The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on June 9, 1986.

The meeting was called to order by the Chairman.
The first item of business was the presentation of Resolution No. 1450, and a
plaque to Donald R. Jones for twenty years service on the Civil Service Board. On motion of
Commissioner Fart, seconded by Commissioner Smith and carried by the vote of the Commission

WHEREAS, DONALD R. JONES has devoted many manhours to
Legislation for revision of the Civil Service Act in 1967 and numerous
revisions to the Civil Service Rules and Regulations; and
WHEREAS, DONALD R. JONES has devoted many hours to the
screening of applications and resumes for the vacancies of Police
Chief, Fire Chief, Finance Director and all Department Heads for a
list of eligibles for the City Commission; and
WHEREAS, DONALD R. JONES has performed numerous other
duties in his capacity as a member of the Civil Service Board.
NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE CITY
OF SANFORD, FLORIDA:
SECTION 1: That the City of Sanford, Florida, thanks and

THANKING AND COMMENDING DONALD R. JONES FOR
OVER TWENTY YEARS OF SERVICE TO THE CITY OF
SANFORD AS A MEMBER OF THE CIVIL SERVICE
BOARD.
WHEREAS, DONALD R. JONES was appointed to the Civil
Service Board by the City Commission on December 27, 1965, to fill the
unexpired term of Dr. Vincent Roberts; and
WHEREAS, during his term as a member of the Civil Service
Board, DONALD R. JONES has served numerous times as Secretary to the
Civil Service Board, Acting Secretary, and Acting Chairman; and
WHEREAS, DONALD R. JONES has devoted numerous hours of his
to attend monthly Board meetings and numerous appeals hearings;

the City of Sanford, Florida for over twenty years as a member of the
Civil Service Board, and extends to him its best wishes for the
future.
SECTION 2: That this Resolution be recorded in the

The next item of business was the continuation, tabled at meeting of May 27, 1986,
of a Public Hearing to consider the rezoning of a portion of that certain property lying
between Mulberry Avenue and vacated Seaboard Coastline Railroad Right-of-Way and between
West 18th Street and West 19th Street from SR-l.(Single-Family Residential Dwelling)
District to MR-1 (Multiple-Family~Residential Dwelling) District.
On recommendation of the Planning and Zoning Commission, Commissioner Mercer moved
to authorize the City Attorney~toprepare the proper ordinance to rezone said property.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed rezoning.
The City Clerk reported Notices had been sent to owner, Shoemaker Construction
Company, on April 30, 1986, and property posted on April 30, 1986.
A. K. Shoemaker, owner, was present to support the request.
The City Planner submitted recommendations as follows:
Site consists of 4 vacant lots in a subdivision on the east side
of Oregon Avenue north of West 25th Street.
Site is adjacent to existing SR-1 and SR-1AA Zoning District
which include various single family residences.
Site is also adjacent to vacant land Zoned MR-1L Multiple Family
Residential Limited Dwelling District. ·
4. The SR-1AA Distriot ~req~-ire. s' a 10,000 square foot:~ lot plus a
dwelling with 1,500 square foot minium living area while the SR-1

Jeffrey A. Pergandy, 2544 Orange Avenue, and Jeanne Salvail, 2522 Willow Avenue,
appeared to oppose the rezoning.
Recommendations were submitted from the City Planner as follows:
Site is located on Orange Avenue south of East 25th Street - West
SR46 and contains a single family residence.
Various single family residences are located in immediate are of
site in an existing RI-1 Zoning District.
A railroad line on east side of site separates site from an
existing SR-1 Zoning District which include various single family
residences. The site is located several hundred feet north of
City land utilized for the Sanford Airport.
The Future Land Use Plan Map of the Comprehensive Plan reflects a
Medium Density Residential designation for the site.
Recommend approval of SR-1 (Single Family Residential Dwelling)
District rather than MR-1 (Multiple Family Dwelling) District
based on existing single family residential character already
established in immediate area. This recommendation reflects the
recognition that two family dwelllings are included as a
conditional use in the SR-1 Zone.
On recommendation of the Planning and Zoning Commission and City Planner,
Commissioner Mercer moved to authorize the City Attorney to prepare the proper ordinance to
rezone said property from RI-~ (Restricted Industrial) District to SR-1 (Single-Family
Residential Dwelling) District and ~efer the area of Oak Hill Subd.$vision to Planning and
Zoning Commission to study for rezoning to SR-1 District.

Other nonresidential activities located generally west of but not
adjacent tO sit'e in GC-2 areaa include'a: bank, a telephone
operations center and, further west along 17-92, shopping
centers.
Churches are located south and east of site in existing RMOI
Zoning District. Page School is notheast of site in an MR-1
Multiple Family Residential Dwelling District.
Question is one of policy regarding expansion of retail
commercial activities in an easterly direction along Airport
Boulevard. Future Land Use Plan Map of Comprehensive Plan
reflects a Medium Density Residential designation which provides
for residential, office and institutional land uses.
Recommend denial of GC-2 Zoning based on existing RMOI Zoning and
land use policy already established for the area and existing
character of the immediate area at the present time.

contracted for the purpose of preparing concepts for building exPansion, and reported Jerry
Mills, architect, had contributed his service for said expansion .purposes, and reported the
grant people will be at the library for survey on June 11, 1986 at 10:30 A.M.
Mack LaZenby, President,..ROtary Club of Sanford, Breakfast, appeared to request
the use of City labor to install 7'25,+ of 5' wide sidewalk along the East side of Ridgewood
Avenue just North of Seminole High School with the Rotary Club of Sanford-Breakfast
providing the surveying, engineering and concrete needed for the 'completion of the project
and requested a bronze plaque be place.d~in the sidewalk for historical purposes.

On May 27, 1986, the Seminole County Board of County Commissioners
adopted the 8th draft of the Uniform Street Numbering Ordinance. At
this point, we are ready to consider the interlocal agreement. Please
advise if there are any further problems with it, and , if not, please
consider agreement by June 27, 1986.

one.
4. After a motion to approve the site plan for the Sanford Branch

by a vote of 3 to 4, moved to send the site plan to the City
Commission for their action without a recommendation from the
Planning and Zoning Commission. By a vote of 5 to 2.
John Dragash, architect for the Sanford Branch Library, appeared to support a
request for approval of a site plan at the Southeast corner of the intersection of Palmetto
Avenue and Commercial Street.

Commissioner Mercer inquired of the report on the Marina Damages Suit.
The City Attorney reported.there was a motion pending for the courts to set a
trial date and the next procedure will be an order from the court establishing a trial date
which should be at least 30 days after the notice.
Commissioner Mercer asked for a report on the inspections on the Multi-Family
Residentials in the SR-1 District, the number of inspections performed each week, the
infractions as they are inspected, which of those infractions are referred to the Code
Enforcement Board, and as they are referred, which fines are levied to enforce the code.
Commissioner Mercer reported Section 16-7 of the Sanford's Code allows this Commissioner to
revoke any occupational license for any hotel, motel, apartments, rooming houses, and if the
Commission so decides, to rescend the license that can be referred to the Code Enforcement
Board. The Code Enforcement Board can fine it up to $250 a day, and if it is not paid we
can foreclose the property, close up, sell, and pay off the fine. Commissioner Mercer
reported an incident at the 600 block on Park Avenue Sunday afternoon that was caused by one
of these apartment houses involving a lady and four children getting cat calls, obscene
remarks obscene gestures and profanity on the way home from church. Lt. Bishop and three
patrol cars handled the situation, but there was little the officers could do because it was
a misdemeanor and the State's Attorney's office would not handle a misdemeanor unless it was
witnessed by a Police Officer. Commissioner Mercer stated the Commission should now have
the Police and the Code Enforcements'Board use all means at their disposal to clean up, and
close these apartment houses. .
After discussion, Commissioner Mercer moved to direct Staff and the Chief of
Police to enforce the laws that are on the books specifically the disorderly house and the

Commissioner Mercer requested a report on the violations of the Mayfair Country
Club lease. Commissioner Mercer reported that Jack Daniels, lessee, had stated he would
allow walkers before 8:00 A.M. and after 2:00 P.M., and Sully Fleming had arrived at the
golf course at 7:50 A.M. last weekend and was refused walking priviledges.
Commissioner Mercer suggested renovating the Cultural Art Center, requested a
Request for Proposal for architectural plans for such renovations which is already budgeted.

Commissioner Mercer proposed a Senior Citizens Center in Sanford, and reported
that the Seminole County School Board Old School Book Depository Building at 9th Street and
Sanford Avenue downstairs could be used for ceramic classes, the upstairs for three
classrooms, the hallway could be used for a dance hall, and there is plenty of parking
available. The Commission authorized the City Manager to look into the proposal.
Commissioner Mercer reported the optional garbage collection pickup should be done
away with, if they have water and sewer. The City Attorney was authorized to investigate to
see if garbage collection was mandatory and/or optional.
Commissioner Mercer reported the Chairman of the COde Enforcement Board, Ron
Dycus, requested some direction from the Commission as to whether or not enforce the code of
the City. Commissioner Smith moved to direct the Code Enforcement Board to enforce the laws
of the City of Sanford as written. Seconded by Commissioner Thomas and carried by the

Commissioner Farr reported a need for a rescue mission for stranded people or
people unable to take care of themselves on a night-to-night basis. The Rescue Church of God
on West 13th Street, needs help with the codes, because there are no codes to handle
parking and building for a rescue mission.
Richard Burke, Rescue Church of God, appeared to explain the problem Staff was
having was the question of parking, fire hydrant, paving of an alley way, and garbage
service. The rescue mission is being funded primarily from the church.
Gerald Gross, architect, appeared to explain the problem is something that is not
in the code.
The Commission directed Staff to review and handle.
