A Public Hearing was held in accordance with Notice Herald on October 20 and 30, 1987, as follows: October 6, 1987 published in the Evening NOTICE OF A PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held in the Commission Room at the City Hall in the City of Sanford, Florida, at 7:00 o'clock P.M. on November 9, 1987, to consider changes and amendments to the Zoning Ordinance of the City of Sanford, Florida, as follows: A portion of that certain property lying at the Northwest corner of the intersection at Airport Boulevard and Jewett Lane is proposed to be rezoned from SR-1 (Single Family Residential Dwelling) District to RI-1 (Restricted Industrial) District. The City Clerk reported Notice was sent to the owners, Marion D. and Sara L. Cross, on November 9, 1987, and the ad was published on October 20 and 30, 1987, William Malckowski, Real Estate BrOker, spoke in favor of rezoning, explaining that the Planning and Zoning Commission decision had been based on an error in calculations of the size of the property. The City Manager reported that another memo dated November 9, 1987 submitted by the City Planner stated that the parcel exceeds the minimum square footage requirement necessary for the requested rezoning. Commissioner McClanahan moved to authorize the City Attorney to prepare the proper ordinance for said rezoning. MINUTES City CommiSsion, Sanfordi~Florida November 9, Commissioner Eckstein Commissioner Mercer Commissioner Thomas Commissioner McClanahan Mayor Smith Yea Yea Yea Yea Yea 035 Thereupon, the Chairman announced that the City Commission of the City of Sanford, Florida, had passed and adopted said Ordinance No. 1906, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 1873 WHICH ESTABLISHED THE HENRY SHELTON SANFORD MEMORIAL LIBRARY AND MUSEUM BOARD BY INCREASING THE MEMBERSHIP OF THE BOARD FROM FIVE TO NINE MEMBERS, PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE DATE. The Commission considered the Petition for Annexation from Gerald and Beryl E. Van Houtte for a portion of that property lying approximately 1500 feet South of State Road 46 lying between Beardall Avenue and SCL RR ROW. L. Leffler appeared to represent the owners and stated the proposed use was for an office/warehouse building. Commissioner McClanahan stated that the fire department would have a hard time servicing this property and moved to deny the annexation. The Commission considered the request submitted by Randall and Josephine Gates for a variance from provisions of Section 40-43 of the Sanford City Code restricting the number of dogs or cats permitted within the premises of a single family dwelling at 601 Briarcliffe Avenue. William J. Scheaffer, Attorney, appeared before the Commission explaining that the only reason it was before the Commission was because of an anonymous letter of complaint. The residence of the Gates' was not unsanitary in any way and no one complained of the noise. Randall Gates stated they had no interest in breeding or expanding the.herd, and they did have a dog run and all was kept clean. Commissioner Thomas moved to deny said Gates to correCt the situation.
