The City Commission of the City of S~uford, Florida, met in regular session at
the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on December 9, 1963.

The meeting was called to Order by the Chairman.
George Andrew Speer, President of the Henry Shelton Sanford Memorial Library and
Museum Association, appeared and requested an appropriation of $100.00 per month to cover
expense to operate the library. After discussion, Commissioner Crapps moved to authorize
the transfer of $1,000.00 additional for the 1963-6~ budget from Contingency Account No. 8150
to Memorial Library Account No. 8078. Seconded by Commissioner Raborn and carried.
Lee Mansfield next appeared and stated that pursuant to action of the Commission
at last regular meeting regarding the City owned property in Subdivision 31-19-31, Dodd,
Lord & Dean, and part of Lots 123/127 Rose Court, and that he would pay for the appraisal,
but would like consideration to lease the property if the appraisal is too high, and same
was approved.
The City Manager next submitted the following tabulation of bids which were opened
publicly at 2:00 o'clock P. M. on December 6~ 1963, for furnishing-cars and truck in
accordance with the specifications in the invitation for bids Published in the Sanford
Herald on November 25, 1963.

After discussion, Commissioner Raborn moved to accept the low bid of Seminole
County Motors for furnishing two police cars for the sum of $4,850.00, and same died for
lack of a second.
W. A. Morrison, owner of Strickland Morrison, Inc., next appeared to explain
advantages of owning and operating Ford products.
Commissioner Crapps moved to table action until a full Commission could be present.
Seconded by Commissioner Wilson and carried.

Consideration next given to the Junior Chamber of Commerce request for an animal
shelter, presented at regular meeting of December 2, 1963, however, complete details were
not available, and on motion of Commissioner Raborn~ seconded by Commissioner Crapps and
carried, same was tabled.
Considerat~ion next given to the annexation of property at southwest corner of
27th Street and Sanford Avenue, and on motion of Commissioner Crapps, seconded by Commissioner
Wilson and carried~ same was tabled for further information.
City Manager neXt submitted a request for a transfer of $780.00 from Utility
Contingent Surplus Account No. 9850 to Utility Employee's Pension Account No. 9195~ and
on motion of Commissioner Crapps~ seconded by Commissioner Wilson and carried, same was
approved.
On motiOn of Commissioner Wilson, seconded by Commissioner Crapps and carried,
current invoices and payrolls were next approved as evidenced by General Fund Florida State
Bank Vouchers Nos. 6572 through 68~, General Fund Sanford Atlantic National Bank Vouchers
Nos. 8707 through 8739~ and Water and Sewer Revenue Sanford Atlantic National Bank Vouchers
Nos. 731 through 736.
Consideration next given to widening the public boat ramp at the City~bo~t basin,
and on motion of Commissioner Raborn, seconded by Commissioner Wilson and~Carried a transfer
of $364.00 was authorized from Contingency Account No. 8150 to Marina Maintenance & Supplies
Account No. ~671
City Manager next presented a proposed increase in employee's pension plan and
same was taken under advisement.
Request next submitted from Joe Gazil, d/b/a Handy Food Store, 301 French Avenue,
for a license for the sale of beer and wine for consumption off premises, and on motion of

Commissioner Crapps, seconded by Commissioner Raborn and carried over the dissenting vote
of Commissioner Wilson, same was approved. ~
Commissioner Wilson next read a letter from J. D. Cordell and Nell Cordell as
follows:

Honorable Members of the City Commission

Sanford, Florida
Gentlemen:
It is with the deepest sense of appreciation that we
acknowledge all the efforts to honor our 'son, Terry, who
gave his life in service to his country. Our attention
has been called to the fact that members'of his graduating
class at Seminole High School have suggested that you name
the new City Library Building in his honor.
We are writing this letter to say that we are humbly
proud of our ~on and we do appreciate the thought behind
this suggestion. However, we do not feel that it would be
fair to single him out above so many others who have served
their country well, also. Our grief is no greater than that
of many others, and we therefore ask that this building not
be named for him.
Please convey our feelings to those who have suggested
this honor, and again we say thanks for the interest and
concern of people all over our city. We are proud to be
a part of such a community.

Petition next submitted from downtown merchants requesting the following:
1. Sack all parking meters until January l, 1965.
2. Provide diagonal parking between First and
Third Streets on Magnolia and Palmetto Avenues.
After discussion, Commissioner Wilson moved to sack all parking meters and to
allow two hour free parking until January l, 1965, and to mark the cars for violation.
Seconded by Commissioner Crapps and carried.
There being no further business the meeting adjourned.
