The City Commission of the City of sanford, Florida, met in Workshop Session in
the City Manager's Conference Room of the City Hall in the City of Sanford, Florida, at
4:00 o'clock P. M. on September 21, 1987.

The meeting was called to order by the Chairman.
The Commission discussed the proposed utility rate increase and changes in the
billing procedure. The Utility Director, Paul Moore, submitted a memo as follows:

Utility Rate Increase/Billing Procedures
Mr. Faison -
Attached is a revised rate ordinance and th~ corresponding City
Code pertaining to the proposed utility rate increase with
information on the utility billing procedures. An increase in
utility rates is necessary due to the planned water and sewer
improvements as outlined by our consulting engineers. The
recently completed engineering report for the Bond Anticipation
Notes '(BANS) demonstrated the need for the rate increase for
adequate bond coverage.
The City's engineering consultants have performed a rate analysis
of our current utility data'base to determine the effect of a
rate increase on projected revenues. Using this information
coupled with historical revenue data, it is recommended that an
increase of approximately 5% be implemented for the utility
consumption charge and customer charge. This increase would
result in a change of the water consumption charge from $1.00 to
$1.05 per 1,000 gallons (5% increase). The sewer flow charge
would increase from $1.65 to $1.74 per 1,000 gallons (5.45%
increase).
The rate increase will also effect the customer base charge. The
customer charges are based on water meter size. For a typical
residential customer with a 3/4 inch meter, the water customer
charge would increase from $1.50 per month to $1.58 per month
(5.33% increase). Larger size meter charges would increase
accordingly. The base sewer customer charge would increase from
$2.00 per month to $2.10 per month (5% increase).
These utility rate increases are expected to raise an additional
$220,000 over the first full year of implementation. These funds
would be used to construct the various utility improvements as
required by the State of Florida Department of Environmental
Regulation.
