040687-Workshop Session290 MINUTES City Commission, Sanford, Florida April 6, 19 87 The City Commission of the City of Sanford, Florida, met in Workshop Session in the City Manager's Conference Room of the City Hall in the City of Sanford, Florida, at 4:30 o'clock P. The City Manager submitted a memorandum as follows: MEMORANDUM April 3, 1987 TO: FROM: RE: MAYOR AND CITY COMMISSION CITY MANAGER URBAN SERVICE PROPOSAL The attached draft proposal is provided for your review. If you concur with the general thrust of the proposal, the next step should be a joint workshop meeting of City and County Commissions. The agenda of such a meeting would provide an opportunity for respective Commissioners and staffs to present specific recommendations. The reason for withholding City action in favor of a joint meeting of both elected bodies is to insure that both Commissions establish policy concurrently and in a face-to-face manner. Both Commissions should do this jointly in a public format in order to better avoid the pitfalls of misunderstanding and dilution by third-party discussions. In summary, it is recommended that the City Commission review this proposal and determine whether the specific recommendations have merit. Upon concurrance by the City Commission the proposal should be transmitted to the County Commission Chairman and Commission members requesting that a joint workshop meeting be set up to further discuss the proposal. For Discussion Purposes Only PROPOSAL FOR A NORTH CENTRAL URBAN SERVICE AGREEMENT SEMINOLE COUNTY, FLORIDA March 30, 1987 Intent and Purpose The intent and purpose of the North Central Urban Service Agreement is to establish and agree upon responsibilities, service areas and major provision of transportation, potable water and wastewater facilities and services within an area of concern to both Seminole County and City of Sanford. The immediate result of this proposal would be an interlocal agreement and good-faith actions by Seminole County and the City of Sanford. The overall result will be to insure cost effective and coordinated services and avoid inappropriate duplication and overlapping services by both entities that, if not avoided now, would drive up consumer costs to residents of the area. Agreement also regards matters of jurisdiction and the desirable resolution of differences without litigation paid for by taxpayers. General provisions of this proposal follow. Urban Service Area The North Central Urban Service Area Map illustrates an area of mutual concern to Seminole County and City of Sanford. The map is generalized. Interlocal agreements would specify that provisions apply only to incorporated areas of Sanford and unincorporated areas of Seminole County. Transportation MINUTES City Commission, Sanford, Florida April 6, With a few notable exceptions, the State of Florida and Seminole County are responsible for the major road network in the North Central area. The City of Sanford is responsible for certain collector and feeder roads. Seminole County has developed and adopted a Transportation Impact Fee program. City of Sanford's transportation planning program reflects methodologies similar to that employed by Seminole County's Transportation Management Program to identify needs and costs. The City's program will be completed within 30 days of this writing. Therefore, for the first time, a comparision between transportation needs perceived by both entities will be available. Different results are likely to be the result of different input data regarding land use and other socioeconomic characteristics. To date, City of Sanford is on record as opposing Seminole County's transportation impact fee program based on lack of City input, disagreement over socioeconomic data and resulting improvements. This proposal recommends that: City of Sanford support and participate in Seminole County transportation impact fee program, and the recently adopted Seminole County ordinance. Seminole County incorporate City-preceived needs into impact fee program for initial and update versions. Additional streets required could be classified as collectors and could increase fees for North Central District. Potable Water and Wast·water The City of Sanford is implementing a $30.5M Water and Wast·water Master Plan program that includes a Triple-A rated bond issue of $17M for the first phase. The program is based on a 201 Facilities Program that is approved by federal, state and regional agencies. The first phase includes $8.6M of grant-funded construction. The approved service area generally covers areas of the City of Sanford and unincorporated area east of I-4 and north of the U.S. 17-92/C.R. 427 intersection. The City of Sanford presently provides service to both incorporated and unincorporated areas. Seminole County has developed planning studies that generally reflect proposed services and facilities that would duplicate and overlap City facilities. With the exception of a small area with limited capacity located along County Road 427 between Sanford Avenue and U.S. 17-92, Seminole County does not now provide potable water and wast·water services in the North Central area. The proposal recommends that: 1. Seminole County support and participate in City of Sanford Water and Wast·water Facilities Program with North Central Area. City and County agree upon standard procedures and development guidelines regarding engineering and financial requirements. Fire and Rescue Service Seminole County has expressed a desire for a Fire and Rescue First Response agreement. City of Sanford now operates two fully equipped and manned Fire and Rescue Stations and has budgeted for a third. Seminole County now maintains Fire and Rescue Stations south and west of the North Central Urban Service Area, and within this area east of Sanford City limits. This proposal recommends that: 1. City and County agree to join together in a first response agreement to benefit all residents of the area. Demonstration of Good Faith To demonstrate good-faith the following immediate actions are recommended: City of Sanford rescinds transportation impact fee moratorium ordinance. Seminole County rescinds present annexation litigation against City of Sanford, and agree, generally, to not oppose right of annexation self determination by land owners within the North Central Urban Service Area. 3. Seminole County revise General Sanford Estates Draft Development Order/Conditions of Approval to reflect City of Sanford water and sewer service to be used for entire project on a direct sale to consumer basis. Summary and Conclusion This proposal reflects a balanced approach to providing urban services at the local level. Seminole County retains responsibility for major traffic circulation while City of Sanford provides major potable water and wastewater utilities in the North Central Urban Service Area. Each will support the other in meeting their respective responsibilities to residents of the urban service area. The City Manager submitted a memo from the Director of Engineering and Planning as follows: MEMORANDUM TO: FROM: SUBJECT: City Manager Director of Engineering and Planning MARCH 31, 1987 Value Engineering Recommendations for Wastewater Treatment Plant Mr. Faison: Attached** is a copy of the Value Engineering Study by CRS Sirrine, required by D.E.R. under our grant program. The report identifies ten alternatives, some with a number of variations, for our consideration and adoption. Also included is a letter of March 27 from Conklin, Porter & Holmes regarding their recommendations on these value engineering proposals. I have previously worked closely with Paul Porter on the VE proposals and am in full agreement with his recommendations relative to adoption of some and rejection of some. Principal recommendations which are recommended for adoption include the following: Utilize a pond for effluent storage at Golf Course instead of enclosed tank. A subset of that would be to use a tank without cover if a pond is not feasible. This is recommended for adoption. Design chlorine contact pipe for minimum scope. Concur. Reduce transfer pump station wet-well volume. Concur. Alum storage - use wall for alum storage containment and use one large alum storage tank - concur. Use prestressed concrete clarifier tank. Concur that this should be a bid alternate included in the plant. I will be happy to discuss these recommendations with you in greater detail. We need to respond to Conklin, Porter & Holmes and provide direction. I believe Paul Moore is already aware of the recommendations and concurs with Paul Porter's recommendations use of variable speed effluent pumps by the consultant, but which Paul Porter has considerable reservation. Following internal agreement, I need to provide a response to Paul Porter. By copy of this memo Paul Moore is requested to advise of his concurrence or discuss alternative recommendations. ** Copy on file with City Engineer. The Commission authorized same to be considered at the next regular meeting. The Commission directed the City Attorney to draft a resolution endorsing the Tri- County Leaque of Cities' support for the exchange of muck farmlands in The Everglades for mucklands around Lake Apopka and Apopka-Beauclair Canal, to be considered at the next regular meeting. The Commission next discussed a request from William David Reisig for license for sale of beer and wine for consumption on the premises at Dave's Sub Shop, 3631 Orlando Drive (Seminole Centre). The City Manager reported the request required hours of sale different from other like establishments and different from those in the City Code would make enforcement difficult for law enforcement officers. The Commission authorized same to be considered at the next regular meeting. 19 87 The Commission next discussed a request from the Sanford Historic Downtown 29 4 MINUTES City Commission, Sanford, Florida April 6, 19 87 Business Association to close First Street between Laurel Avenue and Sanford Avenue, and to close Park Avenue between Seminole Boulevard and Second Street, on Saturday, May 9, 1987 from 1:00 P. M. to 10:00 P. M. to hold "Cruise Night II". The Commission authorized same to be considered at the next regular meeting. The Commission next considered a request from New Mount Calvary M. B. Church to use a portion of City owned vacated railroad right-of-way for parking, South of 13th Street and West of Shepard Street located within 200 feet of their property to provide 16 spaces of the required 32 on-site parking spaces. The City Manager submitted a memo from the Director of Engineering and Planning as follows: MEMORANDUM TO: FROM: SUBJECT: APRIL 6, 1987 City Manager Director of Engineering and Planning New Mt. Calvary M. B. Church - Request to Use Municipal Parking Lot follows: Mr. Faison: New Mt. Calvary M.B. Church letter of 31 March 1987 requests authorization for use of parking spaces in the City parking lot just south of 13th Street, on the old Seaboard Coastline Railroad right-of- way. The Church is planning an expansion and will require 32 off- street parking spaces, in accordance with our Ordinance. They presently have only 16. The relative location of the Church site and the municipal parking lot is shown on the sketch provided with their letter, as well as the attached base map excerpt. Distance between the parking lot and the Church property is approximately 220-feet. Our Ordinance, Article VI, Section 3 (2) specifies that parking spaces for uses other than residential shall be provided on the same lot or no more than 500-feet distant, as measured along the nearest pedestrian walkway. Our Ordinance provides that in the SC-3, Special Commercial Cistrict, City owned parking lot capacity may be counted under certain circumstances if within 800-feet of the facility under consideration. This provision is actually applicable only for our downtown area. The City recently granted a right-of-way use permit to a church on 12th Street for the use of an unopened portion of Oleander Avenue right-of-way, as a parking lot. Similar right-of-way use permits have been granted in other cases. Since the property in question has been designated as a municipal parking lot the situation is somewhat different since exclusive use is not being sought. On the other hand, it would appear that since use by the New Mt. Calvary Church would be infrequent, and probably not in competition with commercial uses of the parking lot, there should be little or no conflict. In view of the foregoing it is recommended that City Commission approve the request of the New Mt. Calvary M.B. Church to consider the 16 parking spaces in 'the municipal lot as being assets for computation of off-street parking. Perhaps the approval should include the specified times of regular church services. The Commission authorized same to be considered at the next regular meeting. The City Manager submitted a memo from the Director of Engineering and Planning as MEMORANDUM TO: FROM: SUBJECT: City Manager Director of Engineering and Planning First Street Asphalt Overlay MARCH 31, 1987 Mr. Faison: MINUTES City Commission, Sanford, Florida April 6, 295 19 87 I have received a proposal from Orlando Paving Company, under our Phase II street resurfacing contract, to mill the surface of First Street between Oak Avenue and French Avenue, prior to application of leveling course and final overlay. The proposed cost of this work is $7,500, lump sum. It is believed that this milling, prior to application of leveling course, will decrease the amount of leveling course material required, by more than $7,500. This milling will also reduce the build up of asphaltic material which could adversely effect drainage characteristics and should improve the adhesion of new asphalt to the street. It is therefore recommended that City Commission approve a change order to the Phase II contract for this milling. The actual application of leveling course and overlay on First Street between Park Avenue and French Avenue is not presently included in the Phase II contract, although it has been our intention since rejection of bids on the separate First Street reconstruction contract, to add this overlay/leveling course work to the overlay contract. Cost for this work will be the unit prices not in effect, i.e., $1.92 per square yard for overlay and $35.65 per ton for leveling course. City Commission's approval is requested at this time to include this work in the same change order that includes the milling of First Street. The Commission authorized Change Orders to Phase II Paving Contract with Orlando Paving Company for resurfacing work on First Street to be considered at the next regular meeting. The City Manager submitted a memo from the Director of Engineering and Planning as follows: MEMORANDUM MARCH 31, 1987 TO: City Manager FROM: Director of Engineering and Planning SUBJECT: Lee P. Moore Park Paving Mr. Faison: City of Sanford previously advertised and opened bids for paving of tennis courts, parking lots, and other paving for Lee P. Moore Park. Because of cost, all bids were rejected. Subsequently, Public Works Department has done significant work in building the limerock pads for these facilities, but does not possess the capability or equipment to apply the finished asphalt surface. Attached letter of 27 March 1987 from Orlando Paving Company proposes to perform the asphalt installation as follows: Tennis courts - $18,900.00 Parking Lot and drives - (approximately 3,522 square yards) - $10,500.00 Ballfield area paving - (approximately 1,329 square yards) - $5,600.OO Total - $35,000.00 Previous low bid for this work, including base construction was $78,918.00. I have discussed this proposal with Jim Jernigan. We both recommend acceptance of this proposal. It is recommended that City Commission approve award of a change order to our Phase II paving contract for this work. This unit is to be used to do the Paving Improvement Program, as an asphalt patching machine for Utility cuts, and other asphalt repair work as needed. MINUTES 2 9 7 City Commission, Sanford, Florida April 6, 19 87 Since the budget was submitted, we have decided to locate a used "highway" paver rather than the small "driveway" type that would be pushed to make production. We have found two used units and have evaluated both of them. The unit from H. F. Mason is by far the best one. It is still being used by the contractor as a front line unit. The unit from Adams Equipment is almost worn out and was no longer usable to the contractor without major repairs. I recommend purchasing the 1977 Cedarapids paver and accepting H. F. Mason Equipment quotation in the amount of $20,000. I recommend rejecting the quotation from Adams Equipment Co. in the amount of $22,500 for the 1973 Barber Greene paver. The Cedarapids has been well maintained as a front line paver - not as a back up unit. It exhibits some normal wear, but should provide years of service with only routine maintenance. A portion of the money saved ($33,500 - $20,000) $13,500 will be needed to install hydraulic extensions to the screed for paving running variable widths. We estimate this will cost fromm 3,000 to 5,000 dollars which would still allow about $9,000 savings. The Commission authorized the purchase of an asphalt spreader to be considered at the next regular meeting. Low bidder, Southern Ambulance Builders, supplied only brochures of a general nature. They did not supply any technical information to support compliance with our specifications. 2. Second lowest bidder, First Response, Inc., does not meet bid specifications for the following reasons: A. The chassis that they bid is a Chevrolet chassis with a 454C!D engine. Our experience wi=h that engine has not been good. We prev- iously have had three (3) units with-the 454CID engine and all were plagued with constant problems. B. Compartment sizes do not meet those specified in our bid. This is an important factor due to the fact that the unit must be capable of carrying the equipment necessary to do our job. C. The bid specifications supplied by First Response stated specific- ally that they would not deviate on compartment size. 3. Aero Products is high bidder at $45,553. and does meet specifications. 4. Starline Enterprises proposal does meet bid specifications and is lower at $44,445.: A. Starline is a local company and therefore it would be much easier to monitor cons=ruction and progress of this unit. The Commission next reviewed the Drug Testing Policy and authorized same to be considered at the next regular meeting. Jay Marder, City Planner, presented an overview on the Comprehensive Planning Program, and presented the Commission with the 1987 City of Sanford Planning Program Handbook. The Commission discussed improvements to Mill Creek, suggesting a bridge for crossing Mill Creek, and authorized same to be considered at the next regular meeting. The Commission authorized the discussion of a curator/administrator for the General Henry S. Sanford Museum and Library as part of the budget process. Commissioner McClanahan reported that he had heard many conflicting reports regarding the Code Enforcement Board fines for the "Florida Hotel" located at 500 Oak Avenue, and the Commission authorized discussion of the fines to be part of a near future Workshop Session agenda. The City Manager reported the organizational meeting of the Group Homes and Foster Care Facilities Advisory Committee is scheduled for Tuesday, April 7, 1987 at 7:00 P. M. in the City Commission Conference Room. The City Manager reported the Regular City Commission Meeting on the fourth Monday in May will fall on May 25, Memorial Day, a holiday for city employees and the Commission directed the meeting to be held on Tuesday, May 26, 1987.
