Corrections have been made to our existing utility rate
ordinance, which is attached, to show the changes as recommended.
Changes are also recommended in our utility billing procedures.
Last year's audit by Coopers & Lybrand recommended a more timely
due date with a delinquent fee assessed earlier in the process.
Attached is a typical billing schedule comparing the current
method with the proposed changes recommended by the auditors.
The main difference involves moving the assessment date of the
delinquent fee up from approximately thirty-eight (38) days after
billing to approximately twenty-one (21) days. The delinquent
fee remains the same ($4.00).
One other change which is recommended involves increasing the
reconnection fee from $3.00 to $10.00. This fee covers the
City's expense incurred for the reconnection of service due to
the non-payment of the utility bill. The current $3.00
reconnection fee has been mn effect since 1978 and does not
reflect the actual cost associated with service reconnections.
A copy of a memorandum from the Finance Director to the City Manager, submitte~
recommending the pay period ending day be changed from Tuesday for the weekly and
Wednesday for the bi-weekly employees back to Friday midnight, and the Division/Department
turn in the time sheets on the following Monday A.M. The time sheets then would reflect
hours completed as opposed to the current estimated hours to be worked on Tuesday and
Wednesday. The City Manager and the Finance Director recommended this to be effective
with the first bi-weekly payroll after October 1, 1987.
The City Commission authorized same to be on the Agenda for September 28, 1987.
The City Commission reviewed the new legislation requiring offering Health
Insurance to all Retirees. The City Manager reported that this was done effective October
1, 1987. The results are as follows: 22 retirees opted for BC/BS Indemnity/PPO; 12
retirees opted for Health Options; 16 have declined coverage; and 9 are undecided, but
have the option to decide by December 31, 1987. As a result most will be covered as of
October 1, 1987.

The Commission considered a supplement~ to those retirees who did not chose or who
declined coverage may be continued until December 31, 1987 and authorized same to be
considered at the next regular meeting.
The Commission discussed the use of school buses for interim transportation
assistance for people living in the downtown area, until a grocery store is opened for
business in that area. Commission Eckstein stated that some of the Churches are making
arrangements to take care of many of the people in said area.
A proposal was submitted from Dr. John Deitz, Associate Professor at University
of Central Florida, for a study for improvements to the wastewater treatment plant. The
length of time associated with this proposal is twelve months, the analytical work will be
accomplished in three months which will aid in the design of the future plant expansion.
The cost of the work is $29,610. The Utility Director recommended this proposal be
accepted stating this land spread program relies on the quality of effluent from our
current treatment facility. This study will ensure proper facility operations as
additional treatment process are added and the plant expanded.
The Commission authorized to same to be considered at the next regular meeting.
The Commission considered the request from Planning and Zoning Commission for a
written guidelines of what the City Commission expects from said Commission. The
Commission authorized same to be considered at a work session with the Planning and Zoning
Commission.
The Commission considered a requested for establishing a project office for the
WINS Advisory Committee on Thirteenth Street. The City Manager stated he felt that this
would greatly facilitate early public participation and neighborhood awareness of the
Westside Neighborhood Strategy, which included the FY-87 Community Development Block Grant
Program in Goldsboro. The owner of the property, Mr. Herbert Cherry, agreed to lease the
subject office space with the following terms: $325.00 per month (first month's rent free
of charge); unfurnished with water paid; three (3) months renewable lease, if needed.

This memorandum addresses needs for several secretarial
reclasifications and a "pay differential" need in the
Police Department . . to enhance operations in the
City. These needs, recommendations and associated
costs are summarized as follows:
JOB RECLASSIFICATIONS: To provide secretarial
assistance to City Boards (overtime night work with
special secretarial skills), it is recommended that
Gracey Posley, Secretary II, Police Department, and
Kristie Strine, Secretary II, be reclassified to
Secretary III to meet this need. In addition, an
analysis of Arlene Davison's job duties reveals a need

for reclassification from Secretary I to Secretary II,
and is requested. Total additinal cost to fund these
reclassifications for FY 1987-88 budget year will be
$3,382. See Attachment I if you wish additional

PAY DIFFERENTIAL FOR POLICE DEPARTMENT WATCH
COMMANDERS:
To provide for needed additional compensation for those
Police Lieutenants operating as Watch Commanders, I
support the Police Chief's request that a "pay
differential" be given to those Police Lieutenants
assigned to Watch Commander duties. Total additional
cost for the FY 1987-88 budget year will be $17,277.
See Attachment II for additional details.

The Commissioner considered the Preliminary Draft Comprehensive Plan Elements,
plus City plan Questionnaire, and schedule for review and adoption. The City Planner, Jay

Vacuum Station Site for Combined Sewer Separation Project
Mr. Faison:
In July City Commission authorized the acquisition of options
to purchase on four different small parcels of land, one of which
was to be selected as the site for the vacuum station required for
our combined sewer separation project. After considerable engi-
ne~ri.ng analysis the parcel covered by the attached option, Lot 8,
Block 4, Tier 4, Town of Sanford has been selected because of its
central location relative to the area to be served as well as its
relative price. The option is written for either one-half of the
lot or the whole lot, which measures 50'x117'. Because of the very
limited difference in cost between the half lot and the entire lot,
as well as the greater ease of system installation if the whole lot
is available it is recommended that the City acquire the whole lot.

Attached is an appraisal by John Sauls of the estimated fair
market value of the property. His appraisal for the whole lot is
$19,025. The option purchase price is specified as "$20,000 or the
appraised value if the appraisal is higher". The difference in the
appraisal and the option price is approximately 5%. Based on this
slight difference, it is recommended that the City Commission
approve the purchase at the. option price.
Grant applications for this project have been submitted to
Department of Environmental Regulation for approval. Certifica-
tions have been made that acquisition of this property is under
way. It is recommended that City Commission approve the acquisi-
tion of this lot at their next meeting, and that closing be con-
ducted as soon as possible, thereafter.

Review and Adoption Schedule
Pursuant to the attached Comprehensive Plan Review and Adoption
Schedule, the three month period between the City Commission's sche-
duled Plan transmittal (September 28, 1987) and Plan Adoption
(December 28, 1987) is anticipated to be utilized for public par-
ticipation and review of the Draft Plan. Various informal meetings
will include a series of six workshops by the Planning and Zoning
Commission announced through the City's utility billing system. One
or more City Commission worksessions specifically devoted to the
Comprehensive Plan should also be scheduled. Changes, corrections,
additions, comments by other public agencies and other appropriate
modifications of the Draft Plan can be accomplished prior to antici-
pated adoption in December.
The Commission authorized same to be considered at the next regular meeting.
Mayor Smith requested the proposed ordinance for Residential Care Housing be
placed on a work session agenda in October.
There being no further business, the meeting was adjourned.
