Both, Johnny and I have checked the attached bids,
with our specifications. Transtar Equipment Co., is //_
the only bid that meets specifications.
We have been using.the Hell Packers that Transtar Equip-
ment Company handles. In the past, we have had good service~
with very little down time for parts and repair.
I recommend that the bid be awarded to Transtar Equipment
Company, for $t95,356.00.

SUBJECT: Street Resurfacing Contract
Mr. Faison:
The street repair and resurfacing authorized by City Commission
on June 9, 1986 had envisioned the expenditure of approximately
$800,000 for specified resurfacing and reconstruction. At that time
we had on hand approximately $400,000 of gas tax money and anticipated
ultimate receipt of additional gas tax revenue sufficient to cover the
$800,000 price tag by the time of actual construction. (This assumed
that the gas tax dispute would be settled. ) It was discussed and
presented to City Commission that if the gas tax issue was not
resolved in a timely fashion that the required additional $400,000
could come from "reserves". I believe the City Commission concurred
with this concept.
The gas tax issue has not been resolved and total gas tax funds
held by the City as of September 30, 1986 total $974,950.27, plus
approximately $2,400 of uncredited interest.

The above contracts do not include the committed reconstruction
of First Street between French and Park. I believe this will cost
approximately $95,000, including City labor. This brings the
committed total to $749,250.

If this proposal for an additional resurfacin9 contract is
approved I propose to advertise in mid November, at the same time we
advertise for the reconstruction of First Street. I feel we solved
significant "economies of scale" in our last bids and would like to
duplicate these kinds of savings. Award could occur in late December
with work startin9 in January 1987.

Proposal for Providin9 Sewer Service for Lake Mary
Mr. Faison.-
In late May and early June 1986 several meetings were held with
Kathy Rice, then Lake Mary's City Manager, and Commissioner BuZz
Petsos to discuss the possibility of City of Sanford providin9
wastewater treatment for Lake Mary, with treated effluent to be
returned for disposal within Lake Mary. Based on wastewater flow
..~rojections provided by Lake Mary, a preliminary estimate of likely
capital and O&M costs was developed. A copy of this proposal is
attached herewith. Durin9 subsequent discussions with Mr. Petsos and
Mr. Orioles, Actin9 City Manager, I have been kept apprised of Lake
Mary's efforts to develop a lon9 term workable solution for wastewater
treatment. In addition to our meetings, Lake Mary has had discussions
and received proposals for service from Seminole County. Either
proposal would require some refinement prior to bein9 placed in the
form of an interlocal agreement/contract.
Since preparation of the attached proposal Lake Mary has changed
its desired commencement of service date from late 1988/early 1989 to
mid 1987. This would clearly not allow time for construction of
wastewater and effluent lines. Paul Moore and I have worked out an
alternative for limited service utilizin~ existin~ plant capacity, and
sewage lines in the vicinity of the Golf Course and 25th Street. This
would place a significant hydraulic limitation on service for Lake
Mary/Timacuan prior to completion of our westerly interceptor and
effluent return lines. Even so, this may be acceptable and desirable
for Lake Mary if it allows the avoidance of construction of a
temporary wastewater treatment plant at Timacuan. In this situation,
Lake Mary would be treated like any other medium size subdivision of
about 150 homes.
