The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on August 11, 1986.

The meeting was called to order by the Chairman.
The first item of business was the continuation of a Public Hearing, tabled at the
meeting of July 28, 1986, to consider rezoning a portion of that certain property lying
between East 26th Street and East 27th Street and between Elm Avenue and Oak Avenue from SR-
1 (Single-Family ReSidential Dwelling) District to MR-1 (Multiple-Family Residential
Dwelling) District. Commissioner Smith moved to remove from the table the continuation of
same. Seconded by Commissioner Farr and carried by the vote of the Commission as follows:

Planning and Zoning Commission for duplex use as a conditional use under existing SR-1

FINAL OFFICIAL STATEMENT IN CONNECTION WITH
THE DELIVERY OF $16,975,000 CITY OF SANFORD,

WHEREAS, the City of Sanford, Florida (the "Issuer") has
by Resolution No. 1423 adopted on October 7, 1985, as amended by
Resolution No. 1454 adopted on July 25, 1986, authorized the issuance
of City of Sanford, Florida Water and Sewer Revenue Bonds, Series 1986
(the "Series 1986 Bonds"), to fund certain funds and accounts created
pursuant to the Bond Resolution, to finance the cost of construction
of certain enlargements, expansions and improvements to the water and
sewer system, and to pay certain costs of issuance; and
WHEREAS, the Issuer by Resolution No. 1455 adopted on July
25, 1986, sold the Series 1986 Bonds to William R. Hough & Co., Smith
Barney, Harris Upham & Co., Inc. and Southeastern Municipal bonds,
Inc., authorized the Mayor and Clerk to execute a bond purchase
agreement for the sale of the Series 1986 Bonds (the "Bond Purchase
Agreement") and approved a preliminary draft of an Official Statement
relating to the issuance of the series 1986 Bonds; and
WHEREAS, the Issuer desires to approve a revision and
reinstatement of the terms, sources and uses of bond proceeds and debt
service schedule of the Series 1986 Bonds; and

A RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
APPROVING THE SANFORD 201 FACILITIES PLAN
AMENDMENT AND AGREEING TO IMPLEMENT THE PLAN.
WHEREAS, the City of Sanford, Florida has conducted
activities to determine the cost-effective, environmentally
and implementable plan for wastewater management and disposal;

WHEREAS, the Sanford Facilities Plan Amendment is
substantially completed; and
WHEREAS, the regulatory agencies require adoption of the
Facilities Plan Amendment to maintain eligibility for the construction
Grants programs; and
WHEREAS, the City of Sanford, Florida warrants that it has
the necessary legal authority to own and operate its wastewater
treatment facilities as provided in the 201 Facilities Plan Amendment
and has the necessary legal authority to implement equitable user
charges, and sewer use ordinance, all in accordance with applicable
federal and state regulations and Guidelines; and
WHEREAS, the City of Sanford, Florida further warrants
that it has the necessary financial, institutional, and managerial
resources to construct, operate and maintain the facility.
NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE CITY
OF SANFORD, FLORIDA:
SECTION 1. That the Sanford Facilities Plan Amendment is
hereby approved in its final form includinG but not limited to the
determination that under the existinG constraints imposed by the
Florida Department of Environmental ReGulation, the selected plan for
wastewater treatment and effluent disposal within the Sanford planning
area is advanced secondary treatment of wastewater with effluent
disposal by public access spray irrigation with wet-weather surface
water discharge.
SECTION 2. It is the intent of the City of Sanford,
Florida to construct, operate, and maintain such facilities in
accordance with applicable State and Federal requirements, if said
facilities are approved and funded by the Florida Department of
Environmental ReGulation and/or the U. S. Environmental Protection
agency.

proper permits be obtained and that repairs must begin within the first 30 days, and if
there is no acceptable progress, the extension to be brought back before the City Commission

As authorized by the City Commission, Requests for Proposals to
perform the City's annual Audit were sent to auditing firms throughout
this area. Attachment 1 is the Request for Proposal. Eight (8) firms
responded with proposals.
A selection team comprised of:

Henry Tamm, Director of Finance
Kim Smith, Director of Administrative Services
Carolyn Small, Chief Accountant
John Mercer, City Commissioner
...individually and carefully reviewed each proposal using the
evaluation criteria in Attachment 2.
Additional and more costly audit requirements were contained in the
Request for Proposal. These additional requirements are:
Single Audit Act of 1984. Passed in 1984, effective this
year, this law requires a specific annual audit of the CDBG
(Community Development Block Grant), plus the City's bond
issue containing several bond covenants requiring
significant audit detail. These audits must also include a
report on internal controls.
Individual, Combined, and Combining statements. In the
past, "general purpose statements" have been prepared only.
The above cited statements will be an additional
requirement, soon to be required by law, and will require
more audit time.
Management Letter. A more operational-oriented management
letter was requested.
Careful evaluation of submitted proposals by the selection team
resulted in its recommending Coopers and Lybrand as most appropriate
for Sanford's auditing needs.
RECOMMENDATION: Enter into a contract with Coopers and Lybrand for
$27,500 per year for a three-year engagement.
Commissioner Mercer moved to authorize the City Attorney to draw up a contract
with Coopers and Lybrand and authorize the Mayor and City Clerk to execute same.

Lonnie Greet, Seminole County Assistant Attorney, appeared to request the
Commission delay adoption of said Ordinance No. 1821 pending the litigation of the property
annexed by the City in Ordinance Nos. 1772 and 1776, and reported the new parcel of property
being annexed in Ordinance No. 1821 was not sufficiently contiguous and would create an
illegal 'finger-like pattern and enclave". Mr. Greet submitted a area map of the proposed
parcels under discussion.
Robert Seigler, Seigler Realty, appeared to report the Florida Legislature had
contemplated House Bill No. 114, defining an enclave, which failed to be passed.
After discussion, Commissioner Mercer moved on the passage and adoption of

Lonnie Groot, Seminole County Assistant Attorney, representing County
Administrator Ken Hooper, appeared to request the Commission delay annexation reporting this
parcel was not sufficiently contiguous to Sanford's border, and the possibility of the

parcel's value increasing if it were to become a part of Sanford before conclusion of
eminent domain proceedings are completed which require the peitioner to offer the property's
owner fair market value for the land for which the County anticpates the use for a water
retention area. Mr. Groot submitted a area map of the proposed parcel under discussion.
Robert SeiGler, representing the owner, appeared to report the County has been
slow in taking this parcel since June, 1985, and the owner's attorney has advised his client
to improve the property.

Recommended denial of the request for rezoning from SR-1 to MR-I,
that property located at 2601, 2603 thru 2609 Myrtle Avenue for

The City Manager reported Staff will be in Tallahassee on August 20, 1986 to
present the 201 Grant to the Department of Environmental Regulations (DER), and reported
Staff will be in New York City August 25 and 26, 1986 for the Water and Sewer Revenue Bond,
Series 1986 closing and requested the regular meeting of August 25, 1986 be held and
adjourned to September 2, 1986.
The Chairman commended Jim Jerigan, Director of Recreation and Parks, for being
appointed as one of the National Coordinators for the U. S. National Senior Olympics to be
held in St. Louis, Missouri in 1987.
There being no further business, the meeting was adjourned.
