052687-Regular Session:$72 MINUTES City Commission, Sanford, Florida May 26, 19 87 The City Commission of the City of Sanford, Florida, met in Regular Session in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on May 26, 1987. Present: Mayor-Commissioner Bettye D. Smith Commissioner Whitey Eckstein Commissioner John Y. Mercer Commissioner Bob Thomas Commissioner A. A. McClanahan City Attorney William L. Colbert City Manager Frank A. Faison City Clerk H. N. Tamm, Jr. The meeting was called to order by the Chairman. The first item of business was the presentation by Jim Jernigan to Sherri Rumler of the second annual award from the Youth Advisory Committee to an outstanding SCholar/Athlete/Citizenship student from Seminole High School. The Commission also presented Sherri with a plaque as this year's recipent. WHEREAS the City Commission of the City of Sanford, Florida encourages the youth of the City of Sanford to participate in school activities; WHEREAS the Seminole High School Girls Track Team won their second consecutive State Championship for 4A schools; WHEREAS a week after winning the State Chamionship, unprecedented, they won the Girls State Heptathlon Track event; NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA: SECTION 1: The City of Sanford, Florida commends and expresses pride in the Seminole High School Girls Track Team for their second consecutive State Championship for 4A schools and their unprecedented win a week later of the Girls State Heptathlon Track event. SECTION 4: The City of Sanford commends and appreciates Principal A. W. "Wayne" Epps for his leadership to the faculty and students at Seminole High School. SECTION 5: That this Resolution be recorded in the official minutes of the City of Sanford, Florida, and that a copy be presented to Principal Wayne Epps for presentation to the faculty and students of Seminole High School. PASSED AND ADOPTED this 26th day of May, A.D. 1987. The Mayor presented said Resolution to Principal Wayne Epps, who introduced Coach Blake and the members of the team. The Commission next considered an appeal of staff decision for collection of Utility Impact Fees from Vance A. Taylor for the residence and welding shop located at 901 East 25th Street. After discussion, Cormmissioner McClanahan moved to table action pending a report from the Building Official, and pending a conference amoung the City Manager, the City Engineer, the Building Official and Mr. Taylor. The Commission next considered a request from Bob and Linda Watkins, 2532 Princeton Avenue, to waive the requirement of City Code, Section 4-43: NUMBER OF DOGS (3) AND CATS (3) PERMITTED to allow five dogs and one cat. Linda Watkins appeared to support the request. Those appearing in opposition were as follows: Cathy Baughman, 2534 Princeton Avenue Terry Sprouse, 2532 Princeton Avenue Dorothy Chandler, 2512 Princeton Avenue Mac Alexander, 2512 Princeton Avenue Loretta Skees, 2515 Princeton Avenue Commissioner Thomas moved to deny said request and to allow Mr. and Mrs. Watkins sixty (60) days to reduce the number of dogs to three as permitted. Horn for a portion of that certain property lying West of and abutting Brown Avenue and lying between West Second Street and West Fifth Avenue, more particularly described as follows: Lot 5, PALM PLACE, according to the plat thereof as recorded in Plat Book 10, Page 65, of the Public Records of Seminole County, Florida. Recommend adoption with the following revision: MINUTES City Commission, Sanford, Florida May 26, il¸ 375 19 87 Sec. 702.1.3: amend to read as follows: All other partitions required to have a fire resistance rating shall extend from the top of the floor below to the ceiling above and shall be securely attached thereto. In all multi-family units with attic above, firewall between units will extend from floor to under side of roof sheathing. Where said ceiling is not a part of an assembly having a fire resistance rating at least equal to that required for the partition, the partition shall be constructed tight against the floor or roof deck above. The design of the partitions or ceilings and any openings shall be such as to prevent spread of smoke to the corridor. 7. 1987 Edition of the National Electric Code, 1986 Edition. Recommend adoption with provision for alterations and interpreta- tions as necessary. Commissioner Mercer moved to authorize the City Attorney to prepare the proper ordinance to adopt revisions as recommended by the Central Examining Board. Harry Ellis, member of the Foster Homes and Foster Care Facilities Advisory Committee, appeared to present a Minority Report regarding the recommendations as presented by Mr. Harris. Mr. Jerry Mills, Chairman, recommended that the members who were present at the May meeting would go ahead and give their consensus on the items that were on the agenda for consideration and this consensus would be forwarded to the City Commission for their approval, so the applicants would not be held up. The contract is in the amount of $9,500, 50% of which will be paid by a State of Florida grant. This will bring the City cost to a total of $4,750, which is significantly less than the $10,000 included in this year's budget for the Historic District Survey. Also attached is a letter from Florida Department of State, Division of Historical Resources indicating their concurrence with the form of contract, which was a specified requirement prior to award of the contract. As explained in the attached letter of May 8, 1987, Conklin, Porter & Holmes is proposed to reduce certain job multipliers and fringe benefit rate multipliers, as a result of an internal audit of their actual cost experience. I have discussed this with Henry Tamm and we are both pleased to see this type of a proposal. Roy E. Williams Retired 5/1/87 Sgt. Roy E. Williams has retired from the police department effective May 1, 1987 after serving twenty (20) years as a police ~officer and sergeant. ,~ During Sgt. Williams career, his service and perf6rmance was outstanding. During his tenure, he served as a patrol officer, investigator, traffic sergeant, D.E.A. Task Force Agent, internal affairs investigator, and CCIB executive officer. Traditionally, upon retirement, the Sanford Police Department has presented the retiring officer with their service weapon as a retirement gift. I request that this procedure be followed in the case of Sgt. Williams's retirement as well. I recommend that the City declare Sgt. Williams Model 29, Smith & Wesson 9mm semi-auto pistol (S/N A174-819) as surplus property and present same to him as an expression of the City's appreciation for his 20 years of faithful and dedicated service as a police officer. This weapon was purchased approximately 12+ years ago and is valued at approximately $200. The Commission commended Staff for their encouragement of continuing education of the City's employees. 3 8 4 MINUTE S City Commission, Sanford, Florida May 26, 19 87 Jim Jernigan, Director of Recreation and Parks, reported on the progress of "Clean-up" program using D.U.I. labor. Commissioner Thomas reported the Academy Manor Homeowners Association had chosen Alternative No. 2 for the ingress/egress entrance to Academy Manor Subdivision. The consensus of the Commission was to wait until the developer improves the property abutting Academy Manor. The City Manager reminded 'the Commission of Budget Workshop Session to be held June 2, 3, 4, 9, 10 and 11, 1987 at 4:00 o'clock P.M. in the City Manager's Conference Room. The City Manager reported the City makes an annual presentation of service awards to City employees who have completed 5, 10, 15, 20 or 25 years of service, and recommended the employees be recognized by distributing awards during the City Commission Work Session on June 15, 1987, in the City Commission Chambers.
