062987-Workshop Session MINUTES City Commission, Sanford, Florida June 29, 429 19 87 The City Commission of the City of Sanford, Florida, met in Workshop Session in the City Manager's Conference of the the City Hall in the City of Sanford, Florida, at 4:00 o'clock P. Faison City Clerk H. N. Tamm, Jr. Absent: City Attorney William L. Colbert The meeting was called to order by the Chairman. The City Manager submitted a memorandum from the Director of Engineering and Planning as follows: MEMORANDUM JUNE 25, 1987 TO: FROM: SUBJECT: City Manager Director of Engineering and Planning Lake Monroe Utility Corporation, Comments Regarding Option to Purchase Mr. Faison: I have reviewed the draft Option to Purchase presented to the City Commission on June 22 by Mr. Seigler. All of the comments contained in my May 4, 1987 memorandum (copy attached) concerning possible acquisition of this utility are germane. Review of the document presented by Mr. Seigler reveals the following differences from information previously received verbally from Dr. Hickman, and discussed in my previous memorandum. The asking price has been raised from $975,000 to $1,250,000. 100,000 gallons per day of water service and 50,000 gallons per day of sewer service, for use within I-4 Industrial Park, were to be provided by the City free of any impact fees otherwise chargeable. The estimated present worth, over a 10-year buildout period, of these free connections was approximately $325,000. The option contract offered is somewhat ambiguous relative to whether the 1,500 ERC's of water and sewer required to be provided by the City under the contract are at no cost to the developer or are to be billed at our standard impact fee rates. If the 1,500 ERC's of water and sewer are to be at no cost to the developer, the approximate present worth of these ERC's, translated into our standard rates, equates to approximately $3,012,000. This matter has drasic impact on overall costs and requires immediate clarification prior to any further consideration. In previous discussions, I understood that the sites for both sewer and water plants, other than the lagoon, were to be sold in fee simple as a part of the utility system. If the City were to acquire this system I see a long term requirement for all of the water plant site and at least a part of the sewer plant site to accommodate a lift station. The provision in the proposed contract that the land must be returned to the owner in a condition usable for industrial purposes could become a major "open-ended" cost to the City, especially if the sewer plant site were found to be contaminated in any way. I understand from the newspaper that the Consumptive Use Permit issued by St. Johns River Water Management District for the waterwells may have been allowed to expire. This is a matter which should be attended to by the seller prior to any closing on the property. Water Management District should be listed as well as Public Services Commission and D.E.R. in the list of permits to be transferred. Even if it is determined that the 1,500 ERC's of water and sewer 43O MINUTES City Commission, Sanford, Florida June 29, 19 87 service are not to be provided free by the buyer, I feel that the higher asking price ($1,250,000 versus $975,000) places the City in a position of paying a higher initial cost with the greater risk of not recouping the difference in cost, over time, if the impact fees do not materialize as projected either as a result of slow development in the area or incursions by Seminole County into the service area. It is therefore recommended that if a purchase is pursued that it be done on the basis of a certain number of ERC's be provided by the City at no cost. In summary, the option contract offered may serve as a very rough basis for the beginning of further negotiations if authorized by the City Commission. The Commission took no further action. The City Manager submitted a memorandum from the Director of Engineering and Planning as follows: ME MO RAN DU M JUNE 17, 1987 TO: FROM: SUBJECT: City Manager Director of Engineering and Planning Carriage Cove North Request for Special Assessment for Road Construction Mr. Faison: The attached letter from Pete Knowles and Associates of June 15, 1987 requests that the City establish a special assessment plan to obtain funds for the construction of Rolling Hills Boulevard and Americana Boulevard. The attached drawing shows the roads believed to be intended for inclusion in the proposed assessment plan. As Pete indicates, I have had several discussions with him relative to possible factors for consideration in determining an appropriate assessment formula to be applied to property which would benefit from the road construction. It is recommended that this proposal be presented to City Commission at a worksession in order to discuss the overall concept and obtain City Commission approval prior to beginning the somewhat complex preparation of necessary documentation and legal proceedings to create a special assessment district. The City Manager suggested guidelines as follows: a) Fifty percent of the construction cost to be paid by the abutting property owner based upon the front footage on the road, and b) Fifty percent of the construction cost to be paid by the abutting property owner, based upon the approved dwelling units within the project or the allowed density of dwelling units if no project has been approved by the City. The Commission directed Staff for more information, 'and authorized same to be considered at the next regular meeting. The City Manager submitted memorandums from the Police Chief and the Director of Engineering and Planning as follows: May 26, 1987 TO: City Manager FROM: Police Chief SUBJECT: Marina Parking We need to take another look at the parking situation at the Marian. Activity has increased with traffic circulation and parking becoming more chaotic each weekend. The Marina is constantly patrolled. Numerous parking citations are issued, but this has no long term effect. Any improvements would MEMORANDUM June 8, 1987 TO: FROM: SUBJECT- City Manager Director of Engineering and Planning Marina Parking Mr. Faison: I concur with Steve Harriett's observation that we need to take another look at the overall parking for the Marina. The first step should clearly be to eliminate any existing old marking which tend to add to confusion in an already complex situation. On the other hand, I would like not to unnecessarily proliferate additional signage or pavement markings. I will work with Bob Kelly to identify those old markings which need to be permanently obliterated. Before we begin to make any changes in the overall Marina parking scheme, I recommend that the City determine its objectives for the provision of parking on the Marina, and the priorities thereof. Certain parking assests on the Marina are outleased to private business. These include all parking spaces west of Palmetto Avenue (Holiday Inn) and the northerly most two rows of parking east of Palmetto Avenue (One Harbor Place - existing and future). The remaining parking spaces consisting of one long row of spaces immediately south of the One Harbor Place outlease, the spaces located between Monroe Harbor Marina and Palmetto Avenue and the spaces located between Palmetto Avenue and the east Marina basin. The decision to allow additional commercial development on the Marina, as well as possible intensified use of the City boat ramps, has clearly increased the demand for parking as well as reducing assests to some extent. Adjustments in allocation and procedures, as well as user expectations, are in order. It is recommended that the following alternatives be considered for possible mitigation of the parking situation at the Marina: Consider establishment of a. full-time employee to supervise parking and boat launching activities. The cost of this position could be covered or mitigated by collection of a boat launching fee. Some arrangement of traffic circulation would have to be provided, however, I feel the proposal is viable since our launching ramps are the best in the area, especially for larger boats. This person could enforce a prohibition against "power loading" which tends to undermine the paved ramp. Possibly in conjunction with the alternative above although potentially mutually exclusive, we could prohibit any boat trailer parking on the Marina island, requiring that all boat trailers be parked in the municipal parking lot. A subset of this concept could be to allow only very limited trailer parking in the area between Monroe Harbor Marina and Palmetto Avenue. Installation of bumper blocks in other locations where parking spaces now allow trailer parking could eliminate this alternative, but would require enforcement. Consideration should be given to provision of some relatively short term parking. If a system of paid launching is adopted it is recommended that consideration be given to soma type of an annual tag or discount for launching for Sanford City residents. The Commission directed Staff to provide more information, and authoriZed same to be considered at the next regular meeting. The City Manager submitted a memorandum from the Director of Recreation and Parks 432 MINUTES City Commission, Sanford, Florida June 29, 19 87 as follows: CITY OF SANFORD RECREATION & PARKS DEPARTMENT MEMORANDUM: DATE: June 15, 1987 FROM: TO: SUBJECT: Director City Manager Restroom facilities at Academy Manor Park I have had the attached response back from Phil Diorio in regards to his contribution to the Academy Manor restrooms construction. His offer is to supply all the concrete work if work can be commenced on or before September 30, 1987. What he is contributing will amount to about $2,500.00 on a $10,000.00 structure. Since this is a time certain item we may want to take advantage of his contribution and transfer enough funds out of Contributions and Public Donations Account to cover the additional and go ahead and construct a restroom in Academy Manor Park. The Commission authorized same to be considered at the next regular meeting. The Director of Engineering and Planning reviewed recent site plans and final plats approved by the Planning and Zoning Commission. The Commission discussed requirements of City Code Section 4-43: NUMBER OF DOGS (3) AND CATS (3) PERMITTED. The Director of Engineering and Planning reported the Purchase Contract for approximately 2200-acre parcel of land East of the City had been accepted, and a Public Hearing has been advertised for July 27, 1987. The Commission authorized the street lights along Highway 17-92 from Airport Boulevard to Lake Mary Boulevard to be discussed at the next regular meeting. The Commission discussed and authorized appointments to the Scenic Improvement Board, the Planning and Zoning Commission, and the WINS Steering Committee to be considered at the next regular meeting.
