052786-Regular Session45O MINUTES City Commission, Sanford, Florida May 27, 19 86 The City Commission of the City of Sanford, Florida, met in Regular Session in ~ the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on May 27, 1986. Present: Mayor-Commissioner Bettye D. Smith Commissioner John Y. Mercer Commissioner Milton E. Smith Commissioner David T. Farr Commissioner Bob Thomas City Attorney William L. Colbert City Manager Frank A. Faison City Clerk H. N. Tamm, Jr. The meeting was called to order by the Chairman. The first item of business was the continuation of a Public Hearing to consider the rezoning of a portion of that certain property lying between Mulberry Avenue and vacated Seaboard Coastline Railroad Right-of-Way and between West 18th Street and West 19th Street from SR-1 (single-Family Residential Dwelling) District to MR-1 (Multiple-Family Residential Dwelling) District, tabled at meeting of May 12, 1986, and referred back to the Planning and Zoning Commission for their recommendations. The Chairman reported the Planning and Zoning Commission had directed the readvertisement of the request to rezone from SR-1 to MR-1 property located at 1895 West 18th Street for the use of quadraplexes even~though there was no opposition at the previous public hearing, the Planning and Zoning Commission felt that the public should have an opportunity to speak regarding the use of quadraplexes. Commissioner Smith moved to table said Public Hearing until the Planning and Zoning Commission holds their public hearing and states their recommendation. Seconded by Commissioner Thomas and carried by the vote of the Commission as follows: Commissioner Mercer Commissioner Smith Commissioner Farr Commissioner Thomas Mayor Smith Yea Yea Yea Yea Yea Sylvia Smith, 425 West 18th Street, appeared as a spokesperson for a group to inquire about the lease and construction at the marina by John Smith. Ms. Smith reported that since her request to be placed on the agenda the temporary construction fence at the marina had been removed from the sail boat ramp. Commissioner Farr moved to authorize a public hearing to be held June 23, 1986 to consider same, and proper notice. Seconded by Commissioner Thomas and carried by the vote of the Commission as follows: Commissioner Mercer Commissioner Smith Commissioner Farr Commissioner Thomas Mayor Smith Yea Yea Yea Yea Yea The City Manager submitted Memorandum as follows: MEMORANDUM TO: City Manager FROM: Director of Engineering and Planning SUBJECT: Purchase Option On Estate of Joder Cameron Mr. Faison: May 16, 1986 As a result of working with Ben Southerland (Luana Kish Realty) I have received a Purchase Option offer from the Joder Cameron Estate for approximately 1400 acres of land indicated on the attached sketch. The Option premium requested is $1,000 for a 90 day period. As we previously discussed the attractiveness of this parcel of land is its contiguousness with the "Naked Place' site and that it lies closer to the Sanford Airport. Significant amount of the land is actively in agriculture, including some orange groves but all appears to be generally characterized as high water table and relatively low permeability. Direct use for effluent disposal by perculation would be extremely limited although there would be some potential for effluent use for irrigation. In view of D.E.R. agreement with our proposal for use of City land as discussed at the May 12 City Commission meeting, I do not recommend that City of Sanford acquire the Option on this property at this time. I have so advised Ben Southerland but said I would make the Option offer known to you and the Commission. May 16, 1986 MEMORANDUM TO: City Manager Director of Engineering and Planning FROM: SUBJECT: Release of Options and Return of Annexation Requests Mr. Faison: Our presently approved course of action for effluent disposal does not include utilization of "Naked Place" or the orange grove area west of Sanford. We presently have 90 day options on Naked Place and a total of 7 parcels (3-purchase and 4-1ease) west of Sanford. I have been requested by the respective real estate agents to pursue early release of the options on those parcels for which we see no possible need. While not needed for effluent disposal, I am seeking to identify a parcel of land west of the City for a future well field site. I anticipate this site to be west of our present Oregon Avenue well field. Based on the foregoing, I would propose to release the options on Naked Place and the Adair property shown on the attached map. Adair property, and declined the authorization to release the 90-day Option to Purchase of 1700 acres belonging to R. S.
