120263-Regular Session MINUTES City Commission, Sanford, Florida, December 2 at 8 P. M. The City Commission of the City of Sanford, Florida, met in regular adjourned session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on December 2, 1963. Present:: Commissioner Thomas S. McDonald, Mayor " Joe B. Baker " J'. H. Crapps " M.L. Raborn, Jr. " A.L. Wilson City Attorney Wm. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Deputy Clerk Rosa M. Rotundo Police Chief R. G. Williams The meeting was called to order by the Chairman. W. G. Register, representative of the 1953 graduating class of Seminole High School, appeared and requested that the proposed library at the old post office~building be named the "Cordell Memorial Library" in honor of Captain Terry Cordell, the class President for 1953, who was killed in line of duty in Viet Nam with the U. S. Army. The Chairman announced that the Commission would take the request under considera- tion for further study. The next order of business being a Public Hearing to consider vacating, closing and abandoning a portion of East Street in accordance with the following notice published in the sanford Herald on November 4, 1963. NOTICE OF PROCEEDING FOR VACATING, CLOSING AND ABANDONING A PORTION OF A STREET TO WHOM IT MAY CONCERN: You will take notice that the City Commission of the City of Sanford, Florida, at 8:00 o'clock P. M, on the 25th day of November, 1963, at the C~ty Commissioner's Room at the City Hall in the City of Sanford, Florida, will consider and determine whether or not the City will close, vacate and abandon any right of the City and the public in and to the portion of the street hereinafter described, to-wit~ That portion of East Street extending from the east right-of-way line of Cypress Avenue to the west right-of-way line of Pine Avenue. Persons interested may appear and be heard at the time and place above specidied; City Commission of the City of Sanford, Florida H. N. Tamm, Jr., City Clerk The Chairman then announced that the Commission would be glad to hear from anyone in favor of, or against closing, vacating and abandoning the street as described in.the foregoing notice. There being no objections registered, Commissioner Baker moved to close the street as advertised and to retain l~ feet along the center line as a utility easement, and to authorize the City Attorney to prepare an ordinance pertaining to the same. Seconded by Commissioner Crapps and carried. The next order of business being a Public Hearing to consider closing, vacating and abandoning a portion of an east-west alley, abutting Lot 6, Block 2, Tier 5, E. R. Trafford's Map of Sanford in accordance with the following notice published in the Sanford Herald on November 8, 1963. NOTICE OF PROCEEDING FOR VACATING, CLOSING AND ABANDONING A PORTION OF AN ALLEY. Seconded by Commissioner Raborn and carried. The next order of business being a Public Hearing to consider rezoning Lots 6 through ll, Block 2, ~ier 6, E. R. Trafford's Map of Sanford in accordance with the following notice published in the Sanford Herald on November 8, 1963. NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in th~ City of Sanford, Florida, at 8:00 o'clock P. M. on November 25, 1963, to consider the following changes and amendments to the Zoning Ordinance of the City of Sanford, Florida. The property zoned in District M-1 (Light Industrial) District, located north of Second Street and between Myrtle Avenue and Elm Avenue, is proposed to be changed to C-2 (General Commercial) District. Said property being more particularly described as Lots 6 through ll, Block 3, Tier 6, E. R. Trafford's Map of Sanford. All parties in interest and citizens shall have an opportunity to be heard at said hearing. By order of the City Commission of the City of Sanford, Florida, this &th day of November, 1963. H. N. There being no objections registered, Commissioner Baker moved to rezone the property as advertised, and to authorize the City Attorney to prepare an ordinance pertaining to the same. Seconded by Commissioner Crapps and carried. George A. Speer, Jr.,~'~next appeared, to recommend the folloWing:, (1) Tax. relief for downtown property owners. (2) Take out parking meters. (3) Diagonal parking at curb lines and additional off-street parking. and further requested the Commission to do nothing to encourage or support any shopping center outside of the City, and same was taken under advisement. Mary W. Smith appeared for Jimmie Lee Davis, owner of property covered by Certificate of Condemnation No. 63-5~, dated April ll, 1963, pertaining to 818 Pecan Avenue, and ll02, ll06, ll08, and lllO W. Ninth Street, and requested an extension of time, and MINUTES City Commission, Sanford, Florida, -~ December 2 at. 8 P. M. 19 6} after discussion, Commissioner Crapps moved to authorize a six months extension from October ll, 1963. Seconded by Commissioner Wilson and carried. James Chapman, Architect, next appeared representing a group of local businessmen to present a sketch of a proposed Marina at the City Pier and further outlined that proper financing would probably require a 25 to 30 year lease. Said construction to be built in phases as the business demanded, however, no schedule was available at this time. After discussion, the City Manager and City Attorney were authorized to meet with representatives from the group to draft a preliminary proposal. Lee M~usfield offered to purchase from the City part of Lots 123/127, Rose Court and part of Lot A, Plat of Subdivision 31-19-31 for $1,000.00, and after discussion, Commissioner Crapps moved to secure an estimated sales price provided Mr. Mansfield would pay the charges. Seconded by Commissioner Raborn and carried. Cbnsideration next given to request for a utility agreement from the State Road Department for the reconstruction on 25th Street from Mellonville Avenue to French Avenue, and after discussion, Commissioner Crapps moved to authorize the execution of an agreement to move the City owned utilities only. Seconded by Commissioner Baker and carried. Consideration next given to request submitted by the Junior Chamber of Commerce for a combined City and County animal shelter, and after discussion same was taken under advisement for further information from the Junior Chamber of Commerce as to the proposed type, scope and costs of said oDeration. Request next received from J. E. McAlexander for annexation of his property on the southwest corner of 27th Street and Sanford Avenue, and after discussion same was taken under advisement for further study. Letter next submitted from General Services Administration setting forth that the government has established the value of about $25,000.00 on the vacant property next to the old post office building, and after discussion, Commissioner Crapps moved to offer $8,011.49 for the lot in:~a sealed bid in January, 1964. Seconded by Commissioner Raborn and carried. On motion~ of Commissioner Crapps, seconded by Commissioner Wilson and carried, minutes of regular adjourned meeting of November 4, and November 6, and regular meeting of November ll, and November 25, and special meeting of November 29, 1963, were next approved. COmmissioner Baker next stated that in consideration that the Chamber of Commerce had recognized the action taken by the Commission and had shown a desire to cooperate with the City, therefore, to move to transfer $5,000.00 from Contingency Account No. 8150 to Publicity-Chamber of Commerce Account No. 8134. Seconded by Commissioner Wilson and carried. Consideration next given to the fees charged for rental of the Civic Center, and after discussion, the City Manager was authorized to work up a new rental schedule. On motion of Commissioner Crapps, seconded by Commissioner Raborn and carried, salary reclassification was authorized as follows: Haskel Bumbalough from 21-C ($79.69/week) to 21-D ($84.31/week) The City Attorney next informed the Commission that the claim of Gladys R. Flowers and CHarles N. Flowers VS City of Sanford could be settled for $100.00, and after discussion Commissioner Baker moved to authorize payment. Seconded by Commissioner Wilson and carried. Request next submitted for a transfer of $400.00 to cover additional expenses for the combined City-County election, and after discussion, Commissioner Baker moved to author- MINUTES D:ecember 2.at 8 P. M. City Commission, Sanford, Florida, Commissioner Crapps moved to refund $67.9~ charged on invoice No. 160, dated May 27, 1963, for material for installation of sidewalk on the south side of Commercial Avenue and the west side of Park Avenue, paid by F.
