The City Commission of the City of Sanford, Florida, met in Workshop Session in
the City Manager's Conference Room of the City Hall in the City of Sanford, Florida, at
4:00 o'clock P. M. on February 15, 1988.

The meeting was called to order by the Chairman.
The Commission discussed the request for special approval of a sign at 800 East
25th Street, Lover's Knot Wedding Chapel. The City Engineer explained the proposed
utilization of the property as a wedding chapel is believed to represent a "Change in use"
generating the requirement of a site plan review and approval. The Commission ~declined to
make a special exception to the sign ordinance for this request in a RMOI zone.
The City Manager recommended to deny a request for the City to acquire and assume
responsibility for sewer lift stations at the Mayfair Villas and Dreamwold and submitted a
memo from the Utility Director as follows:

Mr. Faison:
I have reviewed the letter from the Mayfair Villas Association
and also the request from Mr. Hutchinson concerning accepting the
maintenance responsibility of two private sewage lift stations.
The two lift stations in question serve the Mayfair Villas and
the duplexes located off of Chase and Lake Avenues on 24th place
(Murphy Properties). Both existing lift stations serve their spe-
cific project and do not meet City specifications.
The City currently owns and maintains 26 lift stations located
through-out the City. We have standardized our lift stations on a
specific design and pump type. This was done a number of years ago
and makes maintenance'f°r the City easier. We do not have to stock
parts and materials for a number of different stations. Mainte-
nance personnel are trained and familiar with the operation of our
specific lift stations. This standardization process helps keep
the system operating smoothly and keeps the O & M costs in line.
The lift stations the City owns serve a larger geographic
area, are of a higher standard, and are easier maintained in the
system we have developed than the two lift stations in question.
There currently exists a large number of private lift stations
that serve commercial businesses along Highway 17-9'2, apartment
complexes, industrial parks, Seminole Community College and other
properties in the City. These stations are all maintained by the
owners.
By accepting these two stations, it would allow any owner who
has installed a substandard station to ask the City .to maintain
them. It would also increase the workload on our maintenance per-
sonnel and open the City up to additional liability when the sta-
tions are out of service for whatever reason and sewer back-ups
occur.

reliable maintenance, I would suggest they try to contact one of

The Commission denied the request to accept the lift stations.
Request submitted from Joe and Diane Watson, for one year trailer permit on their
70 acre farm at 1701 Celery Avenue.
The cOmmission authorized said request be placed on Agenda for February 22, 1988.

State Historic'Marker. You will see I haven't really changed much. I tried
to get away from the style which seemed too telegraphic. Notice also that
I removed the name of Mrs. Harriet French Boyd since living persons cannot
be named on Florida State Historic }~rkers.
Do you want the City of Sanford listed as the co-sponsor as I have
indicated? If not, let me know what entity or person(s) should be listed.
I put 1988 on the marker because I'm sure the foundry won't be able to cast
it until after the 1st of January.

The consensus of the Commission was that the marker could be erected at no cost
The City Manager stated that the staff was still reviewing the Transportation
Monitoring Studies and Road Improvement Agreement for General Sanford Estates and requested
that this be postponed. The Commission was in agreement.
The City Manager reported that staff was working on an ordinance to prohibit
feeding of pigeons in residential areas.
The commission directed that when the City approved the beautification concepts
for the VFW post, the City accepted the responsibility for the care of this project, and
agreed for the VFW to utilize the City Hall employees parking lot when the City Hall is
closed. The City Manager noted that more staff would be needed if there will be more
projects.
There being no further business, the meeting was adjourned.
