122363-Regular Session MINUTES City Commission, Sanford, FlOrida, December 23 at 8 P. M The City Commission, of the City of Sanford, Florida, met in reghlar session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on December 25, 1965. Present: Commissioner T. Tamm, Jr. Deputy Clerk Rosa Rotundo Police Chief R. G. Williams The meeting was called to order by the Chairman. Consideration next given to tabulation of bids for motor vehicles presented by the City Manager at the regular meeting of December 9, 1965. After discussion, Commissioner Baker moved to accept low bid of Seminole County Motors for furnishing two Dodge pOlice cars at price of $4,850.00. Seconded by Commissioner Raborn and carried over the dissenting vote of Commissioner Wilson. After discussion, Commissioner Baker moved to accept low bid of Sanford Motor Company for furnishing two Studebaker compac~ cars at price of $5,175.00. Seconded by Commissioner Raborn and carried. After discussion, Commissioner Baker moved to accept low bid of Seminole County Motors for furnishing one Dodge sedan at price of $2,190.00. Seconded by Commissioner Raborn and carried. After discussion, Commissioner Crapps moved to accept low bid of Strickland Morrison, Inc., for furnishing one Ford pickup truck at price of $1,729.25. Seconded by Commissioner Baker and carried. Commissioner Crapps moved to accept bid of Strickland Morrison, I~c., for furnishing two Ford two ton trucks at price of $7,524.90. Seconded by Commissioner Wilson ~ud carried. Consideration next given to the Policemen's Pension Fund, Firemen's Relief & Pension Fund and the general employees' pension plan. After discussion of the pension benefits as now set forth for the general employees, Commissioner Wilson moved to authorize the City's contribution to be increased from 5% to 4%. Seconded by Commissioner Crapps and carried over the dissenting vote of Commissioner McDonald. Recommendation next submitted by the Zoning and Planning Commission to amend the Zoning Ordinance in uses permitted in a R-5 (Multiple Family) District to include Certi- fied Public Accountants office. Dr. Thomas L. Largen next appeared in favor of the amendment to the Zoning Ordinance. After discussion, Co~missioner Raborn moved to authorize a Public Hearing to be held on January 27, 196~, to consider same. Seconded by Commissioner Baker and carried. Recommendation next received from The Zoning and Planning Commission to rezone to R-5 (Multiple Family Dwelling) District from R-2 (One and Two Family Dwelling) District,/Lot ~4 (less the northerly 125 J. E. Pace's Subdivision of Block C, Mellonville. After discuSsion, Commissioner Crapps moved to authorize a Public Hearing to be held on January 27, 196~, to consider same. Seconded by Commissioner Baker and carried. Recommendation next received from the Zoning and Planning Commission to require nursing homes, convalescent homes, and homes for the aged to have certification by the state and a state license prior to obtaining City occupational license. FI. 19.65 After discussion, Commissioner Baker moved to authorize the City Attorney to prepare an Ordinance amending Section 1~-2, City Code, to include above recommendation. Seconded by Commissioner Wilson and carried. V. J. Walden next appeare~ with regards to condemnation Report No. 63-70 and re- quested an extension of 90 days from January l, 196~, and after discussion, Oommissioner Baker moved on approval oi' The request. Seconded by Commissioner Crapps and carried. The City Manager next submitted a copy of pages 4 an~ 5 of The Civic Center Rental Contract setting forth the revi~ed rates as authorized by the City Commission on December 1963, and after discussion and on motion of Commissioner Baker, seconded by Commissioner Wilson amd carried, same was approved. Letter next received pertaining to condemnation Report No. 63-81, dated August 1963 ~ covering 1607, 1609, and 1611 West 13th Street, and requesting an extension of time and after discussion, Commissioner Wilson moved to authorize a 90 day extension from January l, 1964. Seconded by Commissioner Baker and carried. Consideration next given to Condemnation Report No. 63-85, covering 420 West First Street, Lots 6, 7, 8, 9 & 10, Block 2, Tier 7, Trafford's, and after discussion and on motion of Co~missioner Baker~ seConded by Commissioner Raborn and carried, the City Manager was authorized to inform the property owner by registered mail of the expiration date of January l, 196~, for the performance as set forth under said Certificate of Condemnation, dated August 28, 1963. Commissioner Baker moved to authorize an appraisal of the improvements on the above property. Seconded by Co~missioner Raborn and carried. Request next submitted by the Sanford Shopping Center, located east of Highway 17-92 and north of Onora Road, for water and sewer utilities to he extended at present and to hold in abeyance action on annexation until after January, 1965. After discussion~ Commissioner Baker moved to notify the petitioner of the policy of the City that no utilities would be available until after the property is annexed. Seconded by Commissioner Wilson and carried. On motion of Commissioner Baker, seconded by Commissioner Crapps and carried, the Commission next authorized the purchase of one new Victor printing calculator, Model No. 79-88-54, in the amount of $561.90, and a three year maintenance in the amount of $105.60, and further authorized transfers as follows: To Account No. 1212, City Manager Office Furniture, Fixtures and Office Equipment $561.90 To Account No. 125~, City Manager Office Expense 105.60 From Account No. 5001, Engineering Salaries $667.50 Ordinance No. 821, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, CLOSING, VACATING AND ABAN- DONING THAT PORTION OF A CERTAIN EAST-WEST ALLEY LYING NORTH OF AND ABUTTING LOT ~, BLOCK 2, TIER 5, E. Seconded by Commissioner Baker and carried by the unanimous vote of the Commission. Said Resolution No. 985 being in words and figures as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD~ FLORIDA~ ESTABLISHING DEPOSITORIES FOR CITY FUNDS DURING THE YEAR'1963-196& BE IT RESOLVED BY THE CITY C6~MISSI©N OF THE CITY OF S~NFORD, FLORIDA, that THE SANFORD ATLANTIC NATIONAL BANK and FLORIDA STATE BANK OF SANFORD, be, and they are hereby declared to be depositories for City funds for the year 1963-1984~ pursuant to requirement of the City Charter. BE IT FURTHER RESOLVED that a~opy of this Resolution shall be delivered to the President of each of said institutions and that the same be spread upon the minutes of the City Commission. Baker As the City Commission of the City of Sanford~ Florida On motion of Commissioner Crapps, seconded by Commissioner Wilson and carried~ minutes of regular adjourned meeting of December 2~ and regular meeting of December 9, 1963, were next approved. Request next submitted for a transfer of license for sale of alcoholic beverages from B. Ceresoli Estate to Carolina Ceresoli at 312 Sanford Avenue~ and on motion of Commissioner Crapps, seconded by Commissioner Baker and carried, same was approved on the recommendation of the Chief of Police. The City FI~uager next submitted a request from the Seminole County School Board for an amendment in their contract with the City to convert the Municipal Stadiumback to baseball use after their football season. Said alternate being to furnish material of 6 pOles~ 32 lighting fixtures, wire and switches in amount of $1,580.50; the City to furnish the labor and equipment for said installation and to build a baseball field and seating at the recreation area at Twenty-fourth Street and Chase Avenue. After consideration~ Commissioner Baker moved to deny the request. Seconded by Commissioner Raborn and carried. Commissioner Baker moved to rea~oin~oC~Ha~rpe, r and to appoint Donald O. Young to the Electrical Board for two year terms~.eff~ctive January l~ 196~. Seconded by. Commissioner Wilson and carried. Consideration next given to error in tabulation of bids submitted on November ll, 1963~ for furnishing Premium Gasoline. Tabulation reflected low bid of Sinclair Oil Company at 20.70 cents per gallon~ however~ should have read 21.70 cents per gallon. Texaco Oil Company submitted next low bid of 21.65 cents per gallon. M. 19- 65_ Mr. Bishop, Sinclair Agent~ stated that the error had been discovered by the home office after the local office had also missed the error. After discussion, Commissioner Baker moved to accept the low bid of Texaco Oil Company in amount of 21.65 cents per gallon. Seconded by Commissioner Raborn and carried. Homer Little, 219 French Avenue, next r~quested a transfer of taxi license from George W. Simmons, and on motion of Commissioner CrapDs~ seconded by Commissioner Baker and carried, same was approved on recommendation of the Chief of Police. Petition next submitted for annexation of area at southwest corner of 27th Street and Sanford Avenue, and on motion of Commissioner Baker, seconded by Commissioner Wilson and carried over the dissenting vote of Commissioner McDonald, and with Commissioner Raborn abstaining~ the City Attorney was authorized to prepare an ordinance pertaining to same. On motion of Commissioner Crapps~ seconded by Commissioner Baker and carried, the City Attorney was authorized to prepare a resolution upon the demise of Edward F. Lane, recognizing his services to the City. Recommendation,next received from State Road Department for ~he City to remove the flashing amber beacon on French Avenue in front of Fire Station No. 2, and on motion of Commissioner Baker, seconded by Commissioner Wilson and carried~ same was authorized. Request next received to designate that area from 16th Street to 18th S~reet between Roosevelt and Tangerine Avenues as an area from which an annexation petition would be received, and after discussion~ same was tabled for further information. Letter next submitted from Miss Jeannette Laing requesting an extension of time with regards t0 condemnation Report No. 63-71~ dated August 28~ 1963~ pertaining to llO1 and ll03 West 12th Street ~ and Report No. 63-72, dated August 28 ~ 1963, pertaining to lll7 West 12th Street. ~fter discussion, Commissioner Wilson moved to authorize a ninety day extension from January l, 196~, for the aforesaid request. Seconded by Commissioner Crapps and carried. Plans next submitted from Dr. Dietz and Associates on proposed water plant, and after consideration, Commissioner Baker moved to accept the plans as'presented and to sub- mit the plans to the State Board of Health for ~pproval. Seconded by Commissioner Crapps and carried. The City Manager was authorized to notify Dr. Dietz to prepare contracts for sub- mission for bids on the proposed water improvements.
