of Seminole County, presented to the Commission at the ReGular MeetinG of December

The meeting was called to order by the Chairman.
The Commission discussed the proposed ordinance establishing the Henry She
Sanford Memorial Library and Museum Board.
Tommy Peterson reported the proposed ordinance does not go far enough, an~
suggested the Board should have anappropriate budget.
The Commission asked the Library and Museum Board members to explore the
ordinance and any alternative routes, and recommend to the Commission the Board's nc

RE: Groveview Park
Approximately 6 acres
The planning for Groveview Park located on Springview Drive in
Groveview sub-division is now underway. I project grant application
to be submitted by October 1, 1987. The 1987/88 C.I.P. Budget
reflects "seed" funds for Groveview Park Development through grants
from Department of Natural Resources.
This area of town represents the farthest southwest point of
heavy population density without developed "open space".
The nearest developed park will be Lee P. Moore~which serves the
very dense Hidden Lakes population. Lee P. Moore Park should be near
completion by October 1, 1987.
The Recreation/Parks staff will be scheduling public, ~
neighborhood meetings with the citizens of Groveview sub-division the
first week of February, 1987 in order to get our plans in motion and
performing the correct steps for obtaining grants for development.
Please let me have your comments on this matter.
The Commission directed.Staff to proceed with the Groveview Park Development
Police Chief Steve Harriett reported on the amendments to the Police Officers'
~ent System as proposed in Ordinance No. 1850 that was introduced and placed on first
at the Regular Meeting of December 8, 1986.

Traffic control devices on Park Avenue are presently installed as
follow: ~
1st Street - traffic signal
3rd Street - 4-way stop
9th Street - 4-way stop
13th Street - traffic signal
20th Street - traffic signal
25th Street - traffic signal
These traffic control devices are considered adequate for control of
present traffic on Park Avenue and cross traffic from the various
streets.
Property fronting onto Park Avenue between 2nd Street and 23rd
Street is generally served by dedicated alleys along the back property
line, although there are some exceptions. Between 23rd and 24th
Street these alleys have been vacated and south of 24th Street the
alley behind property on the west side of Park Avenue has been
vacated. These alleys could offer access for additional parking if
made necessary by any form of on-street parking restriction, however,
there would be varying inconvenience and cost to owners resulting from
this change. Many lots now use the alley for approach to off-street
parking, however, there are a number of curb cuts on Park Avenue.
If all on-street parking were prohibited, additional traffic code
enforcement for parking, and probably speed, be required. Preliminary
indications from our downtown traffic study indicate that ideal
roadway widths should not provide traffic lanes wider than 12 to 13'
and that lane widths greater than 15' encourage such illegal movemen~
as passing on the right. It suggests that where the roadway is wider
pavement markings be added to designate on-street parking areas.
I have frequently encountered cases where all-night on-street
parking is prohibited to prevent interference with late night street
sweeping and cleaning operations. This is not believed to presently
be a problem in Sanford, where street sweeping is done during daylight
hours.
In view of the foregoing, I find no engineering or traffic safety
reason to generally prohibit parking on Park Avenue north of 23rd
Street. Any such prohibition, if adopted, would be generally workable
but with resulting costs/carports on some properties. I do recommend
that both sides of Park Avenue between 23rd Street and 25th Street be
posted "No Parking".
After discussion, no action was taken by the Commission.

SUBJECT: Report on School Centers
We officially opened the elementary school programs on Monday,
October 21, 1986 at Idyllwilde and Hamilton Schools.
Our early projections of participation have been on target with
approximately 80 children registered at each site with average daily
attendance of 60 plus at each of the two sites.
These numbers will increase as staff~ children and parents become
more and more supportive~of these programs.
We have plans for opening up Pinecrest School as a third
elementary school center after Christmas.
The Crooms program is not operating at this time due to the gym
being used for furniture storage until a new facility is finished in
Oviedo. We expect Crooms Gym to be available prior to Christmas.
The Director requests that the full time Recreation Supervisor be
authorized so we can start advertising and interviewing so that we
will be able to start this person January 1, 1987.
The existing staff are overloaded in trying to plan, train and
develop a solid part-time staffing of our elementary afterschool
programs.
We are also in our fall-winter athletic programs which require
our full time staff with other part time staff to work a full
schedule.
The need for the full time staff member was addressed in my
original request for approval at this time with funding in January,
1987.
Our original request for the entire package was $44,437.00.
City Commission appropriated $15,000.00 leaving the remaining
$29,437.00 to be funded.in January 1, 1987.
