051986-Workshop Session448 MINUTES City Commission, Sanford, Florida May 19, 19 86 The City Commission of the City of Sanford, Florida, met in Workshop Session in the City Manager's Conference Room at the City Hall in the City of Sanford, Florida, at 4:30 o'clock P. Tamm, Jr. The meeting was called to order by the Chairman. follows: The City Manager submitted memo from the Director of Engineering and Planning as MEMO RAN DUM APRIL 10, 1986 TO: City Manager FROM: Director of Engineering and Planning SUBJECT: Downtown Rezoning, Off-Street Parking, Revision to Recommendations Mr. Faison: My memorandum of January 30, 1986 forwarded my recommendations regarding provision of off-street parking at a number of multi-family facilities in the downtown rezoning area. Since that time I have worked closely with Commissioner Mercer on several of these properties and submit the attached revised spread sheet of recommendations. The property at 420 Oak Avenue has been determined to be a single-family residence therefore has been dropped from the list. Closer examination of 400 Palmetto Avenue has revealed that two additional parking spaces can barely fit in without the removal of the large tree previously considered to have been blocking access. Further discussion regarding 500 Oak Avenue has led to my conclusion that provision of additional parking spaces utilizing the adjacent vacant lot is appropriate and in the best interest of the neighborhood. See Scheme #1. Scheme #2 provided total of eight spaces with minimal impact. Either Scheme will require improvement of alley. * Based on 1.5 spaces per unit required when area rezoned. ~ After discussion, the Commission directed Staff to inspect all Multi-Family Residential Dwellings annually by the Departments of Police; Fire, Building and Health to meet licensing and safety for the public use. The City Manager submitted memo from the Director of Administrative Services as follows: MEMORANDUM TO: FROM: SUBJECT: City Manager Director of Administrative Services Health Insurance for Retirees May 13, 1986 The State Department of Administration, in response to last year's legislation mandating health insurance for public sector employees, has provided a Medicare Suppliment Plan as an additional alternative for the City's retired employees. As you may recall, the City's current health plans ar~ already offered to retired employees and their dependents. This newest alternative may be attractive to retirees over age 65 and their spouses, and the attached information has been mailed to retirees. Notice that the open enrollment ends May 31, 1986. After that date enrollees must qualify. For your information, this plan does not satisfy the legal requirement, SB 153, July 1985, which mandates offering the same health insurance plans .to all retired personnel and their dependents. This newest alternative will not be available to: · dependents · spouses under age 65 · retirees under age 65 The Commission directed Staff to investigate the costs for the City to provide health insurance for all the City's retirees. Bill Simmons, Director of Engineering and Planning, submitted a report from the Metropolitan Transportation Authority setting forth improvements to be provided if the Referendum to be held on June 3, 1986, is successful in authorizing a levy up to 4 cents additional gasoline tax and/or up to 1 mil ad valorem property tax, to generate in excess of $650 million in revenues over the next 5 to 6 years. The $61 million programmed by the MTA to the Orlando Orange County Expressway Authority and the Seminole County Expressway Authority should advance important segments of the Beltline by more that six years. The Commission next discussed a historical marker for Seth French, and directed Staff to contact Harriett Boyd, descendant of Seth French, for further details. The Commission next considered requesting proposals to perform the annual audit for the City, to include the management letter and additional audit advice related to financial systems and software changes.
