The City Commission of the City of Sanford, Florida, met in Workshop Session in
the City Manager's Conference Room of the City Hall in the City of Sanford, Florida, at
4:00 o'clock P. M. on August 3, 1987.

The meeting was called to order by the chairman.
Alan Sewell, Amasek, Inc., gave a presentation on the Recovery, Renovation,
and Reuse System for wastewater. He stated his firm is a Florida-based corporation
developing a cost effective and dependable biological systems for advanced wastewater
treatment and resource recovery, and is a leader_ in water hyacinth-based wastewater
technology with its patented harvesting and crop management system.
Cal Conklin, Con'lin, Porter and Holmes, Inc., stated as they develop the
hyacinth-based wastewater effluent systems the allocation of this type of system could be
considered at a later date.
Martha Yancey, Chairman of the Scenic Improvement Board asked for an
explanation of the scope and purpose of S'~I;B~ in the beautification of Sanford and an
explanation of the Ordinance creating this board. Mayor Smith explained that this was an
advisory board to the Commission. The guidelines of the Scenic Improvement Board would be
to report to the City Commission on major plans; when projects are implemented it then-
becomes responsibility of the staff to take care of project; the Chairman can go to Bob
Kelly or Frank Faison if plans are not up to specifications but may not go to staff. The
Scenic Improvement Board will be made aware of planned projects for the beautification of
Sanford to provide for the continuity of design, but the final decision will be made by the
Commission.
Mrs. Yancey stated that the Scenic Improvement Board projects are not being
maintained, and Mr. Faison noted that there are an enormous amount of projects and a
shortage of people in Ground Maintenance. The City Manager requested four more temporary
workers on a three month basis to be considered at the next regular City Commission
meeting. Suggestions were also made for volunteer labor - i.e., adopt a flower bed by
clubs in the area; or teams be created to be responsible for certain areas and hold a
contest.
The City Manager gave a brief overview of the periodic flooding problems
along First Street, a memo was submitted from Bill Simmons as follows:

Last week we had another flooding incident.along First Street as
a result of a heavy thunderstorm. It appears that the problem was
significantly compounded because our Grounds Division had applied

new wood chip mulch to the plantings along First Street shortly
before the storm event. This floatable mulch caused the blockage
of the storm drainage along First Street, contributing to the
localized flooding that was experienced.
As you are aware the new street-scape area-is being mulched with
decorative stones instead of a wood product mulch. It is recom-
mended that we discontinue using any type of floatable mulch
along First Street because of problems experienced with this mulch.
I understand that there is significant resistance from certain
members of the "First Street Business Community" to the use of
stones for mulch, tt is therefore recommended .that you consider
obtaining City Commission concurrence in this change of
The Commission was in agreement for changing the mulch to decorative stone to
help-prevent the flooding along First Street. The Scenic Improvement Board agreed to the
u-se of decorative stone in place of mulch.
The discussion for parking at the Marina was tabled until the next work session
agenda on August 17, 1987.

Intersection of Mellonville Avenue and Celery Avenue,
Improvements To
Mr. Faison:
At his request, I met with Steve Decker, Seminole County
Traffic Engineer on July 16. Steve advised that he had included in
his next fiscal year budget funds for improving the signalization
at two intersections within the City - Mellonville and Celery, and
Park and Celery. He stated that he felt that certain roadway
improvements needed to be made concurrent with the signal improve-
ments at Celery and Mellonville. I advised him that such improve-
~.ents had been discussed jointly by City and County Commission some
time ago and that there had been general agreement that some impro-
vements were warranted. He asked if the City would be willing to
participate in the street improvements, with the understanding that
the County was totally funding the signalization improvements. I
advised him that I felt the City would be willing, in light of
prior Commission discussions but that I would need some type of a
scope.and cost estimate before obtaining firm commitment. He indi-
cated and expected roadway cost improvement, primarily to
~ellonville Avenue south of Celery Avenue of between $10,000 and
$15,000.
I feel that funds of this magnitude can be reasonably taken
from gas tax revenues, whenever the project is authorized by City
Commission and executed.
Steve Decker will be responsible for preparing plans and cost
estimates. I will provide copies as soon as available. As a
separate issue, Larry Sellers has requested some type of a drainage
easement just east of Country Club Road at the very north edge of
the golf course property in order to facilitate the drainage of the
25th Street - Country Club Road intersection into the pond which
partially lies on golf course property (but not used by the golf
course) to serve as the drainage reservoir. I have advised him.

Conditional Use - Joe Gazil
Mr. FaiSon:
The attached letter of July 28, 1987 from Mr. W.Eo Knowles,
requests on behalf of his ctientr Mr, Gazil, a 6-month extension of
the conditional use permit for automotive sales on his property at
3rd Street and Sanford Avenue. This conditional use was granted by
City Commission on appeal from a Planning and Zoning Commission
denial.
The circumstances cited in Mr. Knowles' letter appear to pro-
vide reasonable justification for the requested extension. I have
verified with Bettie Sonnenberg that similar extensions have been
given in the past where circumstances warranted.
Since the previous conditional use was granted by the City
Commission, not Planning and Zoning Commission, it appears
appropriate that the request for extension should be acted upon by
City Commission.

The Commission authorized to consider at the next regular meeting a request
for an extension of conditional use permit for the auto sales at Third Street and Sanford
Avenue.
