The City Commission of the City of Sanford, Florida, met in Workshop Session in
the City Manager's Conference Room of the City Hall in the City of Sanford, Florida, at 4:10
o'clock P. M. on April 29, 1987.

David Crane, Principal Investigator
Frank Setzer, Project Manager and Senior Urban Designer
Charles Connerly, Senior Housing Advisor
Thomas Martineau, Senior Housing Advisor
The meeting was called to order by the Chairman.
The Chairman announced that the meeting had been called to discuss building new
housing through public-private partnership.
Mr. Crane, Ph.D., Director of the Florida Center for Urban Design and Research,
University of South Florida at Tampa, introduced members of his team who would work on the
$60,000 contract with the City for the Sanford Westside Neighborhood Action Program.
Mr. Crane stated his team will investigate specific systems for producing new and
rehabilitated housing in a 10-block site. Said program will be in three stages as follows:
Phase I - Information gathering.
Phase II - Conceptual plan and design.
Phase III - Adoption of a plan.
David T. Fart, Director of the Greater Sanford Chamber of Commerce, stated the
private sector fully supported the project.
Representatives from the westside neighborhood, contractors and builders,
community leaders, bankers, and developers voiced support for the program.
There being no further business, the meeting was adjourned.
