"Pete" Knowles Service Award. Mr. Knowles presented J. Q. "Slim" Galloway with a plaque. Q. "SLIM" GALLOWAY FOR HIS SERVICE TO THE CITY OF SANFORD IN THE FIELD OF LAW ENFORCEMENT, AS A MEMBER OF THE CODE ENFORCEMENT BOARD AND A MEMBER AND CHAIRMAN OF THE PLANNING AND ZONING COMMISSION, AND AWARDING HIM THE SECOND ANNUAL WARREN E. "PETE" KNOWLES SERVICE AWARD, WHEREAS, the City Commission of the City of Sanford, Florida, is charged with the responsibility of exercising all powers of the City and performing all duties and obligations imposed on the City by law; and WHEREAS, J. Q. "SLIM" GALLOWAY has served the citizens of the City of Sanford for many years in the profession of law and in the area of civic endeavors and community service; enforcement and WHEREAS, J. Q. "SLIM" GALLOWAY was appointed to the Planning and Zoning Commission on March 6, 1975, and served as a member of said Commission until June 30, 1985; and WHEREAS, during his term as a member of the Planning and Zoning Commission, J. Q. "SLIM" GALLOWAY served as Chairman of said Commission from March 2, 1978 to June 30, 1984; and WHEREAS, J. Q. "SLIM" GALLOWAY served as a member of the Code Enforcement Board from June 30, 1981 to June 3, 1984; and WHEREAS, J. Q. "SLIM" GALLOWAY has served the City of Sanford, Florida in various capacities for many years. Q. "SLIM" GALLOWAY for his outstanding service to the City of Sanford, Florida over the years in the field of law enforcement, and as a member of the Planning and Zoning Commission and the Code Enforcement Board, and extends to him its best wishes for the future. The City Manager submitted memorandum as follows: MEMORANDUM April 8, 1986 TO: City Manager FROM: Director of Engineering and Planning SUBJECT: Request for Street Right-Of-Way Vacating Mr. Faison: The attached letter from William R. Edmunds, Trustee, requests' vacating of a part of the unnamed street right-of-way which runs east and west, just north of Academy Manor subdivision. The 10.0 acre parcel shown on the attached survey is planned for development as a small commerce park, with internal circulation to be provided by a new roadway to have two entrances onto McCracken Road. Access to this lift station is to be provided by easement granted by the developers of the property. In all probability, Smith Avenue which runs along the east side of the property will be opened as a part of the planned development. I have no objections to the requested vacating but feel that only the northern half of the right-of-way will be conveyed to Mr. Edmunds' client, with the other half going to the owners of lots 6 through 20 of Academy Manor subdivision. I recommend that vacating not be accomplished until after construction of site improvements on the 10 acre parcel. William R. Edmunds, Trustee, appeared to report that in exchange for this easement, he and the other trustees are will to give to the City a 50-foot improved Smith Street for access to the City's lift station located West of and abutting the intersection of this unnamed street and Smith Street, also, the property owners will keep the lots for light industrial. Commissioner Mercer moved to authorize the City Attorney to prepare the proper ordinance to be effective upon construction of site improvements and utilities. Alfred B. Lampp, 2421 Minnesota Avenue, Winter Park, appeared to request City water service at the intersection of Shirley Street and East Fourth Street to build a single-family residence. Commissioner Smith moved to authorize same subject to executing a request for annexation. The next item of business was the consideration of a request from the Commerce Committee of the Greater Sanford Chamber of Commerce to sponsor a "Sanford Salute to the Evening Herald's Mother of the Year" with activities to be held in the Magnolia Mall, Saturday, May 10 from 10:00 A.M. to Noon. The City, at present, has no other site guaranteed or opportunites for other parcels, therefore, recommends filing the appeal. After discussion, Commissioner Farr moved to decline to file an appeal in the Seconded by Commissioner Smith and carried by the vote of the Commission as aforesaid case. follows: Commissioner Mercer Commissioner Smith Commissioner Farr Commissioner Thomas Mayor Smith Yea Yea Yea Naye Yea The City Attorney reported the City Manager and Director of Engineering and Planning have found other options for the wastewater effluent disposal that may have more acreage and give more gallonage to the City's wastewater problem. The vehicle of options that will be presented is to purchase or lease parcels of land. The options are similar in that they have a 90-day option to purchase or lease, eight are for $500 each and one is for $5,000. The 90-day option is to provide the City time to do borings, soil testings and give DER a chance to see if the property is a viable alternative. Bill Simmons, Director of Engineering and Planning, presented a map describing the parcels as follows: 1. Adair property, 24 acres, purchase price of $900,000, with a $500 90-day option to purchase clause. 2. Dillard property, 7 acres, purhase price of $119,000, with a $500 90-day option to purchase clause. 3. Welch property, 5 acres, purchase price of $137,500, with a $500 90-day option to purchase clause. 4. WPB property, 100 acres, 10 year lease price of $324,000 annually, with a $500 90-day option to lease clause. 5. WPB property, 30 acres, 10 year lease price of $108,000 annually, with a $500 90-day option to lease clause. 6. Sargent property, 16 acres, 10 year lease price of $43,200 annually, with a $500 90-day option to lease clause. 7. Carmona property, 44 acres, 10 year lease price of $198,000 annually, with a $500 90-day option to lease clause. 8. Register property, 6.6 acres, 10 year lease price of $295,000 annually, with a $5,000 90-day option to lease clause. (This property is not being considered.) 9. Futch property, 1700 acres, purchase price of $1,615,000, with a $500 90-day option to purchase clause. 10. Willner property, 2200 acres, purchase price of $5,317,344, with a $5,000 90- day option to purchase clause. The City Manager explained that Staff is asking the Commission to authorize the .... option studies to pursue all possibilities and make an economic analysis of the sites. The City Attorney explained the property West of the City will be more or easier permitable than the property East of the City. The property East of the City will be considered a Conditional Use from Seminole County because piping will have to be run from the City, thru Seminole County, to the property on either side of Lake Jessup. Commissioner Mercer moved to authorize the Mayor to execute the option to purchase the Adair property, at a price of $900,000, and instruct the City Clerk to prepare the check 424 MINUTES City Commission, Sanford, Florida April 28, 19 86 in the amount of $500.
