Colbert The meeting was called to order by the Chairman. A Public Hearing was continued from October 28, 1986 to consider rezoning a n of that certain property lying North of State Road 427 and West of the South ce to Carriage Cove from SR-1A (Single-Family Residential Dwelling) District and AD ultural) District to RC-1 (Restricted Commercial) District. A letter was submitted from W. E. "Pete" Knowles, President of Pete Knowles and ates, representing the owners, Dreyfus International, requesting the Commission to ue their action indefinitely. Notice is hereby given that a Public Hearing will be held in the Commission Room at the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. No one appeared. A letter was submitted from W. E. "Pete" Knowles, President of Pete Knowle: ~ssociates, representing the owners, William H. Runge, et al, withdrawing their requ~ rezone said property. W. C. Hutchison, Jr., representing W. Michael Nace, appeared to request ~onsideration of an appeal of a site plan denial, regarding property at 311 Park Ave 4r. Hutchison reported Mr. Nace had purchased the property in May, 1985 at which tim ~roperty was operating as a rooming house with no license, and Mr. Nace wants to do it takes to meet any and all requirements to bring the property up to code. The pro presently before the Code Enforcement Board, Mr. Nace has spent $30,000 without the permits for electrical and plumbing repairs to bring the property up to code. In Ju the Planning and Zoning Commission denied Mr. Nace's site plan because the Commissic not like the use because of its location and the Historical District was too close. present code requires one off-street parking space per room. Mr. Nace owns Lot 9 at Southeast corner of Park Avenue and Third Street, and has presented the Planning and Commission with a Covenant restricting the use of Lot 9, for as long as 311 Park Ave operating as a rooming house,so that the parking spaces on Lot 9 together with the t spaces located on Lot 12 will equal the number of off-street parking spaces required code. John Morris, Chairman of the Planning and Zoning Commission, appeared to e questions of the Commission. Commissioner Mercer moved to approve said site plan subject to site plan ~ for both lots for landscaping and general appearance, and to direct Staff to handle. Carol Conaway appeared to present the Commission with a "teen entertainmeI center" concept at the Fairway Plaza for two nights a week to get kids out of the pt lots. The Commission confirmed Commissioner Mercer as the City's liason to the Industrial Action Committee. The City Manager submitted a memorandum from the Police Chief as follows: MEMORANDUM November 21, 1986 TO: City Manager FROM: Police Chief SUBJECT: School Resource Officer The police department is very interested in starting a school resource officer program for the public secondary schools located within the City of Sanford. Assigning an officer to the school accomplishes: 1. Prevention of juvenile delinquency. 2. Promotes positive relations between the youth of our community and law enforcement. 3. Students develop positive attitudes toward the police and gain a better understanding of the law. 4. Fosters development of students as good citizens. 5. Students are more inclined to support law enforcement and willfully obey the law. These benefits are realized both on and off campus. The school resource officer program has a positive impact on the student's neighborhood because the student has a better understanding of the community and law enforcement. The duties of a school resource officer include: 1. Handling all police matters that occur or originate on campus. 2. Conducting educational programs for classes on law enforcement and community service. 3. Interacting with students during class breaks, lunch periods, athletic events and other school functions. 4. Patroling neighborhood areas after school hours and on holidays, meeting the citizens in the neighborhood of the students in their home environment. MINUTES City Commission, Sanford, Florida November 24, hire an additional officer to fill this slot. The School Board would continue the agreement from year to year and match 50% each year. If the program is successful, I would eventually hope to cover Sanford Middle School and Seminole High School with Sanford police officers and thereby allow the Sheriff to return his deputies to County schools which also need resource officers. I am requesting two (2) actions: Authorization for the Police Chief to officially approach the Seminole County School Board and request joint participation in the School Resource Officer program. Appropriation of $9,468.50 from the Contingency fund or other appropriate source to implement the school resource officer program effective January 1987. *As a side note, Seminole County Sheriff's Department, Oviedo Police Department, Winter Park Police Department and Orlando Police Department are examples of agencies that have School Resource Officer programs. All of these agencies hold their programs in the highest regard and maintain that the investment is worthwhile and far reaching.
