The City Commission of the City of Sanford, Florida, met in Workshop Session in
the City Manager's Conference Room of the City Hall in the City of Sanford, Florida, at
4:00 o'clock P. M. on August 17, 1987.

The meeting was called to order by the Chairman.
The Commission discussed the contribution from the local chapter of MADD (Mothers
Against Drunk Drivers) and their desire to purchase some equipment for the BAT Mobile. The
Commission directed the City Manager place this on the next regular agenda for the City
Commission meeting of August 24, 1987.
The Mayor announced that the Secretary of State, Jim Smith, will be at City Hall
at 9:30 a.m., Friday, August 21, 1987 and to present a check for construction of the
Memorial Band Shell.
Ernie Cavallaro, representing Sanford Central Park, requested credit for
utilities for Sanford Central Park. Mr. Cavallaro stated that the Park built to City
specification a regional lift station in the industrial park for $57,000., and we are
asking for a credit from the City of $21,960. or that the City absorb the costs of the
lights. The City Engineer, Bill Simmons, recommended the City reimburse Sanford Central
Park. The City Manager stated the situation is unusual, in that the lift station caPacity
is more than the project uses and is available to the City upon paying the difference which
is an equity position. The City Manager stated that he recommends that the equity be
recognized and that a reimbursement be issued for $20,552.
The City Commission recommended same to be put on the Agenda for August 24, 1987.
The City Commission reviewed the June 1987 statement from Stenstrom, McIntosh,
Julian, Colbert & Whigham, P.A.
The City Commission discussed the Marina Isle and the Monroe Harbour Marina
expansion and other approved uses. The second item was the recommendations made by the
Sailing Council, stating that they would like a broader use of the beach. The City Manager
noted that the City could not provide this due to the fact the most of the beach area is
leased. Other recommendations made by the Sailing Council would require two State
licenses from DNR and DER as well as a Federal license from the Cor~ of Engineers. The
City Manager recommends a complete study be done before heading in any one direction. The
third item is parking, with the City helping in directing loading and launching of boats.
The City Engineer stated that in the area north of the boat ramps were 134 single
parking spaces or 53 double spaces, and an additional 86 single spaces at the party boat
site. Bill Simmons recommended that all trailers should be parked in the Municipal parking
lot, which may require supervision on weekends and holidays. A fee might be required for
launching of boats to help defer the cost of the supervision as well as the maintenance of
the boat ramps. The beach area has triloch and rock for stabilization that cannot be
removed.

The City Manager recommended consideration of charging for licenses, parking
passes, or putting up signs no trailers on the lot. The City Manger suggested that a
Workshop be held with the Sailing Regatta Committee and admit to them that more access to
the beach is slim and the rock cannot be removed from the beach. The City will take the
position of sanding over the rocks for the December Sailing Regatta, but this would be the
last time the City will pay the bill.
The City Commission recommended that a Workshop be held in October with the
Sailing Regatta Committee.
Martha Yancey, Scenic Improvement Board Chairman, asked for clarification of the
Ordinance governing the SIB. The ordinance states that the SIB will advise, council and
consult with the Commission and the City Manager on the entire field of beautification of
the City. Commission McClanahan stated that the Chairman should consult with the
Commission and the City Manager but not every member of the board. Chairman Martha Yancey
agreed that she would deal with the Commission and the City Manager. Commission Mercer
stated that the SIB has made remarkable progress in the beautification of Sanford and that
they should continue as such. Chairman Yancey, stated they would like to work with all the
components of beautification, including the plants, soil, budget and the talent to see that
the project is completed on City property. The Commission was in agreement with said
statement. The City Manager was asked to submit the plans before the projects are started
so they would be consistent with the master plan. The City Manager stated that this would
slow down work procedures substantially on small projects, but on all large projects as
well as projects in the future we will provide lists of areas to SIB. The City Manager
stated that he would like to submit the lists to SIB and invite general advice and
guidelines and how they think the projects should be done.
Chairman Yancey asked if the Commission would mind if the SIB held some education
seminars for the public on plants and beautification. The Commission was in agreement with
this recommendation. Sara Jacobson and Kit Carson presented a recommendation to the
Commission in reference to the Ground Maintenance Division needing assistance. They suggest
that the lists be divided into two lists, one needing skilled personnel and the other
requiring maintenance only. SIB recommends that Ground Maintenance be responsible only for
sites that need skilled labor. SIB also recommends that the City provide for the
maintenance for special contracts to qualified maintenance companies and groups. Certain
areas should be selected with specific boundaries, maintenance would include fertilizing,
trimming, edging and the contractor should function under the Ground Maintenance Division.
The Commission accepted the report and recommendations from the Scenic Improvement Board.
The Commission reviewed the Registrar and paying Agent Agreement with Citizens and
Southern Trust comPany for BANs. The City Manager recommended said company as the paying
agent and registrar for BANs.
The Commission authorized same to be placed on the August 24, 1987 Agenda.
The discussion of Lot Mowing Policy was postponed until a later date.
The Commission discussed the Traffic Signal Maintenance Agreement with Seminole
County for signals located along U.S. Highway 17-92 and State Route 46.
The City Engineer gave a brief overview of the Traffic Signal Maintenance

Attached are proposed maintenance agreements with Seminole County
forwarded by their Traffic Engineer, Steve Decker, on July 20, 1987.
Signals proposed for maintenance by Seminole county are those
located along U.S. Highway 17-92 and State Route 46 for which
the City of Sanford presently has maintenance responsibility.
I have discussed this matter with Bob Kelly and he agrees that due
to the relative complexity of the control system of these signals
it would be desirable to formalize the proposed agreements. Bob
indicated that in many cases he presently goes to Seminole County
for support on maintenance of these signals. Proposed agreements.
are for the following signals:
1. U.S. 17-92 and 3rd Street
2. U.S. 17-92 and 15th Street
3. U..S. 17-92 and 20th Street
4. U.S. 17-92 and State Street
5. U.S. 17-92 and P.ark Drive
6. U.S. 17-92 and Walmart Plaza
7. State Route 46 and Park Avenue
Mr. Decker also forwarded proposed agreements for the Fire
Station signals on Highway 17-92 for Fire Station ~1 and Fire
Station ~2. It is recommended that at this time the City con-
tinue maintenance responsibility of these relatively simple
signal systems.
The proposed agreements provide for monthly reimbursement of
actual cost incurred by-the County in maintaining these signals.
Estimated average maintenance cost per signal is approximately
$400.00. Bob Kelly has indicated availability of funding from
his budget.
The Commission authorized to cOnsider the agreement at the next regular meeting.
The Commission reviewed the Community Development Block Grant Inter-Local
agreement received from Seminole County for the subgranting of $300,000 of CDBG funds to
the City of Sanford and the enlargement of the Georgetown Target Area.

Proposed Amendment for
CDBG Contract # 87DB-91-06-69-02-H43
The CDBG Citizens Advisory Council, during their August 12, 1987
meeting, reviewed and took action on the CD0 staff proposed amend-
ment for the subject grant. The proposed amendment would expand
the target area boundries, adjust line item budgets, and amend
accomplishment levels.
The CAC was provided with a map representing the proposed expan-
sion boundries. After considerable deliberation the CAC voted to
approve the boundry limits. By a vote of 4 to ! approve/disapprove.
The CAC acted on the adjustment of line item budgets and th~ amend-
ing of accomplishment levels separately from the target area boundry
issue. The CAC approved unanimously the following adjustments:

The CDO staff in accordance with the opinion of the CAC, is recomm-
ending that the City Manager submit this amendment proposal to the
City Commission and recommend its approval.
The Commission authorized to consider at the next regular meeting said request.
The Commission reviewed the Comprehensive Plan documents including the Future
Land Use Plan, Downtown Design Concept, Intergovernmental Coordination Plan, and Evaluation
and Appraisal Reports. The City Manager submitted a memo from the City Engineer on the

The following draft plan elements accompanying this transmital
represent materials that would be adopted by the City Commission.
1. Future Land Use Plan: This is the "keystone" element of the
plan. An outline of Major Development Concepts is also
provided.

2. Downtown'Desian Concept: This concept is proposed to become
an optional element of the Comprehensive Plan. In general,
Sanford's downtown deserves special attention beyond more
general considerations typically found in the Future La~ Use
Plan and ~ousing Elements of The Comprehensive Plan.
3. intergovernmental Coordination Plan: This proposed element
incorporates recent initiatives of the City Commission
including the City-County Planning Concept promulgated in
1986 and the North Central Urban Service Area promulgated
in the 1987.
Evaluation and Appraisal Report: This report is a five-year
statutory requirement that must be adopted in the same manner
as the comprehensive plan elements.
The following selected'draf't support document chapters provide
the data and analysis upon which the Plan is based. These
materials supplement the 1987 Planning Program ~andbook provided
earlier in the year and would not be adopted.

Recommended Adoption Schedule
Adoption of a comprehensive plan takes approximately 90 days from
first to second hearing by the City Commission. Pursuant to
discussion and general agreement at the Planning and Zoning
Commission Workshop of August 6, 1987, plus subsequent discussion
with Ivey Bennett Harris and Walls, the following public hearing
dates are recommended for adoption of the City's new comprehen-
sive plan and the related evaluation and appraisal report~
September 17, 1987: Planning and Zoning Commission
September 28, 1987: City Commission Transmittal Hearing
December 28, 1987: City Commission Adoption Hearing
The schedule assumes that public participation programs will be
conducted throughout the October through December period between
plan transmital and adoption by the City Commission. This period
should provide sufficient opportunity to refine the various ele-
ments of the plan based on input by all parties, ID this regard,
assistance from the Mayor and Commissioners in coordinating the
public partication program within the various neighborhoods and
civic organizations will be solicited by city staff.
~n terms of statutory constraints, this process will be the
second of two yearly opportunities to change the City's compre-
hensive plan during 1987. The new plan adoption ordinance will
replace ra~her ~han amend the existing plan's (1979 Plan) adop-
tion ordinance.

meeting on August 24, 1987.

Final Report - Downtown Parking and Traffic
Circulation Study
At long last, the Downtown Parking and Traffic Circulation Study
by Howard, Needle, Tammen and Bergendoff has been completed and
is provided. A total of eight copies are provided, five for the
Mayor and Commission, one City Manager copy and two for the
newspapers. Other key participants in the study are being pro-
vided with copies. The following list summarizes major findings
and recommendations of the study:
During peak demand periods, existing 'parking space deficien-
cies in the First Street commercial area can be accommodated
through surplus parking on adjacent blocks assumin~ slightly
longer walking distances. --
Over 70% of d-owntown trips were for short shopping or person-
hal business purposes. The existing two-hour parking limit
on First Street should be reduced to one-hour.
Eventually the intersection of Sanford Avenue and Second
Street should be signalized with interconnection to the
signal at Sanford Avenue and First Street.
Eventually the three signals on First Street should be
interconnected.

Diagonal parking along very wide pavement sections of First
Street is suggested.
Future parking deficiencies are predicted for downtown areas
east of Park Avenue (442 space deficiency). Three options to
meet future demand are as follow:
- Provide new parking areas.
- Require development to provide sufficient parking.
- Combination of above.

Financial alternatives to implement a parking management
system:
- Parking Meter Revenue.
- Special Assessment Tax District.
- Parking Impact Fee.
Expand Courthouse lot by closing Hood Avenue to gain as many
as 90 spaces.
Target blocks bounded by 2nd Street, 3rd Street, Oak Street
and Sanford Avenue for future land acquisition for parking
lots.
The City should reduce the. present 10'x20' parking stall
requirement to 8.5'or 9'x18' with a 27' aisle for new or
remodeled off-street parking facilities.
Improved signage on First-Street, French Avenue and I-4
should direct traffic to city and county facilities in a more
efficient manner.
Update the parking study at 5-year intervals to reassess the
need for additional parking, such as but not limited to a
parking structure on the Courthouse lot.

The Mayor announced there will be a short Sunrise Service in Veterans Memorial
Park at 7:30 a.m. on Thursday, September 17, 1987.
The Mayor announced that their will be a Special Constitution Meeting with the
Bicentennial Task Force with Circuit Judge S. J. Davis, Chairman, on September 14, 1987.
There being no further business, the meeting was adjourned.
