062386-Regular SessionMINUTES City Commission, Sanford, Florida June 23, 19 86 The City Commission of the City of Sanford, Florida, met in Regular Session in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on June 23, 1986. Present: Mayor-Commissioner Bettye D. Smith Commissioner John Y. Mercer Commissioner Milton E. Smith Commissioner David T. Farr Commissioner Bob Thomas City Attorney William L. Colbert City Manager Frank A. Faison City Clerk H. N. Tamm, Jr. The meeting was called to order by the Chairman. Mack LaZenby, President of the Rotary Club of Sanford, Breakfast, appeared to present the City Commission with two plaques with inscription as follows: HEAR YE, HEAR YE, HEAR YE Let it be prOclaimed that: Gratitude, appreciation, and encouragement are exended to those who serve in these chambers. And to those who bring their petitions through these doors, let us be mineful of the rights of others. Our prayer and hope are that there shall always be those willing to serve and be diligent for freedom and fairness to all. For all that gather within these chambers, here is a simple test for all the things we think, say, or do: 1. Is it the TRUTH? 2. Is it FAIR to all concerned? 3. A Public Hearing was held in accordance with notices authorized at meeting of May 27, 1986, to consider condemnation of structures or buildings on Condemntion Group No. 82, Report Nos. 85-1152 through 86-1163. Frazier Regino Alexander Lewis W. Jr. and Pamela Johnson Monna Walker Jarvis Delores McGee Anderson Paul W. Grueninger Rose Randall James M. Green, Alice J. Mahoney, John W. Green or Larry Green Paul Grueninger, 1705 East 4th Street, appeared to report that his property at 1109 French Avenue had been damaged by arson on April 8, 1986, the insurance company had just recently settled, and requested a 60 to 90 days extension to complete repairs. Leon Frazier appeared to request a 90 day extension for the property at 1120 Locust Avenue. Lewis Johnson appeared to report that his property located at 308 East 13th Street had been damaged by fire on December 18, 1985, and Building Permits had been pulled on March 20, 1986. He has contacted four contractors for estimates, and hopes to repair the property by the end of July, 1986. 496 MINUTES City Commission, Sanford, Florida June 23, 19 86 Rose Randall's grandson appeared to request an extension for repairs and/or demolish property at 1212 West 12th Street. Regino Alexander appeared to report he has acquired Building Permits for his property located at 900 Locust and requested an extension. After discussion, Commissioner Mercer moved that finding the buildings under Condemnation Report Numbers 85-1152 through 86-1163 to be unsanitary, unsafe and delapidated, and that said structures be condemned and the owners given 90 days in which to repair or demolish said structures; and if the structures are not repaired or demolished within 90 days, to authorize the City to demolish same and levy a lien against the property. Notice is hereby given that a Public Hearing will be held in the Commission Room at the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on June 23, 1986, to consider changes and amendments to the Zoning Ordinance of the City of Sanford, Florida, as follows: A portion of that certain property lying at the Northwest corner of the intersection of Airport Boulevard and Woodland Drive is proposed to be rezoned from MR-1 (Multiple-Family Residential Dwelling) District to RMOI (Residential, Multiple-Family Office and Institutional) District. The Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to, the proposed rezoning. The City Clerk reported that notices had been sent to the property owner, Pinecrest Baptist Church, on May 23, 1986, and the property had been posted on June 4, 1986. Andy Latham, 100 Idyllwidle Drive, representing the owner, Pinecrest Baptist MINUTES City Commission, Sanford, Florida June 23, 497 19 86 Church, appeared to explain the church has been unable to sell this 1.9 acre parcel due to the zoning of MR-1 (Multiple-Family Residential Dwelling) District, however, the prospective buyers propose to construct a office / professional complex if the property is rezoned to RMOI (Multiple-Family Residential, Office and Institutional) District. Henry O'Conner, 102 Laurel, appeared as spokesperson for a group of property owners from the South Pinecrest area surrounding the proposed rezoning to object to the rezoning. Richard Deas appeared in opposition. Recommendation for the City Planner were submitted as follows: June 11, 1986 TO: ALL PLANNING AND ZONING COMMISSION MEMBERS FROM: CITY PLANNER SUBJECT: PLANNING RECOMMENDATIONS FOR JUNE 19, 1986 MEETING PINECREST BAPTIST CHURCH: MR-l, Multiple Family Residential to RMOI Multiple Family Residential, Office and Institutional District. 1. Site is located on Airport Boulevard and is vacant. 2. A funeral home is located west of site in a GC-2 zoning district'. 3. Page School is located north of site in an MR-1 zoning district. Pinecrest Baptist Church is located south of site in an existing RMOI zoning district. 4. Various uses in the surrounding area include offices, apartments and single family residences. 5. The City Comprehensive Development Plan reflects Medium Density Residential development for the site. Medium Density Residential generally includes Residential, Office and Institutional uses. 6. Recommend approval of RMOI, Multiple Family Residential, Office and Institutional District based on land use policy established for the area and existing character of the area at the present time. On recommendation of the Planning and Zoning Commission and the City Planner, Commissioner Mercer moved to authorize the City Attorney to prepare the proper ordinance to rezone said property from MR-1 (Multiple-Family Residential Dwelling) District to RMOI (Multiple-Family Residential, Office and Institutional) District. Seconded by Commissioner Smith and carried by the vote of the Commission as follows: Commissioner Mercer Commissioner Smith Commissioner Farr Commissioner Thomas Mayor Smith Yea Yea Yea Yea Yea John (Jack) Daniels, Mayfair Country Club and Golf Course lessee, appeared to clarify apparent rumors printed in the Evening Herald, and reported the Mayfair Country Club Advisory Committee will hold their first meeting June 27, 1986 at 8:30 A.M. Petition for annexation was submitted from Dreyfus Interstate Development.. Corp., for a portion of that certain property lying at the Northeast corner of the intersection of County Road 427 and Tucker Drive, further described as follows: Section 13, Township 20 South, Range 30 East, Northeast 1/4 of the Southwest 1/4 and the Southeast 1/4 of the Southwest 1/4 of the Northwest 1/4 (Less road). On recommendation of the City Manager, Commissioner Farr moved to authorize the City Attorney to prepare the property ordinance to annex said property. MOORE PARK IN THE AMOUNT OF $50,000.00 WITH THE CITY OF SANFORD PROVIDING A CASH MATCH OF $18,500.00 IN- KIND SERVICE MATCH OF $7,900.00 AND LAND VALUE MATCH OF $73,250.00 FOR A TOTAL PROJECT COST OF $150,000.00. MINUTES City Commission, Sanford, Florida 499 Jun~e 2_~3 19 86 A RESOLUTION AUTHORIZING THE ACCEPTANCE OF A FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM GRANT AND THE EXECUTION OF AN AGREEMENT WITH THE FLORIDA DEPARTMENT OF NATURAL RESOURCES, DIVISION OF RECREATION AND PARKS, REGARDING THE development of Lee P. Moore Park. BE IT RESOLVED BY THE CITY OF SANFORD, ~ Florida that the CITY OF SANFORD accepts the Florida Recreation Development Assistance ProGram from the Department of Natural Resources, Division of Recreation and Parks, in the amount of $50,000.00 and authorizes the Director of Recreation and Parks Department to execute all appropriate documents and serve as representative for the City of Sanford in the acceptance and administration of the Grant. BE IT FURTHER RESOLVED BY THE CITY OF SANFORD that the CITY OF SANFORD does accept all quidelines as stipulated by Florida Department of Natural Resources, Division of Recreation and Parks. BE IT FURTHER RESOLVED that this resolution become effective immediate upon adoption. PASSED AND ADOPTED THIS 23rd day of June, A.D. 1986. MOORE PARK IN THE AMOUNT OF $100,000.00 WITH THE CITY OF SANFORD PROVIDING A CASH MATCH OF $18,500.00 IN-KIND SERVICE MATCH OF $81,500.00 FOR A TOTAL PROJECT COST OF $200,000.00. A RESOLUTION AUTHORIZING THE ACCEPTANCE OF A LAND AND WATER CONSERVATION FUND PROGRAM GRANT AND THE EXECUTION OF AN AGREEMENT WITH THE FLORIDA DEPARTMENT OF NATURAL RESOURCES, DIVISION OF RECREATION AND PARKS, REGARDING THE development of Lee P. The purpose of this special event was to discourage high School seniors from being on the highways, drinking and possible tragedy. The program was put together by joint planning of th'e Director of Recreation and Seminole High School. The night of activities were: 9:00 - 11:00 P.M. Dance and pizza party at Civic Center Youth Wing. 11:30 - 2:30 P.M. Cruise on Romance. 2:30 - 7:00 A.M. Back to Youth Wing and softball games all night. The attendance was over 300 grads and dates with chaperones provided by parents with activities directed by the Recreation Staff. Staff that was assigned were Ray Turman Custodian, Mike Kirby and Robert Robinson, Recreation Supervisors. 51 4 MINUTES City Commission, Sanford, Florida June 23, 19 86 Director recommends this program continue annually with joint participation. The City Manager reported having received a letter dated June 13, 1986 from Seminole County Attorney, Nikke Clayton, reporting the Governor's office and the Department of Revenue have requested a meeting with representatives from the Cities and the County regarding the Local Option Gas Tax, scheduled for July 2, 1986 at 1:00 P.M. The Mayor was designated to represent the City. The Mayor reported joining the members of the Grace Apostolic Temple congregation in hosting a community drug prevention seminar scheduled for July 8, 1986 at 7:00 P.M. at the Westside Community Center, stating the meeting may serve as a "grass roots" beginning for the formation of a drug task force to provide support, and possible professional counseling, for drug abusers and their families.
