011888-Workshop SessionMINUTES City Commission, Sanford, Florida January 18, 109 The City Commission of the City of Sanford, Florida, met in Workshop Session in the City Manager's Conference Room of the City Hall in the City of Sanford, Florida, at 4:00 o'clock P. M. on January 18, 1988. Present: Mayor-Commissioner Bettye D. Smith Commissioner Whitey Eckstein Commissioner John Y. Mercer Commissioner Bob Thomas Commissioner A. A. McClanahan City Manager Frank A. Faison City Clerk H. N. Tamm, Jr. Absent: City Attorney William L. Colbert The meeting was called to order by the Chairman. The City Manager, Frank Faison, gave a brief overview of the Utility Bulk Sales Contract with Seminole County for General Sanford Estates, and submitted a proposal of said agreement as follows: CONSIDERATIONS FOR UTILITY BULK SALES CONTRACT TO SEMINOLE COUNTY FOR GENERAL SANFORD ESTATES Utility capacity is sold only for use within General Sanford Estates DRI. There should be no external connections to the uti- lity systems of that development, other than with City of Sanford. Contract will be for both Water and Sewer Service. Increments of capacity sold to Seminole County shall be in accord- ance with the current development and buildout schedule for the General Sanford Estates DRI. The agreement may commit to a full buildout requirement, however, actual capacity purchased (and deleted from our available total capacity)should coincide with a reasonable construction schedule within General Sanford Estates (GSE). (This is comparable to the Lake'Mary agreement where future increments are agreed but not reserved.) Payment for actual capacity purchased should occur at the time cf capacity reservation, except for initial capacity purchased following execution of the agreement, in which case payment will occur within four months. (This condition is comparable to con- dition in the Lake Mary/Seminole County Agreement). ~en~ take back and reuse on the Agreement shall provide for ~=~" ' basis of 100% of equivalent residential unit sewer flow production (270 gallons per unit per day). (Based on i2/1/87 rates.) Since Seminole County wild incur no capital costs for GSE, it should pass through to City of Sanford 100% of County impact fee charges for water and sewer service. These fees are approximately ~950 to $990 00 oar ERU for water and $2,025 to $2,~00 00 Der ERU for sewer. Sanford impact fees are presently S650.00 per ERU for water and Sl,700.00 per ERU for sewer. The differential between County impact fees and City impact fees will be utilized as a "buy down" a~justment for calculating proposed bulk sales rates for GSE (outside cf Sanfcrd) as related to the Sanford retail rates. is proposed that the 25% outside of City surcharge not be applied to the City impact fee rates since no new line extensions are believed required in order to provide necessary service to GSE.) 19 88 110 MINUTES City Commission, Sanford, Florida January 18, 1988 The 25% surcharge for outside of City utility sales shall be apD!ied to %he adSusted bulk sale rate which ~ ~ ~ .e~uces %he effect of the surcharge. Since this agreement is being prepared specifically for General Sanford Estates, and projected service recuirements are closely related to the developer's build out schedule, it is necessary that the GSE developer(s) be a party to the a~reement. Proposed bulk sale rates for GSE are S0.895 per 1,000 gallons for water and $1.724 per 1,000 gallons for sewage. This will provide a spread between City's bulk cost and County's retail sales to cover County costs of adminis~ ~' ~=a+lon and internal system maintenance which varies with the retail account consumption: at 6,000 gpm. the spread is $1.636 per kgal; at 8,000 gpm it is $1.105 per kgal; at 10,000 gpm it is S0.786 per kga!; at 12,000 gpm it 'is $0.571 per kga!. The City Manager reported Seminole County is in favor of this agreement and the developer will be a third party to the Contract, which gives the City a significant customer load together with the impact fees. Mr. Faison requested to put this on the January 25, 1988 agenda in the form of a letter of intent. The Commission authorized same to be considered at next regular meeting. The Commission discussed the enforcement of handicapped parking. Chief Harriett explained that the police enforce control on public parking lots, but for the courts to honor the citation it must be a free standing sign installed in front of the parking space, and further, a stenciled sign on the pavement is not enforceable. The City Engineer reported that the proper sign is required by the building codes, but is not retroactive. The Commission agreed to increase public awareness and requested Chief Harriett to monitor the progress of this campaign. The City Manager reported on the status of the 201 Plan and Wastewater Treatment Projects and submitted calendar bar chart of projects as follows: MINUTES City Commission, Sanford, Florida 111 January 18, 198_8 The City Engineer explained final approval to advertise for the Wastewater Treatment and Transmission and the Reclaimed Waste Irrigation Systems, and the Vacuum System. The City has applied for all permits, and advertising should be later this month. As soon as the state approves the 201 Plan showing the commitment to develop the plans for Site 10, the City expects approval for the rest of the projects for grant funding. The City Manager explained that the City has been working with a local collection agency to develop an agreement for collection of accounts that are in arrears, claims from accidents such as lights poles being replaced and accidents with City vehicles. The City Manager explained that the agency would receive 40% of the accounts that are collected and the City would receive 60%. The City Attorney is reviewing a tentative agreement. The Commission authorized said agreement be placed on January 25, 1988 agenda. The City Manager reported receipt of a request to vacate a portion of a utility easement at 203 Loch Low Drive on which a swimming pool had been constructed. The City Manager stated that the owner would purchase property in the green belt area for a new easement. Jim Jernigan, Director of Recreation and Parks, gave a brief overview of the expenses for the We, the People Ballet and submitted a memo as follows: CITY OF SANFORD RECREATION & PARKS DEPARTMENT MEMORANDUM FROM: Directo~ TO: City Manager SUBJECT: Cost for "We the People" Ballet DATE: December.~2, 1987 There will be some out of pocket expense reflected in the ballet production of "We, the People", to be presented in March, 1988 under City Hall. A major expense will be the stage construction which shows 8,200 sq. ft. of surface area. I have asked Bill Horn to price the stage cost and he has submitted an estimate of $1,340.00 for an 8,200 s~ ft. stage. I also anticipate some electrical cost and would recommend a $500.00 allotment for it. Director recommends an appropriation of $1,800.00 from unexpended surplus to go to Maintenance account 2-01-46467-4 "Building Materials & Supplies" This should be sufficient to fund the ballet performance. The Chairman explained that this is in official Sanford Celebration for the month that Florida became part of the Union, this is not a Ballet Guild celebration, and it will be listed on the official Bi-Centennial calendar. The date for this performance is 112 MINUTES City Commission, Sanford, Florida January 18, 19 88 tentatively scheduled for Friday, February 19, 1988 at around 3:30 p.m. The Commission authorized this be placed on the agenda of January 25, 1988. The City Engineer reviewed the plans and specifications for rehabilitation of the Cultural Arts Center. The consultant has drawn the plans as if to completely restore the building as it was built in 1924. It has been recommended that the roof be redone, and recommended going ahead with the advertising of roofing. The City is in a special category for a grant for $73,000 which is going to legislation quite shortly. The estimated cost of the project would be at $160,000, of which $100,000 is in the budget.
