030287-Special SessionMINUTES City Commission, Sanford, Florida March__2, 229 The City Commission of the City of Sanford, Florida, met in Special Session in the City Manager's Conference Room at the City Hall in the City of Sanford, Florida, at 4:15 o'clock P. M. on March 2, 1987. Present: Mayor-Commissioner Bettye D. Smith Commissioner Whitey Eckstein Commissioner John Y. Mercer Commissioner Bob Thomas Commissioner A. A. McClanahan City Attorney William L. Colbert City Manager Frank A. Faison City Clerk H. N. Tamm, Jr. The meeting was called to order by the Chairman. The Chairman.'i.~nno!un~e-~the purpose of this Special Meeting was to consider an appeal of the denial of a site plan by the Planning and Zoning Commission'. The City Manager submitted a memorandum from the Director of Engineering and Planning as follows: MEMORANDUM FEBRUARY 25, 1987 TO: City Manager FROM: Director of Engineering and Planning SUBJECT: Sanford Arms Apartments Site Plan Appeal Mr. Faison: The attached letter of February 24, 1987 has been received from Sanford Arms Development, Inc. It requests City Commission review and approval of the site plan, as amended, which was denied approval by Planning and Zoning Commission at their meeting on February 19, 1987. Revised drawings, providing correction for dumpster location and additional landscaping around the property have been received and reviewed. Based on these revised drawings I believe the project meets all applicable City codes and ordinances. Joseph Kantor, President, Wescott-Invo Development, Inc., appeared to report the Planning and Zoning Commission turned down the project for reasons as folloWs: 2. 3. 4. 5. Dumpsters locations. Buffer Landscaping on Hartwell Road. Density. Traffic Impact. Fire Hazard. After the February 19, 1987 Planning and Zoning Commission meeting, he met with the Engineering and Planning staff and has provided the City with modifications to issue #1 and #2. Regarding issue #3 - Density - it is zoned for 190-200 Units (MR2), their plans are for 140 Units. In reviewing issues #4 and #5, Mr. Kantor reported no adverse effect on Hartwell, as Hartwell Road will be paved and the Fire Department has approved the building plans. Clayton Hartsoe, 2102 Hartwell Drive, appeared to report existing drainage problems in the area of West 24th Place and Hartwell Road, and opposed any further apartment dwellings in the area. William H. Balzer, 222 Bradshaw Drive, appeared in opposition to the development.
