031086-Workshop Session MINUTE S 3 S 7 City Commission, Sanford, Florida March 10, 19 86 The City Commission of the City of Sanford, Florida, met in Workshop Session in the City Manager's Conference Room in the City Hall in the City of Sanford, Florida, at 4:30 o'clock P. M.' on March 10, 1986. Present: Mayor-Commissioner Bettye D. Smith Commissioner John Y. Mercer Commissioner Milton E. Smith Commissioner David T. Farr Commissioner Bob Thomas City Attorney William L. Colbert City Manager Frank A. Faison City Clerk H. N. Tamm, Jr. Also Present: John "Jack" Daniels, lessee of Mayfair Country Club Rudy Seiler, General Manager William "Red" Addison, Head Professional Mark Lesniak, Assistant Head Professional Grover Todd, Professional Advisor Brian Merena, Touring Professional Ted Daum, Greens Superintendent Bob Willis, Course Consultant The meeting was called to order by the Chairman. The Chairman announced this meeting was to discuss the Mayfair Country Club and Golf Course lease. Commissioner Mercer expressed concern in regards to the operation, beginning with the annual maintenance requirements shall include as minimum standards proper fertilization, watering, mowing and weed killing programs; shall be submitted to the City Commission on an annual basis for approval, rejection or modification; and, once an annual maintenance program is approved by the City, it shall be implemented by the Lessee within the following twelve months. Mr. Daniels' response was the annual maintenance requirements had been done and a program submitted for 1986. Commissioner Mercer reported the Lessee shall deliver to the Lessor within (30) thirty days after the payment of any taxes, assessments or other impositions, the receipts or duplicate copies thereof showing payment thereof. Mr. Daniels stated the taxes had been paid. Commissioner Mercer stated from the lease, ... relating to said premises, and relating to health and safety and shall keep and maintain said premises and buildings and every part therof and all sidewalks and areas adjoining the same in a clean, safe, secure and wholesome condition... Commissioner Mercer reported complaints regarding the restrooms being unsanitary on fairway 5 and junk heaps along fairway 12. Mr. Daniels stated the restrooms are cleaned on a daily basis. When he took over the lease, he inherited the debris which has since been completely graded out, and the void in the property will continue to be filled with trees and limbs. Commissioner Mercer referred to Paragraph 8 Removal of Buildings, ...None of the buildings hereby leased and let or replacement or replacements thereof or additional building or buildings shall be removed by the Lessee unless by reason of age the same shall become incapable or repair; in which event the Lessee may, with the written approval of Lessor, remove such building or buildings so incapable of being repaired. In the event of the removal of any building or buildings by the Lessee the Lessee may erect at its own expense in place thereof another building or buildings, in value equal to or greater than 358 MINUTES City Commission, Sanford, Florida March 10, 19 86 the building or buildings so removed... Mr. Daniels reported the buildings that had been removed were placed on the far side of the old cart shed in order to remodel the new buildings. Commissioner Mercer moved to the Five Year Improvement Program, Lessee covenants and agrees that during five years immediately succeeding the execution of this instrument Lessee will make improvements to the golf course. Mr. Daniels reported Rudy Seiler as Mayfair's General Manager, William "Red" Addison, PGA, as Golf Director and Head Professional, Mark Lesniak as Assistant Head Professional, Grover Todd, PGA, as Professional Advisor, Brian Merena as Touring Professional, Ted Daum as Greens Superintendent, Bob Willis as Course Consultant, and the Teaching Professionals were "Red" Addison, Mark Lesniak, Grover Todd and Brian Merena. Mr. Daniels explained 75 new Yamaha four-cylinder automatic gas carts had been purchased; "Red" Addison operates the Pro Shop and with Mark Lesniak were Mayfair's Starters and Rangers; and the course was rangered an average of five hours on a daily basis. The Commission reported having received numerous complaints regarding the closing of the Club House. Mr. Daniels explained the Club House had not been closed. The Club House is open Thursday, Friday, Saturday and Sunday. Mr. Daniels reported the loss of revenue of $100 a day when the Club House was open seven days a week with the employment of a cook, bartender and waitress, and no business. Therefore, the decision was made to expand the Patio Bar, and business has been better. The food and beverage hours, have been increased by 24 hours over the hours of the Club House, the seating had been increased, better menu. Commissioner Mercer reported having received complaints regarding people not being able to move in and out of the tables at the Patio Bar and the Women's Association would have to cater their own luncheons. The Mayor reported receiving complaints regarding a perception that the public was not wanted at Mayfair. Commissioner Farr reported receiving complaints regarding not being able to walk and use pull carts on the golf course. Mr. Daniels explained he had not heard of any complaints from the public about the patio bar and walking slows the play, pull carts were not allowed because it tears up the greens. Commissioner Mercer referred to the Lease "Special Programs - Golf Course", strong herbicide program and resprigging of fairways 10 thru 18; rebuilding of closed bunkers that were on original design; re-dragging and beautifying existing lakes; tree planting program to outline fairways, #10, #11, #12, #13; converting existing range into first class practice and teaching facility; and, modernize all equipment and sprinkler system. Mr. Daniels reported resprigging was done to all areas that were bad on fairways 10 through 18; remodeled bunkers at #1, #8, #9, #10, and #11, built new bunkers at #12, #14, #15 and #16, and redesigned #17 and #18; redredged lakes at #12 and #4 and put in all new irrigation to feed the lakes, and, reworked #9 to get rid of algae; (60) sixty trees 3 to 4 feet tall and one half inch in diameter were planted at #10, #11, #12 and #13 over a period MINUTES City Commission, Sanford, Florida :359 19 gfi of time; the practice range was moved from the East side to the West side, the frozen Austrialan Pines were removed, and a 8,000 square foot tee was installed for a first class teaching facility and a warm up range limited to longest use of a 5 iron. Commissioner Mercer inquired of the lease required teaching program - free clinics, free junior program, private lessons, television lessons and international golf school. Mr. Daniels reported there are free clinics every Saturday for Senior Citizens, ages 20 to 70; Mr. Addison, one of Mayfair's teaching professionals, runs a free junior program that operates through the Winter Park High School; there are free junior clinics held every summer, had free junior program last year and had four kids sign up; International golf school has been organized and have a few orientals and Canadians. Mr. Daniels explained Mayfair's Pro tournaments include the Mayfair Open, Mini Open, four Space Coast Tours, and area junior tournament. Commissioner Mercer referred to the Lease required "Auditor's Annual Certificate", Lessee shall furnish Lessor within sixty (60) days after the expiration of each lease year during the term of the lease, a complete statement of all gross revenues.., certified as accurate by a licensed, practicing Certified Public Accountant who does not hold any ownership interest in the operation of said business. Commissioner Mercer explained that statements in the past five years have not be certified. Commissioner Farr expressed the lease holder is inadequate, and the public has a bad attitude of the operations of the golf course. Commissioner Thomas expressed that Mayfair feels that pulling carts will tear up the greens, but the people of Sanford do not agree although 95% of the people prefer carts. Membership numbers have declined the last three (3) years. (b) Expanded operation of all facilities to serve both the membership and the general public. Recent decisions have curtailed the operations of the club house and services provided. In the payment of membership fees, it is our belief that such charges provide for both golf and social privileges. (c) Walking privileges, with pull carts, be reestablished during normal hours of operations, excluding special events such as tournaments. Many members and former members desire such for both pleasure and excercise. The City of Sanford, through its Chamber of Commerce, supports such activities for these reasons, by evidence of It is understood that a workshop is to be held on March 10, 1986 at which time the provisions of the current lease between the City of Sanford and the lessee, Seminole Club, Inc. are to be reviewed. This letter is being submitted for your consideration and the City Council by the undersigned officers of the Mayfair Men's and Women's Golf Associations. Based upon our opinion of the feelings made known by the general membership, the following recommendations are submitted: 360 MINUTES City Commission, Sanford, Florida March 10, 19 86_ its "Golden Age Games". It is also noted that the City of Orlando authorizes such for the members of the city owned Dubsdread Golf Course. (d) Designation of the golf course premises as a protected permanant golf facility, with no disposal or changes thereof by sale or other means, without the approval of the registered voters of the City of Sanford. This idea is shared by many rapidly growing communities, including the~City of Orlan4o. This .is supported by publicity via the news media. In all fairness to the lessee, the condition of the golf course and facilities has been greatly improved the past five (5) years. It is also realized that the lessee is entitled to a fair return on its investment. Your pending review of the terms of the lease and its fulfillment should establish such a fact. Our recommendations also have to be supported by such consideration.
