The City Commission of the City of Sanford, Florida, met in Workshop Session in
the City Manager's Conference Room in the City Hall in the City of Sanford, Florida, at 4:30
o'clock P. M. on January 19, 1987.

The meeting was called to order by the Chairman.
The City Manager submitted a memorandum from the Director of Engineering and

First Street Phase II Streetscape and Reconstruction
Mr. Faison:
We recently took bids for reconstruction of First Street, curb to
curb, between Park Avenue and French Avenue, including extension of
existing streetscape concrete curbs from Park Avenue to the west side
of Oak Avenue. Low bid was $195,750. This was approximately double
the amount budgeted for this work.
I have met with representatives of Briar Construction Company
(low bidder) and reviewed the various cost elements in the bid with
the following results: curbing and header work for streetscape -
approximately $20,000; street reconstruction including demolition,
new material, and overlay - approximately $175,000. This latter cost
amounts to approximately $16 per square yard of reconstructed street.
Streetscape work by City forces, brick work and plantings, was
estimated to cost approximately $15,000 additional.
Although reconstruction of First Street is a desirable long term
objective the cost appears to be extremely high, compared with the
potential cost of a good 1-inch overlay, with leveling course as
necessary. Based on our present contract with Orlando Paving Company,
I believe this work could be accomplished for approximately $30,000,
with or without the extension of streetscape between Park and Oak.
Including City employee effort the cost of the streetscape extension
should be approximately $40,000.
It is recommended that City Commission authorize negotiation of a
deductive change order/contract with Briar Construction Company for
construction of the streetscape portion only and change order to our
paving contract for leveling course and overlay.
The Commission directed Staff to proceed with negotiation of a change order for
First Street Phase II Streetscape and Reconstruction, and authorized same to be considered
at the next regular meeting.
The City Manager reported that Seminole County proposes to adopt an ordinance,
unilaterally imposing a county transportation impact fee on all development, even that
occurring completely within one of the muncipalities. Bill Simmons, Director of Engineering
and Planning, reviewed meetings with attorneys and County staff.
The Commission directed Staff to contact the Seminole County staff to request a
representative attend the Workshop meeting on February 16, 1987 to present said proposed
ordinance.

House Located on Recently Acquired Waterwell Site,
Outlease for Security and Protection
Mr. Faison:
As you are aware there is a single family residence
(approximately three bedrooms) located on the property recently
acquired for future waterwells. I have discussed this property with
Jim Jernigan relative to future dual use as a waterwell site and a
recreation facility because of the lakefront. As indicated by Jim's
memorandum of January 8, attached, he is very interested in the site
and the future use of the house. Jim and I both acutely feel the need
to protect the property against vandelism by having the house
occupied.
I have discussed this matter with City Attorney and have been
advised that there is considerable precedent with Seminole County
government and Seminole County School Board for occupancy of remote
facilities by a reliable government employee under an agreeement which
provides for nominal rental as a trade-off for security via occupancy.
Jerry Herman, Street Superintendent, has indicated an interest in
living on the property and providing this element of security under a
lease to be executed by himself and the City. Bill Colbert is
forwarding a simple form of lease which he indicates should suffice.
Since time is somewhat of the essence, and our exposure to
vandalism continues, it is requested that this concept be presented to
City Commission at the January 19 worksession and that City Commission
authorize staff to prepare a recommended lease for approval by City
Commission on January 26.

SUBJECT: Newly acquired well-field site near Kastner Property
Director recommends repair of existing house and that structure
be kept in tact for future use in the City of Sanford Park system.
The near future might see us improving lakefront beach area and use of
property as a site for a summer day camp program.
Immediate use could be made of existing structure by renting it
to an individual at a reasonable rate in return for security and
upkeep of the property.
I recommend we move on this as rapidly as possible because there
is evidence of "unwanted boarders" now using the facility.
In its present, unattended state it is a prime target for
arson/vandalism.
After discussion, the Commission directed Staff to proceed with checking the
residence to make ready for occupancy, and authorized the proposed lease to be considered at
the next regular meeting.
The City Manager submitted a tentative Budget Preparation Calendar for the 1987/88
Budget.

McDuff's Electronics, Request for Additional Signs at
Seminole Centre
Mr. Faison:
This memorandum is in amplification of information contained in
my December 5, 1986 memorandum concerning McDuff's Electronics, and is
provided for consideration at the January 19 City Commission
worksession.
Based on information submitted by West Central Signs, Inc. (agent
for McDuff's) the existing Seminole Centre sign is approximately 530
square feet, exclusive of supports. Our existing ordinance limits
regional shopping center signs to the lesser of 600 square feet
overall or 2 square feet of sign area per linear foot of lot frontage
on a public right-of-way. In this case the 600 square foot limit
would apply. The bottom of the existing sign is approximately 8 feet
above ground level. I belive no existing ordinance would be violated
if City Commission authorized installation of a McDuff's sign beneath
the lowest existing sign provided that the McDuff's sign did not
exceed approximately 70 square feet. This would allow a vertical sign
dimention for McDuff's of up to 4.8 feet.
Our existing sign ordinance also prescribes that if the regional
shopping center has frontage on more that one public right-of-way a
separate regional shopping center sign may be authorized for each
frontage. In this case Seminole Centre has frontage on both Highway
17-92 and on Americana Blvd. whereby City of Sanford could authorize
the erection of a second regional shopping center sign on the property
of Seminole Centre fronting on Americana Blvd. (P & Z should review
site plan.)
In light of the above alternatives believed open in this case, it
is recommended that no changes or special exceptions to the existing
sign ordinance are necessary in this case.
The Commission directed notice to West Central Signs, Inc. of same.

COMMERCIAL REFUSE FRANCHISING FOR THE CITY OF SANFORD
Commercial refuse pick-up can be accomplished in several ways; namely, ex-
clusive franchise to a private hauler, non-regulated open competition
amoung several private haulers, an exclusive city-operated commercial pick-
up, or a combination of city and private operator pick-up services.
The City of Sanford is presently servicing a minimal number of commercial
accounts in addition to 4 or 5 private firms operating in the same areas of
the business community. The private operators operate in a non-regulated
and non-franchised environment. Another option available to Sanford to
provide commercial refuse pick-up throughout the business community would
be a method similar to that used in some other jurisdictions and that would
be creating a non-exclusive franchise which would provide for any
commercial hauler who wanted to do business in Snaford qualifying for such
franchies and negotiating directly with the customer as is done currently.
It would appear that a non-exclusive franchise ordinance could be created
to provide a level or standard of service open to all interested haulers.
With such an arrangement it would be appropriate for Sanford to discontinue
its commercial refuse pick-up and simply monitor the franchise ordinance.
The expense to the City of Sanford for the rather minimal share of
commercial pick-ups runs approximately $100,000.00 per year not including
amortization of equipment costs. An estimated amortization figure for
equipment replacement would run between 5 to 10 thousand dollars per year.
Discontinuing service would allow dropping that expense item from the
budget and the corresponding revenue derived from billing for that service.
On the other hand, by establishing non-exclusive franchisees and setting
some sort of franchise fee as is done in other communities a revenue item
could be generated in the approximate amount of $100,000, conservatively.

Available for review are pictures of some of the problem locations from the
existin9 manner and method of commercial pick-up. Also available is a copy
of a typical non-exlusive franchise ordinance and an ordinance providin9 a
non-exlusive franchise to a private sector business. I think it would be
reasonable to assume that if such a pro,ram was established for Sanford
that. the quality of commercial refuse pick-up would be improved, the
operations could be monitored more efficiently by the City and by
eliminatin~ the City-operated commercial route the City revenue/expense
accounts would be enhanced...that is expenses would be controlled by
eliminatin~ that particular facet of service and revenues would be enhanced
by establishin~ some minimal franchise fees.
George Colleco, Dump Ail, Inc. was present and suggested areas for consideration
durin~ bidding.
The Commission requested more information to be presented at a future workshop
session.
The Chairman announced the February 2, 1987 Workshop Session start at 4:00 o'clock
and will be a tour of the entire city identifyin9 projects already underway or about to be
undertaken.
