the City Hall in the City of Sanford, Florida, at 7t00 o'clock P. M. on August 25, 1986.

The meeting was called to order by the Chairman.
A Public Hearing was held in accordance with Notice published in the Evening
Herald on August 5 and 15, 1986, as follows:

Notice is hereby given that a Public Hearing will be held in the
Commission Room at the City Hall in the City of Sanford, Florida,
at 7:00 o'clock P. M. on August 25, 1986, to consider changes and
amendments to the Zoning Ordinance of the City of Sanford,
Florida, as follows:
A portion of that certain property lying West of
Orlando Drive (U. S. Highway 17 & 92), and lying South
of Airport Boulevard and lying East of Live Oak
Boulevard and Clear Lake Circle is proposed to be
rezoned from MR-1 (Multiple-Family Residential
Dwelling) District to PUD (Planned Unit Development)
District. Said property being more particularly
described as follows:

The City Clerk reported notices were sent to owners, Residential Communities of
America, on July 24, 1986.
Wes Blunt, Blunt and Associates of Orlando, appeared to report the owners' plans
were to develop the twenty acres into approximately 120 lots for single family homes.
On recommendation of the Planning and Zoning Commission and the City Planner,
Commissioner Mercer moved to authorize the City Attorney to prepare the proper ordinance to

S. Home Corporation, on July 24, 1986.
John Seitz, U. S. Home Corporation, appeared to report the developer plans 20
units per acre on the 15 acres adjacent to North Lake Village Subdivision, the City Planner
recommends approval, the new Comprehensive Land Use Plan shows this parcel to as high
density, and the Planning and Zoning Commission recommended denial due to the complaints by
the residents of concerns for drainage and traffic.
Those persons appearing in opposition were as follows:

Susan Felder, 1008 North Lake Drive, North Lake Village, Board of Directors.

Commissioner Mercer moved to authorize the City Attorney to prepare the proper
ordinance to rezone said property subject to second reading in November when the

Grady Duncan, 1120 Palmetto Avenue, appeared to request resumption of a multi-
family use of his property. Mr. Duncan reported when he built what was at that time his
office in 1958, it was with the intention of using if for a rental apartment when he
retired. After retiring in 1968, it has been used as an apartment on several different
occasions, including renting to his son for almost two years and a student for another two
years. The apartment is equipped for use as an apartment with kitchen appliances. Mr.
Duncan stated the property is currently on the market and failure to allow the rental use of
this apartment would jeopardize it's sale.

-the billboard we were constructing on Highway 17-92. This is to advis.~e
you that. I have instructed W~ur Superintendent to begin removing this unit
on August 26, weather permi~ting ..... ·
Our decision to remove th~s unit was based on several factors. Even
though we had a considerable investment already in this.~location we felt~
that our relations~with the community were more impox~a~ft. We sin..cer~'ly
.hope that the City will'-consider an ordinance permitting outdoor adver-
tising only in certain commercial and industrial zoning districts with a
size limitation of three hundred (300) ,s. quare feet and restriC~ons re-
garding height and spacing from othe~.utdoor billboards. We look for-

Received the denial of the request to rezone from MR-1 to MR-2, property
located at 700 Lake Minnie Drive for the purpose of apartments (Northlake
Village, Phase III) by a vote of 6 to 1. The proponent, U. S. Homes, wishes
to increase the density to 20 units/acre on Phase III, to achieve an overall
average density of 15 units/acre for all 3 phases. Opposition centered on
additional traffic, drainage concerns, and protection of property values from
the residents in Phase I.
Unanimously received the approval of the request to rezone from MR-1 to RI-i,
Lot 88 of M. M. Smith's Subdivison and to leave SR-1 zoning on Lot 89.
Academy Manor residents would prefer single-family zoning on the area. Dr.
Evans and Mr. LeRoy, employees of Seminole County School Board, abstained
from voting.

By a vote of 4-1, recommended the approval of consumption of
alcohol on premisis for property located at 3639-3641 Orlando
Drive (Cap'n Newmos) in a GC-2 zone. Owner: Horne Properties
Rep: Robert Scherer. Mr. Scherer of Captain Nemo's stated it is
to be a restaurant type of liquor license in which over 50% of
business will be in food and he will seat at least 150 patrons.
He has no objections to Sanford's Bat Mobile being placed in the
area.
Approved the development plan submitted by RCA for the PUD
development located at Lakeside Circle and Edgewater Circle, for
Hidden Lakes, Phase III, Unit VI & VII and instructed the owner
to complete the final plats for the development.
On recommendation of the City Attorney, Commissioner Mercer moved to postpone
action until September 2, 1986 at 7:00 P.M. to give the City Attorney time to research Item
No. 2.

Letter was submitted from Robert G. (Bud) Feather requesting additional 30 days to
mow his property located at 210 Jessamine Lane. The Commission denied the request and
directed Staff to "get tough" and get the City cleaned up.
Commissioner Farr reported a shooting and death over the past weekend that was
tied in with drugs, specifically crack coccaine. There has been an increase in crime in
person and property directly related to crack. The importation of this drugs into the City
of Sanford indicates the need for more manpower over and above the Police Department and
this year's budget.
The ACting Mayor announced that the meeting was adjourned until 7:00 o'clock P. M.
on September 2, 1986.
