the City Manager's Conference Room of the City Hall in the City of Sanford, Florida, at 4:30
o'clock P. M. on April 13, 1987.

The meeting was called to order by the Chairman.
The Chairman announced the meeting had been called to discuss proposed effluent
disposal at the Sanford Airport.
Bill Simmons, Director of Engineering and Planning, appeared to give a brief over-
view of background of the effluent disposal problems in the City of Sanford. Mr. Simmons
reported in the 201 Plan, a facilities type plan, required by the Environmental Protection
Agency (EPA) and the Department of Environmental Regulation (DER), the Airport site has been
mentioned in two or three generations of 201 Plan as a site for-'~ treatment plant or a site
for possible land application of treated wastewater. When the City lost the Yankee Lake
site, the City looked into various alternatives in order to meet the requirements of DER to
cease discharge into Lake Monroe. The City looked at parcels of land West of the City,
parcels of land East of the City, all of which involved purchase of land, in some cases,
very expensive land. The City proposed to utilize existing City owned property to the
greatest extent possible, recognizing certainly in the case of the Airport, that not all of
the Airport land would be suitable for utilization. Recognizing that the City had a
shortfall, capacity-wise, of approximately one million gallons per day annual average, the
City proposed to DER for the use of this land to the best potential possible, and requested
DER to give the City a wet-weather discharge into Lake Monroe or the St. John's River, down-
stream of the Lake, of one million gallons annual average. The City had early indications
from the Airport Authority, in letter form, that this was something that the City could work
on, and work with the Federal Aviation Authority (FAA). However, the indication from FAA
was that they would really rather not do it. The City felt they did not have a whole great
deal of choice and moved forward to develop this alternative.
Mr. Simmons presented an area map outlining the distribution system in order to

get the re-claimed water to the major sites and smaller parks. The City is in the final
stages of design of the system which will involve putting approximately three million
gallons per day at the Airport, a little under one million gallons per day at the Golf
Course, and making up any difference of up to a little over four million gallons per day,
total, on all the individual little parcels of land, including City Hall and Fort Mellon
Park. The City has complied, with the guidelines provided by the Airport Authority, the
utilization of the land which was indicated as available. This is consistent with the
Master Plan for the Airport Authority for a ten year period. The City is upgrading the
existing plant to meet the State requirements for application public access spaces, such as
parks and golf course. Although the Airport is not public access space, the City will treat
all of the effluent to the same degree, and exceed the requirement land application at the
Airport.
Paul Porter reported his firm was employed by the City to provide final
engineering plans, designs and contract documents for improvements of the treatment plant,
and a re-claimed water distribution system. The City will be producing what DER categories
as unrestricted public access effluent or reclaimed water. Mr. Porter pointed out and named
the areas and parks proposed to be used. The system of mains serves as a "backbone" to make
this water available to residential areas, commercial re-use, irrigation of commercial
landscaped areas, or other types of water re-use. The City's position is that the first
phase would be restricted to City-owned sites.
Mr. POrter presented a slide presentation of the same type system used in Cocoa
Beach, excerpts of a WFTV video, "Florida Waterwheel" taped in 1981, of the system used in
St. Petersburg, and explained the systems will be almost identical.
Mr. Porter presented a systemic drawing to the Sanford Wastewater Treatment Plant,
showing the existing units and units to be constructed. The aeration tank thoroughly
oxidizes the wastewater and then the two clarifiers let the solids settle. Adding a third
clarifiers would provide higher reliability, although' it is not needed from a capacity
standpoint. The flow that comes from the clarifiers is a clear liquid that would go through
tertiary filters which removes most of the turbidities and chlorinated. The flow then goes
through a sixty inch chlorine contact line to a transfer pump station where it is analyized
and if it meets the criteria, the water is transferred into the storage tanks, where there
is additional chlorine-contact time. Then it is pumped into the re-claimed water
distribution system.
Dr. James Taylor from the University of Central Florida, reported that the water
is not as nearly as corrosive as rain water, and no adjustments will be needed for the PH in
the water.
Extensive soil work has been done at the Airport, so it is known what kind of a
load can be applied. Aerial photography and contour mapping of the City have been done,
giving the basis for the irrigation system.
Mr. McNamara reported after talking with the Airport Authority, the design had
been reduced from over 700 acres to under 600 acres. The City will stay 150 feet from the
center line of the runways for any sprinkler operation. Mr. McNamara demonstrated the two

types of sprinklers to be automatically operated. The design is a "claim-wind" program and
will be operated in such a manner as there will not be "wall-to-wall" water at any one time.
No water will pond on the surface. Thanks to computerization, there is full control of the
system, allowing shut down in an emergency, or even not allow a certain set of sprinklers to
be operated. Mr. McNamara described programs designed for South-wind, West-wind, East-wind
and North-wind with 32 satellite controllers. Mr. McNamara reported plans for haying the
field, and with the grass at 12 to 20 inches, and he does not anticipate any problems with
the birds, because the grass will be higher than they like. The only time there should
possibly be a problem is while mowing the grass, and a possible solution would be to mow
during the dark hours when the birds are roosting. There is a dead orange grove on the East
of the designated area which will be removed to eliminate the roosting areas. Mr. McNamara
stated that crop production and crop sale will be secondary to the operation of-the Airport
and to the operation of the effluent application.
Mr. Simmons reported City employees will maintain and operate the system. The
wet-weather discharge basically will be used if there are times when it doesn't make sense
to put a drop of water on the Airport. We are working with DER now on some tests of the St.
John's River downstream of Lake Monroe to tell us how much can ultimately be put in the
Rive~. The project described here today is estimated to cost four million dollars for what
goes on the Airport. The project still remains the most attractive considering other
alternatives with land purchase upfront. Mr. Simmons reported he would like to go forward
with this same presentation to the FAA in the near future with blessings of the Airport
Authority.
Don Knight reported he visited an airport in Venice where the system is three
years old and already re-location is being planned. Aircraft at this airport have recorded
several bird strikes and these are my feelings:
PLUSES: The effluent spray is discharged temporarily.
MINUSES: The system is expensive - 3 to 4 million dollars.
Concerns were discussed as follows:
FAA approval, or disapproval and possible shut-down of the Airport.
Potential expansion of the Airport with commercial airlines.
Location of some of the sprinklers within 50' of the runway.
The City Manager reported City Staff is seeking at this point of the design
proposal, a move or motion from the Airport Authority that will receive the proposal, and
support the City presenting it to the FAA.
Chairman Shoemaker stated that Airport Authority Board would consider the request
at the next regular meeting.

The continuation of a Public Hearing, tabled from February 9, 1987, was held to
consider rezoning a portion of that certain property lying East of Seaboard Coastline
Railroad Right-of-Way and North of Airport Boulevard from MR-2 (Multiple-Family Residential
Dwelling) District to PUD (Planned Unit Development) District.
The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed rezoning. No one appeared.
The City Clerk reported having received a letter, dated April 8, 1987, from Zom
Development, Inc., the owner, requesting the Public Hearing be continued to the first
meeting in June, 1987, to allow them time to work out details for a closing in April on the
three (3) acre parcel they will dedicate for "park" land.

Commissioner Eckstein stated several public meetings had revealed the broad
concerns of various routes of the proposed toll expressway through Sanford, and would like
to encourage the City Commission to, early-on, take a position on the expressway routing by
resolution and forward the same to the Expressway Authority. Commissioner Eckstein
suggested wording of the resolution to include information as follows: The City of Sanford
hereby registers strong opposition to the routing of the expressway through the City of
Sanford~ Such routing through the City of Sanford will be very disruptive to homes and
businesses, extremely costly, and will provide very little additional benefit to the overall
project. It is therefore recommended that the Expressway Authority consider first,
terminating the North-end of the expressway in the vicinity of C. R. 427 and Sanford Avenue
and Lake Mary Boulevard extended or follow an Easterly route around Sanford.
Eddie Sullivan, 603 Grovewood Avenue, Groveview Village, appeared and presented a
petition of approximately 450 names from Groveview Village and Hazel Glen Subdivisions
opposing the route through said subdivision. Mr. Sullivan suggested the Commission send a
copy of their resolution to the Expressway Authority, Representative Rich Crowley, Orlando,
Representative Frank Stone, Casselberry, Representative Stan Baner, Eustis, Tom Dredage,
Winter Park, Senator Richard Langley, Clearmont, Tony Jennings, Orlando, John Volk, Merritt

After discussion, Commissioner Eckstein moved to authorize the City Attorney to
prepare the proper resolution for adoption on April 27, 1987, and authorize the Mayor to
sign a letter opposing a regional expressway authority, at least until an alignment has been
set. Seconded by Commissioner Mercer. Commissioner Mercer moved to amend the motion to
oppose a route through Sanford or between Sanford and Lake Mary, and to recommend a route
East of Sanford. Seconded by Commissioner Thomas. The Chairman announced that the
amendment had passed, and called for a vote on the motion as amended. Said motion was
carried by the vote of the Commission as follows:

i would like to request that the Sanford City Commission grant my wife
and i a waiver or variance to allow our dhain-link fence to remain on the
city right-of-way along Coronado Concourse.
We have been served notice by Code Enforcement Officer Dan M. Ftorian
that the fence is on public property so we would appreciate the City
Commission's consideration at t~r~"'earliest possible date.
We'ourchased the house in November 1984 with the fence already there.
In c~e~k-ir~g'--wlth the ,previous owner, Tom Ball, I determined that the fence
has been in its present location since about 198I. At that time it was placed
on the city righT-of-way so that it would be in line with a fence to which
it was being connected to on an adjacent parcel.
In light of the fact that the fence has been in its present location for
about six years and has not created any problems or difficulties, we request
permission to leave it there.
I might mention that I had discussed the fact that the fence encroached
on c£t~ rfght-ef-way with Milton S~ilh, when he was g"~City Commissioner, and
he assurred me at the time that there was no problem.
% would also like to point out that you can find numerous other homes in
my immediate neighborhood that also have fences that encroach on city right-of-
way.
~e fence and propert'y on both sides of it are well maintained and
because the fence doesn't extend into the front yard or my residence, it in
no way is a traffic hazard at the intersection of 24th Street and Coronado
~ncourse.

Mr. Faison:
The attached letter of March 4 from Mr. John D. Blackwood
requests a waiver or right-of-way use permit for an existing chain
link fence partially located in the right-of-way on Coronado
Concourse. The attached drawing shows the location of this fence,
relative to edge of pavement and to property lines.
Mr. Blackwood indicates that the fence was at that location when
he purchased the house in November 1984 and that it had apparently
been in place since about 1981.
It is recommended that a waiver or right-of-way use permit be
granted for this fence, as now installed.
On recommendation of the City Manager, Commissioner McClanahan moved to approve
the request for a variance to allow a chain-link fence to remain on the City Right-of-Way
along Coronado Concourse located at 308 West 24th Street.

Mr. Bob Ball appeared to report efforts were being made to entertain the
possibilities for a community swimming pool for young people, and same would be presented at
a later date.
The Commission next considered a request from Reverend G. W. Warren, Pastor, New
Mount Calvary M. B. Church for use of a portion of City owned vacated Railroad Right-of-Way
South of West 13th Street and West of Shephard Street for parking within 200 feet of their
property to provide 16 of the required 32 on-site parking spaces.
On recommendation of the City Manager, Commissioner Thomas moved to approve said

Unanimously recommend the approval of the request for a
conditional use of alcoholic beverages (beer & wine) in a GC-2
zone, located in the Seminole Centre at 3631 Orlando Drive for
Dave's Sub Shop subject to the following:
No takeout of alcoholic beverages.
To be served with meals only.
No alcoholic beverage sales from 11:00 to 1:00 on
Sunday.

After considerable discussion regarding the request for a
conditional use to reduce the living area sq. footage to 1,100,
denied the request by a vote of 3 to 2, property located at 2207
Coronado Concourse in a SR-1A zone for owner, Stenstrom-Stump
Construction & Development Corp. Mr. Stump, rep., presented
documents showing 1,100 sq. ft. was compatible with the immediate
area. When asked by Mrs. Roberts if he would build a garage
instead of a carport, Mr. Stump did not feet it was advisable as
there are few or no others in the area. Mr. Stenstrom also spoke
in favor.
Gary Taylor, led the opposition. He stated the request should not
be reheard because it had been turned down previously. The
opponents did not want small homes on small lots. Phil Catone,
Earnest Riddle, and Shirley Merida also spoke in opposition.
The motion to deny was based on the belief that 1,100 sq. ft. of
living area was too small. The motion carried by a vote of 3
(Mrs. Roberts, Mr. Davidson, and Mr. Keith) to 2 (Mr. Carli and
Mr. Morris).
Recommend the employment of the consultant, Ivey, Bennett, Harris
& Walls, Inc. to include a concurrent revision of the land
development codes to be in conformity of the state's requirements
for Sanfords Comprehensive Land Plan by a vote of 4 to 1.
Directed staff to inform an owner of rental commercial property
with 2 or more tenants to notify his tenants of any public
hearings for conditional uses affecting his property.
On recommendation of the City Manager, Commissioner Thomas moved to approve the
request from Dave Reisig, representing Horne Properties, for a conditional use for sale of
beer and wine for consumption on premises at 3631 Orlando Drive in a GC-2 (General
Commercial) District in accordance with Chapter 3 of the City Code. Seconded by
Commissioner McClanahan and carried by the vote of the Commission as follows:

RECOMMENDATIONS
After discussion regarding the legal opinion rendered by the City
Attorney on consumer service establishments in a RI-1 zone,
unanimously moved to recommend that the City Commission delete
from the Zoning Ordinance, Appendix A, Art. V., Section II,
Paragraph A: Uses Permitted, Sub Paragraph 9: and consumer ser-
vice establishments.
Staff said that a bingo operation, which had generated the
original request for the opinion on consumer service
establishments in a RI-1 zone, is permitted as enclosed
commercial recreational establishments in an RC-1 and GC-2 zone.
It was also suggested that this use should be considered as a
conditional use since it would not necessarily be appropriate in
all commercial areas.
The Planning and Zoning requested an opinion from the City
Attorney regarding the bingo as a game of chance and any
regulations from the State and scheduled a workshop to consider
the appropriate zoning for its use on the 16th of April.
Unanimously recommended that the City Commission grant permission
for Planning and Zoning to hold a public hearing on April 16,
1987 to consider the Future Land Use Plan Map Amendment.

to see if Beda Marine had been issued a license for operation.
Their site plan had been approved previously on March 5, 1987.
Ms. Sonnenberg reported that a license had been issued by the
licensing department on March 6, 1987. A notice of violation for
non compliance of the approved site plan had been sent by the
Code Enforcement Officer to both Beda Marine and to BOb Ball.
They have been given ten days for compliance, till April 8, 1987.
After being told that Beda Marine had received their license,
Planning and Zoning approved an amended motion by Mr. Malone to
recommend to the City Commission that:
City Commission have staff pull Beda Marine license tomorrow
(Friday),
have staff admit their mistake..
The amendment incorporated having the mayor and the City Manager
visit the next regularly scheduled Planning and Zoning meeting to
explain:
how such a snafu such as this could happen,
what they intend to do to prevent it from happening again,
and if an approved site plan does not carry strongly implied
licensxng requirements, to explain that and to recommend
what Planning and Zoning could do to strengthen those
requirements.
Mr. Malone felt that "between the City Commission and staff and
their capricious and arbitrary ways, this makes this job very
thankless.

Hearing on April 16, 1987 to consider the Future Land Use Plan Map Amendment.

RECOMMENDATION:
1. Approve the hiring of two part-time secretaries to fill
the recently authorized Secretary I position in
Administrative Services for the purpose of realizing
cost savings and improved "coverage" of this function.
Approve amending the existing policy regarding
permanent part-time employees, to be effective May 1,
1987, for permanent part-time employees hired after
that date.
BACKGROUN :
We have an opportunity to creatively staff this new
receptionist/message center function by hiring two (2) part-
time secretaries to work each day instead of one (1) full-
time person. There appears to be some advantages to this
approach:
Cost Savings: Some up-front cost savings would be
realized by amending the existing policy to
exclude life insurance and paid sick leave and
vacation pay.
Improved "Coverage": Prior arrangements can be
made with applicants to arrange to work the full
day if other part-time person is unable to work,
thus insuring full "coverge" of the position. If
a "full-time" person were staffed, one can assume
the position will be "uncovered" up to twenty (20)
days per year if full paid vacation and sick
benefits are utilized.
On recommendation of the City Manager, the City Commission approved the request to
hire two (2) part-time employees instead of one (1) full-time employee in the Administrative
Services area, and approved the amendment to the policy regarding permanent part-time
employees.
Commissioner McClanahan requested a report on the Code Enforcement Board's fines
regarding the Florida Hotel located at 500 Oak Avenue. The Commission authorized same to be
discussed at the next Workshop Session.
On recommendation of the City Manager and Director of Finance, Commissioner
McClanahan moved to authorize the Mayor and City Clerk to execute the proper loan papers
from Sun Bank for a period of two (2) years at a fixed rate of 6 1/4% to finance the balance
of $151,348.00 with two (2) annual payments of $75,674.00, plus interest, for the purchase
of a Vac-Con brand Sewer Cleaning Machine Model V216 and a Elgin brand Street Sweeper, as
presented to the Commission at the Workshop of March 16, 1987, and authorized by the
Commission at the Regular Meeting of March 23, 1987.
