Sanford, Florida Auqust 10, 1987 The City Commissioff of the City of Sanford, Florida, met in Regular Session in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on August 10, 1987. Present: Mayor-Commissioner Bettye D. Smith Commissioner Whitey Eckstein Commissioner John Y. Mercer Commissioner Bob Thomas Commissioner A. A. McClanahan City Attorney William L. Colbert City Manager Frank A. Faison City Clerk H.N. Tamm, Jr. The meeting was called to order by the Chairman. The first item of business was a continuation of a Public Hearing tabled from the meeting of July 27, 1987, to consider rezoning a portion of that certain property lying East of Seaboard Coastline Railroad Right-of-Way and North of Airport Boulevard to be rezoned from MR-2 (Multiple-Family Residential Dwelling) District to PUD (Planned Unit Development District. The Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to, the proposed rezoning. The City Planner, Jay Marder, appeared to recommend the rezoning with two conditions. The first condition was to replace Item ~3 of Notes -on the Development Plan with the following- a. "Open Space and recreation requirements will be met by dedication of a minimum of 1.61 acres (five (5) percent of total site area (32.1 acres)) to the City of Sanford. The 1..61 acres will be located adjacent to the future City park site (Hovananian Tract) located on the north side of Tract "E" Placid Lake". and to add Item #5 to read as follows: b. "Provisions for treated effluent take-back as part of the City of Sanford's Wastewater Management Program will be integrated into the public services for the development. Effluent take-back requirements will be computed at 270 gallons per day per dwelling unit." The Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to, the proposed rezoning. MINUTES City Commission, Sanford, Florida 483 August_. 10, 19 87 The Director of Engineering and Planning, Bill Simmons, stated that this action must be supported by letters from companies providing public utilities in the area stating that there is no objection to the proposed easement reduction from 14-fee~ to 7-feet, and the letters have not yet been received. After discussion, Commissioner McClanahan moved to table the Public Hearing to August 24, 1987 pending the receipt of the public utility letters. The Chairman announce.d that the Commission -would hear from those persons ~to speak in favor of, or in opposition to, the 'proposed closing~ The Director of Engineering and Planning stated Mr. Wolfe did not keep an appointment this week to discuss solutions to problems in this easement and recommends that this be tabled until August 24, 1987. After the discussion, Commission Mercer moved to table the Public Hearing to August 24, 1987. Mack LaZenby appeared to support the request and to answer any questions in regards to the budget. MINUTES 485 City Commission, Sanford, Florida August 10, 19 87 Commissioner Eckstein Commissioner Mercer Commissioner Thomas Commissioner McClanahan Mayor Smith Yea Yea Yea Yea Yea Presentation by Jack Bridges, Cleveland and Bridges, representing Charles Volk, asked for clarification of legal description in lease agreement and Marina Operating Franchise. Mr. Bridges stated that a new survey was completed and submitted to the City Attorney. The City Attorney noted that this was only for clarification of the subject property already in the Marina Operating Franchise agreements. Commissioner Thomas moved to authorized the City Attorney to prepare the proper amendments to the lease t° include a metes and bound legal description. Jim 'Gardiner, Chairman of the Citrus Bowl Sailing Regatta spoke on the national exposure that Sanford has received from the sailing regattas. Steve advised that he had included in his next fiscal year budget funds for improving the signalization at two intersections within the City - Mellonville and Celery, and Park and Celery. He stated that he felt that certain roadway improvements needed to be made concurrent with the signal ~mprove- ments at Celery and Mellonville. I have advises him that we wilt work on this together. The initial contact was for safe drinking water, and further the developers are responsible for extending the utility lines to their site for service. Pete Knowles stated that in 1971 to 1973 the City set a water main policy that 13-15 hydrants be installed per year. He also noted that this was a City owned building and it would be in the best interest to provide protection for the Country Club building.
