The City Commission of the City of Sanford, Florida, met in Workshop Session in
the Henry Shelton Sanford Memorial Library and Museum at 520 East First Street, in the City
of Sanford, Florida, at 4:30 o'clock P. M. on January 20, 1986.

The meeting was called to order by the Chairman.
The City Manager reported on the proposed Interconnection Agreement with the City
of Lake Mary for an emergency water supply. The actual interconnection requires the removal
of the existing check valve and replacing it with a strainer. The cost of material is
approximately $2,500, with City crews performing the necessary work.
The Commission authorized same to be placed on the next regular meeting agenda.
The City Manager reported on the return of the Lake Mary Impact Fee Funds as
provided in the Water Purchase contract.

The City Manager reported on a modification to the Conklin, Porter and Holmes
contract, Amendment No. 7-A, regarding the sludge facility. Amendment No. 7, which is for
engineering services during construction of the sludge facility, contained a provisional
billing rate for fringe benefits and general and administrative overhead higher than that
which is being used on other projects at this time. Amendment No. 7-A would contractually
modify the specified rate.
The Commission authorized same to be placed on the next regular meeting agenda.
The City Manager submitted a Tree Planting Program developed by the Director of
Recreation and Parks, as follows:

TREE PLANTING PROGRAM - OPPORTUNITY TO HOMEOWNERS AND
BUSINESSES
The Director of Recreation and Parks has developed a tree planting
program for homeowners or businesses to have the opportunity' to
replace or add trees at bulk prices, and we are recommending it for
your approval, as follows:
Property owners register at Recreation and Parks office and pay
cost of tree plus state sales tax. Promotion of this program
seems necessary.
City of Sanford will issue a receipt to the owner. Accounting to
be approved by the Finance Director and reviewed by the Budget
Analyst.
Recreation and Parks Department will order trees from dealer and
notify dealer of addresses and locations trees are to be plan:ted..
Should be periodically...say monthly or quarterly.
Each month/quarter the dealer shall bill the City of Sanford for
the number of trees (showing addresses where planted) and City
shall remit a check for the approved amount. The annual planting
program should be established by bid proposals...

5. Cost of trees to the public shall be the same price established
by annual bid.
The Director of Recreation and Parks reported the first bid for the trees is
scheduled to be opened January 30, 1986 and the trees should be planted by May 1, 1986.
The Commission suggested the Tree Planting Program to be part of the "February
Clean Up Campaign".
Mr. Ned Yancey welcomed the City Commissioners and Staff to the Henry Shelton
Sanford Memorial Library and Museum, presented the members with a brief history of the
museum and introduced Mildred Caskey, Ruth Sweeney, Ruth Lee and Clayton Hartsoe of the
Museum's Board of Directors. Mr. Yancey expressed the museum's needs of preservation for a
building expansion program, increase of restoration program on books, and full time staffing
of at least two persons including the Curator.
The Mayor announced January 15, 1986 was the deadline for the additional pleadings
to be filed from the City of Sanford against Jeno Paulucci and Seminole County regarding the
Yankee Lake litigation. The City of Sanford filed additional pleadings. The Mayor reported
there had been a series of talks with Seminole County Chairman Bob Sturm and Mr. Jeno
Paulucci regarding the litigation of Yankee Lake. At one time during the week of January
13, 1986, there seemed to be an agreement amounG the three parties. Unfortunately, as of
this date, the negotiations have ceased. The City Attorney reported the legal process will
Go on and follow the judges orders and if an abatement will assist he would be the first to
recommend.
Dawn Thompson, Fred Stafford, Tommy Hicks and Kenneth C. Cone, District Manager of
Florida Power Corporation, appeared to discuss and support the adoption of a Florida Power
Corporation Franchise in the City of Sanford.
The Commission authorized same to be placed on the next regular meeting agenda.
Consideration of proclaiming February, 1986 as "Clean-Up Month" was discussed and
authorized to be placed on the next regular meeting agenda.
The City Manager reported on the use of 1,235 Special Free (Blue) Refuse Pick-up
cards in 1984-85 at a cost of $19,906.82.
The City Manger reported on an arrangement that is offered by the courts whereby a
person is willing to work off his penalty. The City can use this particular party to remove
trees damaged by the storms and cold weather of 1985. The estimated costs to have
approximately 40 trees removed by a tree service is $2,000. The work release program would
cost the City nothing. Mr. Faison suggested additional tree removal over the 40 trees and
pay the work release person by the hour from $1,000 to $1,500.

The City Manger submitted a review of bids for Sludge Handling Project.
