The meeting was called to order by the Chairman.
The City Manager submitted a proposed 30 year lease to Sanford Gymnastics
Association Inc. prepared by the City Attorney.
The City' Engineer gave a brief overview of the proposed lease and the request to
vacate the utility easement between Lots I through 5 and Lots 16 through 20, Palm Terrace.

For and in consideration of the sum of ONE DOLLAR, per
together with other good and valuable consideration, as
as the covenants and agreements hereinafter contained,
Lessor does rent and hire unto Lessee and Lessee rents and hires
from Lessor the property in the City of Sanford, Florida,
described in the Exhibit attached hereto and made a part hereof
upon the following terms and conditions:
1. The term of this Lease shall be for a period of thirty
(30) years, said term shall commence on January 1988,
and terminate on December, 2017. The rental sum shall
be the sum of ONE AND NO/100 ($!.00) DOLLAR per year,
the ONE AND NO/100 ($1.00) DOLLAR recited ' above being
the consideration for the first year of the term of
this Lease.
2. Lessee shall have the right to use the property which
is the subject matter of this Lease for gymnastics
purposes. Lessee agrees to proceed within 180 days of
the execution of this Lease to make improvements on the
property and to complete them within 365 days of the
execution of this lease.

The Lessor during the entire term of this lease
reserves the right to vacate or create utility
easements on the leased premises and further reserved
the right to utilize, where appropriate and feasible in
Lessors sole discretion, the premises for re-claimed
water irrigation purposes.
At any time Lessee ceases to utilize the property for
gymnastics purposes, this Lease shall immediately
~terminate and shall be of no further force and effect.
A Plan of improvements and time schedule shall be
presented to Lessor for approval within the first sixty
(60) days of the Lease.

which are made on the property which are of a permanent
nature and affixed to the land shall remain on the
leased premises at the termination of this Lease and
shall be considered the property Of the Lessor. Lessee
shall, during the term of this Lease, and at its
expense, perform all necessary maintenance and repairs
to any facilities and structures which are erected on
the leased premises, including parking areas.
The parties recognize that the leased premises are
within the area near the Sanford Airport, which causes
the property to be subject to Airport zoning. Lessee
agrees that the construction of any improvements on the
property shall conform to all airport zoning
requirements and further acknowledges that any
violations of such requirements -shall be considered a
breach of this Lease.
Lessee at all times will indemnify and save Lessor
harmless from any and all fault, liability, damage,
suits, or other costs arising out of or in any way
connected with the use or occupancy and improvements to
the demised premises by Lessee, and in connection
therewith, will maintain force during the lease term a
policy or policies of insurance protecting Lessor in a
sum not less than ONE HUNDRED THOUSAND AND N0/100

Occupational Licenses
This memo provides an overview of current procedures
presently used to process occupational licenses. The
concluding recommendations for improvement are the re-
suit of a meeting held last week with the Licensing
Official, Building Official and the Fire Marshall.
RENEWALS: The Occupational Licensing Official issues
more than 1,800 occupational licenses each year. State
law requires that license renewais be mailed by
September 1st of each year,: reminder notices must be
mailed no sooner than 90 days after the initial mail-
out date. This year, staff has met its target to mail
reminder notices as soon as allowed by law, resulting
in maximizing revenue collection within minimum time
frames. It is anticipated that streamlining of the
renewal procedure will result in 100% collection of
revenues within five months of initial notification.
Approximately $ ]40,000 of revenue is generated from
occupational license renewals each year.
NEW BUSINESSES: A combination of several methods is
utilized by the Licensing Official to determine whether
a new business is operating:
. Applicant initiates, and/or
· Certificates of Occupancy are "copied" by
the Building Official, and/or
· Computer printouts are shared by the City
and Seminole County Licensing Divisions.
COMPLAINTS: City Building Inspectors, Code Enforcement
Inspector, and Fire Inspector assist the Licensing
Official in identifying and locating any new business
which may be operating without an occupational license.
The Licensing Official responds to notification from
these internal notices by physically visiting the
address supplied. If a complaint is received from a
citizen, the Licensing Official makes an on-site visit
within three working days.
As a result of review and discussion for identifying
ways for improved tracking of new businesses in both
new and existing buildings, the following recommenda-
tions are submitted for your consideration:
RECOMMENDATIONS:
Since the Fire Department is targeted to visit
all businesses in the City, request that the
Fire Inspector note whether the business dis-
plays a valid, current occupational license.
Discussion with the Fire Marshall indicates that
since both City Fire and Police Departments rely
upon up to date lists of businesses and contact
names supplied by the Licensing Official, this
simple addition to their inspection form will
enhance a list they need as well.

It is also recommended that Florida Power and
Light be contacted to determine if it is
possible to obtain a list of their new and ter-
minated business accounts. This would give the
Licensing Official and other internal offices
the ability to "stay on top" of business activi-
ty.
The City Manager recommended the City Attorney prepare an ordinance to amend the City Code
to authorize the City Manager to designate the inspector for proper occupation licenses.
The Commission authorized same to be placed on the Agenda for February 8, 1988.
The City Manager submitted a report of the approximate costs for start-up and
first year operation of a Newspaper Recycling Program, that would cost approximately $18.00
per ton using a special bin to collect the newspaper and a separate truck. The City could
sell the paper for $20.00 per ton.
The CommissiOn authorized same to be considered budget planning and to set up a
presentation by Kokomo Tool Company.
A letter was submitted from A. B. Peterson, Jr. Chairman, enclosing a copy of the
By-laws of the Henry Shelton Sanford Memorial Library and Museum Board. Mr.Peterson
questioned if the Board is a policy making board as stated in the By-laws or an Advisory
Board as stated in the ordinance. The Commission authorized this be placed on the Agenda
for February 8, 1988 for the City Attorney to review the ordinance and charter and advise.
The Commission authorized the City Attorney to advise on the removal of an
appointed member from City Boards.
A memo was submitted from the Director of Parks & Recreation Department
requesting-.- $1,340. to fund the We, the People Ballet program as follows:

SOBJECT: Cost for "We the People" Ballet
There will be some out of pocket expense reflected in the ballet
produczion of "We, the People", to be presented in March, 1988 under
City Hall.
A major expense will be the stage construction which shows
8,200 sq. ft. of surface area.
I have asked Bill Horn to price the stage cost and he has
submitted an estimate of $1,340.00 for an 8,200 sq. ft. stage.
I also anticipate some electrical cost and would recommend
a $500.00 allotment for it.
Director recommends an appropriation of Si,800.00 from unexpended
surplus to 9o to Maintenance account 2-01-46467-4 "Building Materials
& Supplies" This should be sufficient to fund the ballet performance.

The Commission authorized said request be placed on the Agenda for February 8,
1988.
The
beautification
Scenic Improvement Board submitted presentations on the concept for
of the grounds of the log cabin leased to the VFW and the concept for
beautification of the municipal parking lot. Mrs. Brisson gave an overview of the
landscaping for the log cabin at an estimated cost of $1500., and noted the VFW might be
willing to share in the cost. The City Engineer explained the reclaimed water irrigation
system for this particular area is scheduled for installation in 1989, but to change over
from City water to the reclaimed water would be a minimal charge.
Kit Carson gave a brief overview of the beautification and improvements to the
municipal parking lot. Mr.'Carson reported their would be 296 horizontal parking spaces, a
sidewalk would need to be installed, new paving and striping. The estimated cost for only
the planting and beautification is $28,000.00. It was noted that most of the work for the
improvements would be done by the City staff, except for the paving. The estimate for all
of work without lighting would be approximately $42,000.

The City Engineer reported that the Planning and Zoning Commission held a special
meeting to discuss the proposed Adult Residential Care Congregate Living Ordinance. There
were some minor changes of SR-1 district, permitted uses, a maximum of four residents.
There shall be a responsible person over the age of eighteen on site at all times and they
recommend an annual inspection by Fire Department as part of the license.
Jerry Mills, Historic Preservation Board, requested to be placed on the February
8, 1988 agenda. The Commission authorized said request.
The Commission requested the City Attorney to report on the resign to run laws
and on progress of changing the City election from December to November.
There being no further business the meeting was adjourned.
