A Public Hearing was held in accordance with Notice published in the Evening Herald on August 5 and 15, 1986, as follows: NOTICE OF A PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held in the Commission Room at the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on August 25, 1986, to consider changes and amendments to the Zoning Ordinance of the City of Sanford, Florida, as follows: A portion of that certain property lying West of Orlando Drive (U. S. Highway 17 & 92), and lying South of Airport Boulevard and lying East of Live Oak Boulevard and Clear Lake Circle is proposed to be rezoned from MR-1 (Multiple-Family Residential Dwelling) District to PUD (Planned Unit Development) District. The City Clerk reported notices were sent to owners, Residential Communities of America, on July 24, 1986. Wes Blunt, Blunt and Associates of Orlando, appeared to report the owners' plans were to develop the twenty acres into approximately 120 lots for single family homes. The City Clerk reported notices had been sent to owners, Lake Minnie, Inc. and U. S. Home Corporation, on July 24, 1986. John Seitz, U. S. Home Corporation, appeared to report the developer plans 20 units per acre on the 15 acres adjacent to North Lake Village Subdivision, the City Planner recommends approval, the new Comprehensive Land Use Plan shows this parcel to as high density, and the Planning and Zoning Commission recommended denial due to the complaints by the residents of concerns for drainage and traffic. Those persons appearing in opposition were as follows: Roger Cassaboom, 1402 North Lake Circle, North Lake Village. Susan Felder, 1008 North Lake Drive, North Lake Village, Board of Directors. The City Clerk reported notices had been sent to owners, School Board of Seminole 586 MINUTES City Commission, Sanford, Florida August 25, 19 86 County, on July 24, 1986. Commissioner Thomas reported that he is an employee of said Board and he would be filing a conflict of interest. Commissioner Mercer moved continue the public hearing until September 2, 1986 at Seconded by Commissioner Thomas and carried by the vote of the Commission as 7:00 P.M. follows: Commissioner Mercer Yea Commissioner Thomas Yea Acting Mayor Fart Yea Grady Duncan, 1120 Palmetto Avenue, appeared to request resumption of a multi- family use of his property. Mr. Duncan reported when he built what was at that time his office in 1958, it was with the intention of using if for a rental apartment when he retired. After retiring in 1968, it has been used as an apartment on several different occasions, including renting to his son for almost two years and a student for another two years. The apartment is equipped for use as an apartment with kitchen appliances. Mr. Duncan stated the property is currently on the market and failure to allow the rental use of this apartment would jeopardize it's sale. Approved the development plan submitted by RCA for the PUD development located at Lakeside Circle and Edgewater Circle, for Hidden Lakes, Phase III, Unit VI & VII and instructed the owner to complete the final plats for the development. Commissioner Farr reported a shooting and death over the past weekend that was tied in with drugs, specifically crack coccaine. There has been an increase in crime in person and property directly related to crack. The importation of this drugs into the City of Sanford indicates the need for more manpower over and above the Police Department and this year's budget.
