102886-Regular Session MINUTES City Commission, Sanford, Florida _ October 28: The City Commission of the City of Sanford, Florida, met in Regular Sessic City Commission Room at the City Hall in the City of Sanford, Florida, at 7:00 o'clc on October 28, 1986. Present: Mayor-Commissioner Bettye D. Smith Commissioner John Y. Mercer Commissioner Milton E. Smith Commissioner David T. Farr Commissioner Bob Thomas City Attorney William L. Colbert City Manager Frank A. Faison City Clerk H. N. Tamm, Jr. The meeting was called to order by the Chairman. The Chairman addressed the recent problem regarding the congregate living ~acilities. The Commission suggested that the Planning and Zoning Commission visit the ~nd come back to this Commission if they want to change the zoning ordinance; and al suggested that the Code Enforcement Board suspend further code enforcement procedure ~ongregate living facilities for 30-60-90 days until the Planning and Zoning Commiss submit a recommendation. A Public Hearing was continued from the meeting of October 10, 1986 to con ~ezoning a portion of that certain property lying North of State Road 427 and West o ~outh entrance to Carriage Cove from SR-1A '(Single-Family Residential Dwelling) Dist kD (Agricultural) District to RC-1 (Restricted Commercial) District. The Chairman announced that the Commission would hear from those persons p :o speak in favor of, or in opposition to, the proposed rezoning. These amendments do not appear to be in conflict with adopted regional policies and goals. Please note, however, that this review was based upon existing Council policies previously adopted by the Regional Planning Council. Seconded by Commissi Smith and carried by the vote of the Commission as follows: Commissioner Mercer Commissioner Smith Commissioner Farr Commissioner Thomas Mayor Smith Yea Yea Yea Yea Yea Recommendations were submitted from the Planning and Zoning Commission as MEMORANDUM DATE: October 17, 1986 TO: City Clerk F ROM: Zoning Inspector SUBJECT: Planning & Zoning Meeting - October 16, 1986 RECOMMENDATIONS Because of the speculative nature of the request, recommended the denial of the request to rezone from SR-1A and AD to RC-1, that property located north of SR 427 and west of the south entrance to Carriage Cove, for Dreyfus Interstate Development. The Representative, Ralph Smith, stated Dreyfus wanted to change the zoning before doing a market study and determining the type of commercial development to place on the parcel. Dreyfus felt that the uses allowed in RC-1 were suitable for the type of services they wished to provide. The motion was passed on a vote of 7 to 1. By a vote of 5 to 3, recommended the approval of the conditional use in a GC-2 zone for the sale of alcoholic beverages for consumption on premises, located at 3681 Orando Drive. The proponent, Mr. Leo, stated he wished to purchase an existing business, to expand the menu, and to serve beer and wine with the dinners. Directed the staff to readvertise the request to rezone from SR- lA to GC-2, that property located east of Hwy 17-92, west of Cherokee Circle and south of Woodson Drive. Owner: Caroline Zull. The Commission felt it would be unfair to the public to reconsider without an advertised public hearing. The City Manager submitted a memorandum from the Director of Engineering and as follows: MEMORANDUM TO: FROM: SUBJECT: OCTOBER 21, 1986 City Manager Director of Engineering and Planning Signalization at Intersection of Park Avenue and French Avenue Mr. Faison: By their letter of September 17, 1986 FDOT has indicated their willingness to improve the signalization of the intersection of Park Avenue and French Avenue by installation of a control signal on the left-hand south-bound lane of French Avenue. FDOT will provide the signal head and install the pavement markings. City of Sanford will be responsible for hanging the signal head and for minor necessary wiring. Public Works Director has estimated a cost of $100 for all City work. I recommend that we proceed with this installation as the best type of traffic improvement we can reasonably make at that intersection. If you concur with this work, please sign the attached traffic signal operation change order forms and return to me.
