The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on January 12, 1987.

The meeting was called to order by the Chairman.
A Public Hearing was held in accordance with Notice published in the Evening
Herald on December 29, 1986, as follows:

EGRESS USE OF A CURB CUT
TO WHOM IT MAY CONCERN:
You will take notice that the City Commission of the City of
Sanford, Florida, at 7:00 o'clock P. M. on January 12, 1987, in
the City Commission Room at the City Hall in the City of Sanford,
Florida, will consider and determine whether of not the City will
permit public ingress and egress use of a curb cut on the East
side of Oak Avenue to property described as 2460/2472 Park
Avenue.
Persons interested may appear and be heard at the time and place
specified.
ADVICE TO THE PUBLIC: If a person decides to appeal a
decision made with respect to any matter considered at
the above meeting or hearing, he may need a verbatim
record of the proceedings, including the testimony and
evidence, which record is not provided by the City of

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed curb cut.
James P. Berko, Executive Director, Seminole Community Mental Health Center, Inc.,
appeared to explain the 8:00 A. M. to 4:30 P. M. Monday through Friday activities of the Day
Treatment Center and the Community Care of the Elderly, and to report the necessity of the
curb cut on. Oak Avenue for the convenience of the drivers in the day to day activities.
John Johnson, 746 Baywood Circle, driver for the Seminole Community Mental Health
Center, presented a diagram and photographs explaining the ingress and egress to the center.
A petition of fifty-five (55) signatures was submitted from the property owners
within 200 feet, opposing the reopening of the fence and curb cut.
Commissioner Mercer moved to accept the recommendation from the Planning and
Zoning Commission to deny said request. Seconded by Commissioner ThOmas and carried by the
vote of the Commission as follows:

On a motion by Mr. Carli, seconded by Mrs. Roberts, again directed
staff to advise the City Commission that they erred in approving
the site plan for 311 Park Avenue in that the parkinG spaces were
not on the same lOt with the main buildinG.

The City Attorney~ advised that the zoninG of the property is SC-3 - Special
Commercial District; the use of the property is for a rooming house; the City Code addresses
the location of off-street parking spaces within 500 foot distance, also, provided in
Section 5, that the area reserved for off-street parking cannot be changed, and as a
condition of the permission Given by the City Commission the property owner tied up that lot
as lonG as this is used in that manner; it is not used as a dwellinG, but as a commercial
use.

Contract Award
Mr. Faison:
Bids were opened at 2:00 p.m. January 7, 1987 for Bid No.
86/87-12. This contract included a bid item for slightly over
100,000 square yards of 1-inch asphalt overlay for 37 street
segments together with leveling course as necessary, and a bid
item for reconstruction of First Street between Park Avenue and
French Avenue including basic str~etscape work between Park Avenue
and the west side of Oak Avenue. The >tabulation of bids from five
bidders is attached.
It is recommended that a contract be awarded to Orlando
Paving Company for the street overlay work under Bid Item A.

Commissioner Mercer reported a request from the Code Enforcement Board for clari-
fication of the fines regarding the Florida Hotel at 500 Oak Avenue. The City Attorney
reported a memorandum i~ being prepared and should be ready before the next regular meeting.
Commissioner Mercer reported Jerry Mills, Chairman of the Historic Preservation
Board, had advised him of the resignation of Ricardo Loaf, and recommending Frank Whigham to
