040488-Workshop Session MINUTES City Commission, Sanford, Florida April 4: 213 The City Commission of the City of Sanford, Florida, met in Workshop Session in the City Manager's Conference Room of the City Hall in the .City of Sanford, Florida, at 4:00 o'clock P. M. on April 4, 1988. Present: Mayor-Commissioner Bettye D. Smith Commissioner Whitey Eckstein Commissioner John Y. Mercer Commissioner Bob Thomas Commissioner A. A. McClanahan City Attorney William L. Colbert City Manager Frank A. Faison City Clerk H. N. Tamm, Jr. The meeting was called to order by the Chairman. Mr. Phil Werndli, Florida Preservation Services, Inc. reviewed the Historic Preservation study. Mr. Werndli explained the Historic Preservation Board submitted an application in 1986 to the Department of State for support to undertake a survey of the residential area south of the Sanford Commercial District. The objective of this study was to define an historic district to be proposed for nomination to the National Register of Historic Places. The project also included a windshield survey of the surrounding area to identify potential historic buildings and other areas needing intensive surveys in the future. The Florida Preservation Service completed a survey of the City of Sanford to identify buildings, sites, and districts of historic significance to the city. Mr. Werndli recommended the survey now be submitted to the Division of Historical Resources for review for the National Register. The City Attorney explained that previously the City established an historic district in the Commercial area of Sanford by Ordinance, which is in the City Code. If the City expanded the historic district to include additional property people would come before the Historic Preservation Board for a certificate of appropriateness before proceeding. This is' not what the consultant is saying. The Commission is discussing whether a National Listing on the National Historic Register is in order. The Commission authorized same to be considered at the next regular meeting. The City Manager recommended the City continue maintaining an established relationship with the financial advisor, Art Diamond of Fishkind & Associates, Inc. The Commission authorized said item be placed on the Agenda of April 11, 1988. The City Manager reported the weather proofing of the Cultural Arts Center building would primarily involve restoration 'of the roof but could also involve rehabilitation of the windows 'and exterior walls and suggested the City proceed with the biding procedure. The Director of Parks and Recreation submitted a memo on the recommendations by the Youth Advisory Committee as follows: 19 ~LT 214 MINUTES City Commission, Sanford, Florida April 4, 1988 CITY OF SANFORD RECREATION & PARKS DEPARTMENT MEMORANDUM DATE: March 30, 1988 FROM: Director - Jim Jernigan TO: City Manager SUBJECT: Youth Advisory Committee Recommendations The Youth Advisory Committee's recommendations City Commission are outlined in the attached report. Items of interest are that they are recommending the following action: i) Passage of a bond issue which would address problems being felt by all departments such as: A) Swimming Pool B) Recreation Center C) Fire Stations D) Senior Center to the 2) *3) Authorization of skateboard ramps. "Kids Place" program which recognizes accomplishments. Recreation Department is doing this in all local schools. CITY OF SANFORD YOUTH ADVISORY COMMITTEE REPORT The Youth Advisory Committee. has been pleased with the progress the City Commission has made on the recommendations presented by the YAC to the City Commission on December 9, 1985. This report is a follow-up of the previous recommendations in addition to an update of items that need consideration. The items that are in need of positive action are the construction of a community aquatic center. The intention of the City commission to build a pool jointly with the Seminole County School Board with a State PECOH Grant now seems very remote since the State of Florida announced the funding source of the PECOH Grant had "dried up". According to School Administration sources the a resurgence of this fund is very unlikely. likelihood of The need for a community recreation center in the southern area of the City has not yet been addressed. There are many other community capital needs such as the new fire station; senior center, police annexes which are needed now. As these capital expenditure needs continue to build to become unattainable because financial resources are not available we'must look for alternative source of funds. The Youth Advisory Committee would like to recommend the City Commission consider a Bond Issue to finance' the "catch-up" need which face the City of Sanford. The Youth Advisory Committee also recommends immediate action be considered to provide supervised skateboard ramps to be located in a central area of the city. The skateboard recommendation is ~ased on need. Skateboards continue to build in popularity yet areas of permitted use are shrinking. It is time for us to become responsive to a community need for youngsters which are involved in skateboarding. MINUTES City Commission, Sanford, Florida April 4, 1988 The Youth Advisory Committee has investigated the "Kids Place" program in Seattle, Washington. The "Kids Place" program is the projecting of a concept and attitude in the community toward "kids". There are many variable programs which.are a direct spin off of the "Kids Place" program. Our local YAC has adopted a program whereby we recognize an outstanding student from each of'the elementary schools and the two middle schools. The criteria will not necessarily be academic but will be based on student progress in areas of attitude, citizenship, sportsmanship and academic progress. This program will be in addition to the "Outstanding Student/Citizenship Award from Seminole High School. Thank you for the opportunity to make these recommendations. The City Engineer gave a brief overview of the Mary/Sanford Irrigation Lease. received the recommendations and will consider same at a work shop needs and costs of the Lake The City Commission authorized a special work session to be held on April 11, 1988 at 4:00 o'clock to review said lease and other options of disposing of the effluent, and authorized to be placed on the City Manager's Late Agenda for April il, 1988.
