050288-Workshop Session254 MINUTES City Commission, Sanford, Florida May 2, 19 88 The City Commission of the City of Sanford, Florida, met in Workshop Session in the City Manager's Conference Room of the City Hall in the City of Sanford, Florida, at 4:00 o~clock P. Request submitted from First Presbyterian Church to increase the square footage of a permitted sign from 24 to 32 square feet. On recommendation of the City Manager, the Commission authorized this request be placed on the May 9, 1988 agenda. Memorandum dated April 19, 1988 submitted from the Utility Director setting forth Charles Cameron's objections to the proposed assessment of impact fees for the renovation to the Gables Hotel at 401 Magnolia Avenue. Request submitted from the Central Baptist Church requesting consideration of adjusting the impact fees for a new sanctuary and education building to be constructed on West First Street. Opinion dated May 2, 1988 submitted from the City Attorney in support of Charles Cameron objections to the impact fees and setting Central Baptist church to undertake. The City conducted by the City consultant Engineers and would later date. The City Manager and the City Engineer recommended proposed consultant services contract with Bennett Harris & Walls, Inc., for police and forth the proper procedure for the Manager reported that a study is being be submitted to the Commission at a changes for fire impact studies to be included in the Comprehensive Plan update, which is partially grant eligible. The Commission authorized said request be placed on the May 9, 1988 Agenda. The City Engineer submitted recommended traffic lane changes as follows: MEMORANDUM TO: FROM: SUBJECT: DATE: City Manager Director of Engineering and Planning Proposed Traffic Lane Changes April 20, 1988 Mr. Faison: It is recommended that consideration be given to two minor changes in lineage to improve traffic flow. The first proposed change is to provide designated right turn and through/left turn lanes on Palmetto Avenue between Commercial Avenue and Seminole Boulevard. Attachment 1 shows the detail of this proposal. It is observed that frequently north bound cars block other traffic while waiting for a diagonal parking space in front of the Post Office or to enter the small Post Office parking lot. The existing pavement is wide enough to support the proposed lane marking to provide for through traffic to Seminole Boulevard as well as left turn traffic for Seminole Boulevard and for the new entrance to the City parking lot to be constructed as a part of the parking lot landscaping project. MINUTES City Commission, Sanford, Florida May 2, 255 19 88 Attachment 2 shows a minor curbing relocation on 3rd Street east of the intersection with French Avenue in order to provide for a left turn lane for traffic west bound on 3rd. I have observed that west bound traffic on 3rd Street is frequently delayed in its movement during the green light because of one or two cars wishing to turn left on French Avenue. Although not shown on the drawing, east bound traffic on 3rd Street could similarly be accommodated, however, it appears that there is a much greater requirement in the west bound direction. This proposed change would be supportive of providing a better alternative for routing of through traffic, via 3rd Street, around the downtown 1st Street area. If this recommendation is found attractive, FDOT approval will have to be obtained. By copy of this memorandum, Police Chief and Public Works Director are requested to comment on these proposals. The City Engineer submitted a review of marina parking, ramp fees and municipal parking lot plans, as follows: MEMORANDUM TO: FROM: SUBJECT: DATE: Mayor and City Commission City Manager Marina Parking and Ramp Fees April 27, 1988 This is in response to City Commission direction to prepare a draft overall plan. Various concepts have been discussed with a number of people including Jim Jernigan, Steve Harriett, and Chuck Volk, Bill Simmons and Bob Kelly and have included many of their ideas in,this proposal. The insert of the attached drawing shows the various land parcels on the Marina. Proposals contained in this memorandum do not address any land located west of Palmetto Avenue (leased to Holiday Inn). It should be noted that Mr. Yolk leases Parcel No. 8 and has an operating franchise over Parcels 4, 5, 6, and 7 and the two boat basins. Mr. John Smith leases a portion of Parcel No. 1, as indicated by the heavier lines. It is proposed to establish a set of fees (annUal and daily) for the launching of trailerized boats at the Sanford boat ramps. It is proposed that Sanford residents would obtain an annual launching decal at either no cost or minimal administrative cost, in recognition that the facility has been constructed with their tax dollars. Since our primary boat launching traffic occurs on weekends and holidays, it is proposed that we charge fees for boat launching and regulate trailer parking only on those days. This would amount to approximately 60-days per year, depending on specific holidays included. On those days the City would hire and position personnel to collect fees and regulate traffic in the boat launching area, and to enforce trailer parking regulations by a combination of personal direction, issuance of citations, or towing of violator's vehicles. The attached drawing shows a concept for queing of vehicles waiting to enter the launch area, identification of trailer parking spaces available for use during weekend/holiday days and during all other days, and instructions for alternative parking locations. It is proposed that two employees be utilized on "fee collec- tion'' days. One person would be a "fee collector and regulator" in the boat launching area. He would begin work early in the morning of the assigned days and would work until mid afternoon. The other proposed person would be the "enforcer". He should be an off-duty police officer with authority to issue citations and if necessary to direct tow- away activities. He would patrol the entire active parking asset area including the Marina, municipal parking lot, and other areas which might be utilized for boat trailer parking such as Seminole Boulevard east of Palmetto Avenue and 256 MINUTES City Commission, Sanford, Florida MAY 2, 19 88 possibly even the Chamber of Commerce building parking lot. He should have radio contact with the"fee collector /regulator". It has been suggested that this individual be equipped with a vehicle capable of carrying several passengers in order to allow him to provide some shuttle transportation between the boat ramp and remote parking spaces, on a "not to interfere with primary responsibility" basis. The attached draft budget shows the estimated cost for these two positions (from appropriate Department Heads) as well as an allowance for area clean-up, rental of the shuttle vehicle for the "enforcer" and a reasonable amount for a sinking fund for facility maintenance. This draft budget totals $31,000 per year. It is recommended that the following fee structure be con- sidered: Non-City of Sanford Resident - Annual Fee - Boat less than 20-feet - $50.00 Boat equal to or greater than 20-feet - $100.00 Daily Fee Boat less than 20-feet $3.00 Boat equal to or greater than 20-feet $5.00 City of Sanford Resident - Annual Fee - $0 (Obtain decal from City Hall) Daily Fee - Same as Non-Resident A very rough estimate has been developed for the potential revenue generation from these fees, and is attached. This estimate is very preliminary, and is based on opinion and casual observation rather than any actual data sampling. Weekend trailer parking assets, under the proposed plan include the following: Spaces near boat ramp - Parcel no. 1 - Municipal Parking Lot - Subtotal - Seminole Boulevard - Total - 14 24 90 (approx) 128 10 138 Note: Additional parking could be available at Chamber of Commerce lot and at other on-street locations. Review of assets indicates at least 138 spaces trailer/car conditions. It'must be assumed that on any given day only a certain percentage of annual fee payers will choose to use the facility. Much of the foregoing is based on estimate and assumption. It is recommended that some form of control be adopted by City Commission and that records be kept regarding actual performance and occurance as a means of better aligning the various elements of the plan, over time. The Commission authorized the marina parking, ramp fees and municipal parking plans be placed on the May 9, 1988 Agenda.
