Hutchison reported that the City had been requested to participate in the settlement of a claim for damages from an alleged injury suffered on a sidewalk, and on motion of Commissioner Baker, seconded by Commissioner Crapps and carried over the dissenting votes of Commissioner Raborn and Commissioner Wilson, the request was denied and the City Attorney was authorized to attend to the proper details. After consideration and on motion of Commissioner Baker, seconded by Commissioner Raborn and carried~ the Mayor and City Clerk were next authorized to execute a lease to the Memorial Stadium to the Seminole County School Board for the period of August 15 to December 15, annually.. The City Manager next submitted plans and estimated costs of $84#.00 for material to develop a Mall on Rand Avenue, and after discussion, was authorized to contact the abutting property owners to cooperate as follows~ 1. Paint buildings same color along the walk way. 2. Divide the parking and delivery area behind the restaurant and hotel from the walkway with a solid fence. 3. Repair overhead canopy. M. 19 65 On motion of Commissioner Baker, seconded by Commissioner Wilson and carried, the Commission adopted a schedule of street treatment with asphalt slurry seal and of street resurfacing to the extent of the current budget appropriation of $46,300.00. The City Manager next submitted the following tabulation of bids which were opened publiclY at 2:00 o'clock P. M. on November 8, 1965, for furnishing gasoline and diesel fuel, and a parks tractor in accordance with the specifications in the invitation for bids published in the Sanford Herald on October 25, 1965. O0 2,582. l0 5,214.25 After discussion Commissioner Baker moved to accept the low bid of Sinclair Oil Company for furnishing premium gasoline at a price of .2070¢ per gallon, Texaco Oil Company for furnishing regular gasoline at a price, of .1989¢ per gallon, Oities Service Oil Company for furnishing diesel at a price of .115¢ per gallon. Seconded by Commissioner Wilson and carried. Commissioner Crapps next moved to accept the low bid of International Tractor Company for furnishing a diesel tractor at a price of $2,677.75 and to authorize a transfer of $177.75 from Contingency to Parks Equipment Account No. 4126. Seconded by Commissioner Baker and carried. On motion of Commissioner Baker, seconded by Commissioner Wilson and carried, current invoices and payrolls were next approved as evidenced by General Fund Florida State Bank Vouchers Nos. 6558 through 6771, General Fund Sanford Atlantic National Bank Vouchers Nos. 8658 through 8706, Water And Sewer Revenue Sanfor& Atlantic National Bank Vouchers Nos. 720 through 730, and Construction Trust Fund of 1962 Sanford Atlantic National Bank No. 90.= Request next submitted by George Hess, III, for a 90-day extension of Condemnation Notice Number 65-61, dated April ll, 1965, and after discussion and on motion of Commissioner Crapps, seconded by Commissioner Baker and carried, same was approved. The City Manager next reported that cave-ins had developed in the sewer line south of 25th Street between Sanford Avenue and Palmetto Avenue, however, that no platted easement existed through the area, and after .discussion the City Manager was authorized MINUTES November ll at 8 P. On motion of Commissioner Baker, seconded by Commissioner Raborn and carried, a transfer of $300.00 was authorized from the Contingency Fund to account No. llg9, Mayors Fund-U~iversity Site Program.
