The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on June 23, 1986.

The meeting was called to order by the Chairman.
Mack LaZenby, President of the Rotary Club of Sanford, Breakfast, appeared to
present the City Commission with two plaques with inscription as follows:

1109 French Avenue had been damaged by arson on April 8, 1986, the insurance company had
just recently settled, and requested a 60 to 90 days extension to complete repairs.
Leon Frazier appeared to request a 90 day extension for the property at 1120
Locust Avenue.
Lewis Johnson appeared to report that his property located at 308 East 13th Street
had been damaged by fire on December 18, 1985, and Building Permits had been pulled on March
20, 1986. He has contacted four contractors for estimates, and hopes to repair the property
by the end of July, 1986.

Rose Randall's grandson appeared to request an extension for repairs and/or
demolish property at 1212 West 12th Street.
Regino Alexander appeared to report he has acquired Building Permits for his
property located at 900 Locust and requested an extension.
After discussion, Commissioner Mercer moved that finding the buildings under
Condemnation Report Numbers 85-1152 through 86-1163 to be unsanitary, unsafe and
delapidated, and that said structures be condemned and the owners given 90 days in which to
repair or demolish said structures; and if the structures are not repaired or demolished
within 90 days, to authorize the City to demolish same and levy a lien against the
property. Seconded by Commissioner Smith and carried by the vote of the Commission as

A Public Hearing was held in accordance with Notice published in the Evening
Herald on June 3 and 13, 1986, as follows:
NOTICE OF A PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held in the
Commission Room at the City Hall in the City of Sanford, Florida,
at 7:00 o'clock P. M. on June 23, 1986, to consider changes and
amendments to the Zoning Ordinance of the City of Sanford,
Florida, as follows:
A portion of that certain property lying at the
Northwest corner of the intersection of Airport
Boulevard and Woodland Drive is proposed to be rezoned
from MR-1 (Multiple-Family Residential Dwelling)
District to RMOI (Residential, Multiple-Family Office

The City Clerk reported that notices had been sent to the property owner,
Pinecrest Baptist Church, on May 23, 1986, and the property had been posted on June 4, 1986.

Church, appeared to explain the church has been unable to sell this 1.9 acre parcel due to
the zoning of MR-1 (Multiple-Family Residential Dwelling) District, however, the prospective
buyers propose to construct a office / professional complex if the property is rezoned to
RMOI (Multiple-Family Residential, Office and Institutional) District.
Henry O'Conner, 102 Laurel, appeared as spokesperson for a group of property
owners from the South Pinecrest area surrounding the proposed rezoning to object to the
rezoning.
Richard Deas appeared in opposition.

clarify apparent rumors printed in the Evening Herald, and reported the Mayfair Country Club
Advisory Committee will hold their first meeting June 27, 1986 at 8:30 A.M.
Petition for annexation was submitted from Dreyfus Interstate Development.. Corp.,
for a portion of that certain property lying at the Northeast corner of the intersection of
County Road 427 and Tucker Drive, further described as follows:

WITH THE FLORIDA DEPARTMENT OF NATURAL RESOURCES, DIVISION OF
RECREATION AND PARKS, REGARDING THE development of Lee P. Moore Park.
BE IT RESOLVED BY THE CITY OF SANFORD, ~ Florida that the
CITY OF SANFORD accepts the Florida Recreation Development Assistance
ProGram from the Department of Natural Resources, Division of
Recreation and Parks, in the amount of $50,000.00 and authorizes the
Director of Recreation and Parks Department to execute all appropriate
documents and serve as representative for the City of Sanford in the
acceptance and administration of the Grant.
BE IT FURTHER RESOLVED BY THE CITY OF SANFORD that the
CITY OF SANFORD does accept all quidelines as stipulated by Florida
Department of Natural Resources, Division of Recreation and Parks.

immediately upon its passage and adoption.
A copy shall be available at the Office of the City Clerk for
all persons desiring to examine the same.

WHEREAS, the Property Appraiser

conflict herewith be and the same are hereby revoked.
SECTION 5: That this ordinance shall become effective
immediately upon its passage and adoption.

When water heaters or hot water storage tanks are
installed in such areas that leakage could cause
water damage to the building or injury to the
building occupants, the tank or heater shall rest
in a high impact plastic pan of at least 1/16-in
thickness or a galvanized steel or other metal pan
of equal corrosive resistance having a thickness
at least equal to 0.0276-in (24 ga) galvanized
sheet steel.

Commissioner Farr reported property located at the Northeast corner of First
Street and Palmetto was overgrown with weeds.
The Commission directed Staff to contact the owner to clean up the property and
keep it clean.
Commissioner Farr reported the Police Department had put the BAT mobile, bought by
private funds from the citizens, into service Friday, June 20, 1986, and that the visibility
of the BAT mobile brought about much interest from the citizens. The BAT mobile is now
equiped with $6,000 of borrowed equipment for which the Police Department is taking tax-
deductible donations.

Subject: Grad Night at Civic Center
The scheduled Grad - Fun Night at the Civic Center on June 5,
1986 was very successful this year.
The purpose of this special event was to discourage high School
seniors from being on the highways, drinking and possible tragedy.
The program was put together by joint planning of th'e Director of
Recreation and Seminole High School.
The night of activities were:
9:00 - 11:00 P.M.
Dance and pizza party at Civic Center
Youth Wing.
11:30 - 2:30 P.M. Cruise on Romance.
2:30 - 7:00 A.M.
Back to Youth Wing and softball games
all night.
The attendance was over 300 grads and dates with chaperones
provided by parents with activities directed by the Recreation Staff.
Staff that was assigned were Ray Turman Custodian, Mike Kirby and
Robert Robinson, Recreation Supervisors.

Director recommends this program continue annually with joint

The City Manager reported having received a letter dated June 13, 1986 from
Seminole County Attorney, Nikke Clayton, reporting the Governor's office and the Department
of Revenue have requested a meeting with representatives from the Cities and the County
regarding the Local Option Gas Tax, scheduled for July 2, 1986 at 1:00 P.M. The Mayor was
designated to represent the City.
The Mayor reported joining the members of the Grace Apostolic Temple congregation
in hosting a community drug prevention seminar scheduled for July 8, 1986 at 7:00 P.M. at
the Westside Community Center, stating the meeting may serve as a "grass roots" beginning
for the formation of a drug task force to provide support, and possible professional
counseling, for drug abusers and their families.
